The end of an era occurred in recent weeks in Trinidad and Tobago, but with it came a re-commitment to continue the uncompromising work on behalf of workers across the twin Caribbean islands. President Errol McLeod of the Oilfields Workers&rsquo; Trade Union (OWTU) took his deserved retirement and the union elected a slate of &ldquo;Rebel&rdquo; officers to continue leading Trinidad and Tobago&rsquo;s largest and now, most diversified union.

Ancel Roget was elected to fill the large shoes of ICEM Executive Committee Member McLeod, while David Abdullah was elected to the position of General Secretary. A ten-member Central Executive of the OWTU also joins the pair in a unanimous selection that happened in August. 
 
Late in June, song, acclaim, and tribute were given McLeod, the 21-year President of the OWTU who rose to the service of all workers in the early 1980s as a founder of the Committee for Labour Solidarity. An oil worker going back&nbsp;to the 1960s at the former Texaco, now state-run Petrotrin complex of refineries at Pierre-a-Pierre, McLeod&rsquo;s confident demeanor and tactful leadership won working-class gains for many across the Caribbean.

At his testimony on 25 June attended by over 1,000 people, McLeod humbly said it was the collective masses that brought the country&rsquo;s many social gains possible. &ldquo;It is time that I exit the stage while the audience is still applauding,&rdquo; he remarked, adding that the new team of &ldquo;Rebel&rdquo; leaders was well prepared to continue the struggle on behalf of workers. 
 
Ancel Roget, who took the symbolic torch from McLeod, then said an assembled slate of leaders cutting across many work sectors will be committed to carrying on the &ldquo;uncompromising and independent struggle in the interest of the working class that has been so exemplified by the fearless and honest leadership of Comrade McLeod.&rdquo; 
 
Roget is from Trinmar, Petrotrin&rsquo;s offshore subsidiary, while Abdullah is the union&rsquo;s former Chief Education and Research Officer. Others on the new team include: Carlton Gibson, First Vice President; Teddy Stapleton, Second Vice President; Sylvester Virgil, Peter Burke, and Errol A. McLeod, all Vice Presidents; Gregory Marchan, Assistant General Secretary; Chandrasain Ramsingh, Treasurer; and Sati Gajadhar-Inniss, Jennifer Charles, and Himraj Basdeo, Trustees.

The June tribute saw historian, sociologist, and author Dr Susan Craig-Smith, formerly of the University of West Indies, serve as the featured speaker. She intoned the powerful history of the OWTU and the remarkable contributions that McLeod has had on modern Trinidad and Tobago. Also in attendance were Guyanese intellectual and anti-colonial leader Dr Rupert Roopnaraine, and Antigua and Barbuda Ambassador-at-Large Keithlyn Smith, a founder of the Antigua Workers&rsquo; Union.

OWTU Honours Errol McLeod, Elects New Comrades to Lead Militant Trade Union

ICEM US affiliate, the International Brotherhood of Boilermakers (IBB), has gained the support of the Global Union Federation (GUF) in its resistance to retiree health care curtailments at Lafarge&rsquo;s cement manufacturing plant in the state of Missouri. IBB Local D-27 in Sugar Creek, Missouri, has been in contract talks with Lafarge on behalf of 55 staff since spring 2008. Local management is seeking major changes in cement workers&rsquo; health care coverage. 
 
The two sides will return to bargaining on 10 September. A prior four-year labour agreement expired on 30 April.

In a letter to Lafarge&rsquo;s European senior managers, ICEM General Secretary Manfred Warda expressed the 20-million-member federation&rsquo;s concern &ldquo;that cutting existing benefits without justified economic reason is against recognized international standards.&rdquo; Warda noted that Lafarge&rsquo;s North American cement sales has risen 17% in the first half of 2008 compared to the first half of 2007, while operating income has increased 19% between the same periods in 2007 and 2008. 
 
The ICEM, along with another GUF, the Building and Woodworkers&rsquo; International (BWI), is signatory to a Global Framework Agreement with French-based Lafarge, an agreement signed in September 2005 that holds the company to an international code of labour principles, as well as social responsibility standards. 
 
Lafarge has proposed that new hires be excluded from retiree medical coverage in a new labour accord, while insisting that existing workers be placed in a separate medical insurance plan upon retirement. In that plan, out-of-pocket health care costs would likely double for retirees. At present, all current workers and retirees are in the same plan, one in which participants pay US$254-per-month for family health coverage. 
 
Caray Allen, IBB&rsquo;s Cement, Lime, Gypsum, and Allied Workers&rsquo; Division Director, said Lafarge workers in Sugar Creek have set records for production and safety. &ldquo;This is a strange way to reward your workforce,&rdquo; he stated.

The ICEM, in urging French senior managers to intervene to preserve the current plan, argues that Sugar Creek workers should not be penalized over health coverage, especially because IBB Local D-27 had previously aided the company financially by changing to 12-hour, rotating shifts. 
 
Elsewhere at Lafarge in North America, a contract worker was killed inside a kiln at the company&rsquo;s Bath, Ontario, cement plant on 27 August. The 34-year-old victim was employed by Robinson Solutions, a Kingston, Ontario, contractor assigned to do brick work inside the Bath facility&rsquo;s kilns. Other contract workers were injured in the accident. Lafarge employees at the Bath cement facility are represented by ICEM affiliate Communications, Energy, Paperworkers (CEP) Union of Canada.

Lafarge’s Health Coverage Cuts Concern ICEM US Affiliate Boilermakers

Following communiqu&eacute;s and correspondence that fell on deaf regional ears in northern Iraq, workers and their union, the Iraqi Kurdistan Workers Syndicate Union (IKWSU), took to the streets of Sulimanyya on 28 August in peaceful protest.

Cement workers and their union were demonstrating against the sudden decision to close the Taslooja cement plant and the regional authority&rsquo;s decision to transfer jobs to far-off locations at reduced pay. They also protested the withholding of past salaries that have gone unpaid. 
 
The demonstrators marched to the regional governor&rsquo;s office with a list of demands, according to IKWSU President Sardar Mohammed Rasheed. Those demands included payment in full of back salaries, and worker transfers to active enterprises within the area, including electricity installations.

The IKWSU-sponsored march and protest had a positive effect: the regional government agreed to comply with the demands, and approved overtime and a hazard allowance as a first step. The union and authority then also agreed to establish a committee to work out other issues. 
 
The IKWSU received active support from the Federation of Workers&rsquo; Councils and Unions in Iraq (FWCUI) throughout the dispute, and during the 28 August march and protest. The regional authority is closing the Taslooja cement plant for environmental reasons.

Cement Workers Protest to Save Jobs, Gain Wage Arrears in Iraqi Kurdistan

ICEM South American rubber workers&rsquo; affiliate, Sindicato Unico del Neum&aacute;tico Argentina (SUTNA), is engaged in a bitter labour struggle with three tyre producers over a wage dispute that that has escalated into job dismissals for some 215 workers. 
 
On 24-25 July, 4,000 workers took 48-hour strike action under SUTNA&rsquo;s banner, protesting prolonged bargaining. The rubber companies, Bridgestone-Firestone, Pirelli, and Argentine-based FATE, responded by sending letters of dismissals to the workers.

Even after Argentina&rsquo;s Labour Ministry began holding a ten-day compulsory conciliation session in early August &ndash; a stipulated period that mandated the companies to recall the dismissed workers &ndash; the tyre manufacturers did not. On 25 August, SUTNA took another industrial action and promised last week that further strikes would occur if the workers were not returned to their jobs. 
 
The dispute has been marked by several protests and demonstrations by different trade unions and civil society organizations supporting SUTNA and its union members. A prior labour agreement covering the 4,000 expired in April.

The union was seeking a 35% increase, while the companies have offered 28%. SUTNA did amend its pay proposal recently to meet the 28%, but only under condition that the tyre producers recall the terminated workers. The three companies have refused to do so. FATE sacked 87 workers, while Pirelli and Bridgestone fired 72 and 56, respectively.

Tyre Workers in Argentina Fight for Reinstatements, Fair Wages

With less than 18 months in existence, the Latin American trade union network of Belgian-based Solvay has taken important steps in expanding to other employees in the region. 
 
The third meeting of Brazilian Trade Union Network of the chemicals, pharmaceutical, and plastics multinational was held in S&atilde;o Paulo on 1-3 December, with trade union participates coming from Argentina, Belgium, and the European Works Council of the company, as well as from five Brazilian unions. The meeting was also attended by ICEM General Secretary Manfred Warda and Chemicals and Rubber Industries Officer Kemal &Ouml;zkan. 
 
The participants discussed the importance of international trade union networking, especially in the face of the global financial crisis and its possible consequences in the world of work. The precariousness of labor relations, such as outsourcing and subcontracting, and the need to ensure the health and safety of workers in all localities were priorities at the meeting.

&quot;This network has shown a great willingness to grow, adding strength of colleagues from different Latin American plants, so that together we can initiate dialogue with Solvay in order to improve working conditions and the lives of workers,&rdquo; said Juvenil Youth Nunes da Costa, coordinator of the network. 
 
&rdquo;I am very happy to take part in such an important initiative, which is becoming a model for workers&rsquo; solidarity,&rdquo; said ICEM General Secretary Manfred Warda. &ldquo;This network has become a success in a very short period of time, and it is clear that we must unify our efforts to combat common problems.&quot; 
 
Among the major decisions taken at the early December meeting was to strengthen the role of representation of the network, along with the role of workers in Solvay&rsquo;s direction in Brazil; disclosure of the network in Argentina so that further extension can occur in other Mercosur countries; dissemination of the commitments on &quot;Sustainable Development and Corporate Social Responsibility,&quot; as made by the company to workers in Argentina and Brazil; and drafting a proposal related to a Communication Policy Network. 
 
The next meeting is scheduled to be held in July 2009. The Network of Workers at the Solvay-Brazil Group was created in September 2007, and representation covers the 14 units of the group in the country.

Brazilian Network of Solvay Eyes Latin Expansion

The International Metal Workers&rsquo; Federation (IMF), in collaboration with the ITUC and other Global Union Federations, last week announced the third annual Geneva Labour Film Shorts Festival, to take place 16 June 2009. The event will &ldquo;explore ways of reaching broader audiences and promote and support the capacity of trade unions to communicate through film.&rdquo; 
 
Started in 2007 as part of the IMF Communicators&rsquo; Forum, the Geneva Labour Film Shorts Festival has grown over the last two years and has positioned itself as one of the only international film festivals to showcase primarily film and videos made by unions about unions and working people. 
 
The three-hour programme will focus on films that are excellent examples of communicating labour stories and messages and the selection will include a range of different films from different parts of the world. 
 
The IMF asks for copies of films, in English, on DVD with a short paragraph describing the film and why it was produced, by 13 February 2008. Third Annual Geneva Labour Film Shorts Festival Announced

Pulp and Paper trade union leaders of the ICEM concluded their World Conference on 10 December in Piri&aacute;polis, Uruguay, with delegates forging a clear and concise solidarity action plan. With that, ICEM&rsquo;s Pulp/Paper Work Group activities will be extended and expanded to other leading affiliates. 

The conference featured a work plan, built around collective bargaining and other important work, and it took on issues of debt collapse, global growth slowdowns in the south, and pricing and labour costs from region to region.

The conference heard a thorough and first-of-its-kind mapping of Mercosur unions in the pulp and paper sector and the companies that these unions are present at. The mapping came way of Brazil&rsquo;s Instituto Observat&oacute;rio Social, through funding from Finland&rsquo;s SASK, the global solidarity arm of the country&rsquo;s national labour centre. 
Delegates heard comments from Argentine trade union leader Blas Juan Alari, President of FOEIPCyQ, that a cold-war dispute between Argentina and Uruguay over a pulp mill did not take into account the sentiments of Argentine workers. The conference also heard moving presentations about workers&rsquo; rights in Uruguay from leaders of the national labour centre, PIT/CNT. 
They also heard from Ilkka H&auml;m&auml;l&auml;, President and CEO of Metsa-Botni&auml; Oy, whose pulp mill in Fray Bentos has brought controversy between Argentine and Uruguyan governments, and from Jeronimo Ruiz, Director of S&atilde;o Paulo State&rsquo;s BRACELPA employers&rsquo; grouping, who also heads collective bargaining for Brazil&rsquo;s pulp and paper employers. 
Workers&rsquo; representatives queried the industry leaders on several things, including wood supply issues; pulping, delivery, and labour costs, and questions on social responsibility records, a sharp challenge that was put forward by ICEM Pulp and Paper Charman Jouko Ahonen, President of Paperiliitto of Finland. He said the precedence of profits to investors over society&rsquo;s interests is the foremost affront to a company&rsquo;s social responsibility record.

The conference also heard from Uruguay Industry and Energy Minister Daniel Martinez and Labour and Social Security Minister Eduardo Bonomi. Martinez, a former trade union leader in Uruguay, gave an impassionate speech on the need to uphold high labour and social standards in all industrial development. Bonomi gave a vivid account of a crumbling civilian government giving way to military in the 1970s and 1980s, as well as proclaiming that Uruguay&rsquo;s cuurent plans for industrial growth will better integrate the Mercosur countries. 

President of the host union, CUOPyC&rsquo;s Walter Silva, reminded trade union guests that any financial crisis inevitably harms workers first and the hardest, and said the most recent economic collapse must be the call for deepening democratic trade unions, opening of workers&rsquo; channels to investment decisions, and an absolute end to &ldquo;any type of social dumping.&rdquo; 

Silva also called the Argentine-Uruguay dispute &ndash; now in the World Court &ndash; regrettable, stating &ldquo;our opinion wasn&rsquo;t taken into account, although we had the ability to offer experience and knowledge&rdquo; to calm the political difficulties of the Fray Bentos mill. The mill has now been operating for one year and produces 100,000 metric tonnes of pulp annually, 70% of which is bought by Metsa-Botni&aacute;&rsquo;s three paper-making owners. 

ICEM General Secretary Manfred Warda told delegates the neo-liberal model of economic structures has failed. &ldquo;It is not a time to heal a system that has failed, but rather a time to forge a sustainable future built on justice and equality.&rdquo; 

He said Uruguay was the right place to hold this conference, considering the dark days of repression in the 1970s and 1980s, with the ICEM purposely scheduling the conference on the 60th Anniversary of signing of the Universal Declaration of Human Rights. 

The three-day ICEM forum was preceded by a two-day conference, 6-7 December, on forest certification programmes sponsored by the global union federation, Building and Woodworkers&rsquo; International (BWI). That forum proved highly successful and afforded.ICEM affiliates the opportunity to learn about forest certification programmes.

ICEM Pulp/Paper Conference Held in Uruguay

A six-day occupation of a factory in the US by ICEM affiliate United Electrical, Radio, and Machine Workers Union of America (UE) in Chicago served notice that American workers will take militant action to protect their interests, specifically against the US banking industry, which ultimately was responsible for the Chicago dispute. 
 
The occupation at Republic Windows and Doors ended on 11 December when a negotiated settlement came together between UE and a consortium of capital entities. The plant takeover started on 5 December when 200 workers occupied the Chicago factory after being given only three days notice of Republic closing the plant.

American law requires 60 days pay for workers victimized by plant closures that are the size of Republic. UE Local 1110 members were denied this in the liquidation of their factory, and they were denied accrued and unused vacation time as well. The employer, Republic, pleaded it could not pay because Bank of America had cut off the company&rsquo;s line of credit, while the credit-troubled bank claimed it was the company&rsquo;s responsibility to pay workers. 
 
After six days of living and sleeping inside the plant, UE members and workers won a backpay settlement that included accrued vacation time and job benefits, and they won much more. Bank of America agreed to guarantee pay to cover the lawful plant-closing requirement, JPMorgan Chase &ndash; 40% owner of Republic Windows and Doors &ndash; agreed to contribute US$400,000, and Republic itself agreed to come up with US$114,000 to meet its payroll obligations for the week leading up to the plant takeover. 
 
Also in the negotiated settlement, workers will receive extended health insurance coverage. The victory inspired the UE to open a &ldquo;Window of Opportunity&rdquo; fund in order to find a way to keep the factory operating. 
 
The plant occupation sends a stark reminder regarding civil priorities in this period of bank bailouts, and the circumstances surrounding plant closures in the first place. It caught the attention of US President-elect Barack Obama, who said, workers were &ldquo;right&rdquo; to occupy the plant, because they &ldquo;understand that what&rsquo;s happening to them is reflective of what&rsquo;s happening across the economy.&rdquo; 
 
The UE sent a potent message on how to protect workers&rsquo; benefits during the bailout bonanza. The ICEM commends its US trade union affiliate for taking &ndash; and winning &ndash; this timely workplace action.

Chicago Plant Takeover Vivid Reminder Amidst American Banking Bailout

The ICEM today said Stora Enso must do more to meet its social responsibilities regarding layoffs at two pulp and paper mills in Finland, as well for white-collar workers in the Nordic nation that are also getting the sack. The ICEM supports this week&rsquo;s strike by workers at Stora Enso in Finland. 
 
The Global Union Federation, representing 20 million workers in several industrial sectors, predicted in November that further strikes in the Finnish pulp and paper sector would occur if Stora Enso did not present alternatives to its latest restructuring plan. (That release can be found <a href="/en/?id=19&amp;doc=2442&amp;la=EN">here</a>.)

On 25 October, the Finnish-Swedish company announced that 1,400 jobs would be cut in Finland, Sweden, and other European nations.&nbsp;Some 1,100 of those jobs were to be lost in Finland. Yesterday&rsquo;s announcement by Stora Enso that mill closures and job cuts totalling 985 is unacceptable, and the ICEM joins with Finnish trade union affiliate Paperiliitto by calling on the company to develop new technologies and new products that will retain workers. 
 
&ldquo;The strikes in Finland are a clear indication that workers themselves are not satisfied with the company&rsquo;s approach,&rdquo; said ICEM General Secretary Manfred Warda. &ldquo;As a sizeable minority shareholder in Stora Enso, the Finnish government has an obligation to do more to preserve these jobs.&rdquo; 
 
The ICEM reiterates its solidarity to the workers at the Kemij&auml;rvi and Summa Mills in Finland, as well as the Norrsundet paperworkers in Sweden, and white-collar workers in the two countries and in other administrative offices in Europe. &ldquo;They have displayed great strength through their respective trade unions, and the ICEM will ensure that this strength becomes a chain of strength for paperworkers throughout the world,&rdquo; said Warda. &ldquo;We call on Stora Enso to implement strategies that grow jobs, not destroy them.&rdquo;
