ペルーの鉄鉱山で警察隊、契約労働者を攻撃 
 
ペルー南部で警察機動隊が、8月9日ー10日に、中国国営企業のペルー子会社でストライキ中の契約労働者のグループと衝突し、労働者の妻三人を含む七人が負傷し、内一人は重傷。3ヶ所の協同組合に雇用されている600人の契約労働者は8月7日の夕方からペルー唯一の鉄鉱山でストライキを開始した。 
 
ストライキは8月16日に終了したが、マルコーナ鉱山につながる道路をストライキ労働者が封鎖したため、28人の労働者が逮捕された。 
 
ペルーのナショナルセンターの一つ、Confederaci&oacute;n General de Trabajores del Per&uacute; (CGTP)が8日間続いたストライキ問題の解決に努力したが、警察の暴力について、外資系企業の利益を保護するための警察の行為は不可解だ、と明言した。 報道によれば、警察はストライキを制圧するために、警棒と足で労働者を殴り、催涙ガス団をストライキ労働者に向けて投げた、という。目撃者の証言によれば、警察はストライキ労働者と同様に労働者の妻たちに対しても暴力を行使した。 
 
ICEM加盟組織のペルー全国鉱山金属労連に加入する900人あまりの正規社員ストライキはがストライキ労働者のピケを超えなかったため、ストライキのために操業を停止せざるを得なかった。6月、1週間のストの後、同労組は正規労働者のために賃上げとボーナス値上げを獲得した。 
 
FNTMMSPは労働者の団体交渉権の認知 をしなかった会社側の失態を含め、3つの協同組合で働く契約労働者の労働条件及び社会保険条件について批判する声明を出した。共同組合の設置は法的責任と義務を回避するための隠れ蓑であり、適正な賃金を支給せず、労働基準に違反している、とFNTMMSPは言っている。また、契約労働者に対して深夜労働手当を給付せず、彼らが休暇を取ることを許可していない。 
 
親会社、下請会社、CGTP及び政府間で行われた交渉では賃上げ要求事項すべてを獲得することはできなかったが、1日1ドルの賃上げを確保することができた。 
 
 
チリの銅鉱山労働者、警察隊と衝突 
 
総労働者の96％の鉱山労働者、2052人が参加する世界最大の銅鉱業Minera Escondida Ltdaのストライキは2週間を過ぎた。代替労働者を使って会社側が操業を継続するのを阻止しようとストライキ労働者が封鎖した事を受け、チリ政府が交渉再開を求めたため、週末に株主筆頭会社のBHPビリトンをはじめとする経営側と交渉したが、妥結には及ばなかった。 
 
先週、交渉が暗礁に上がった後、Escondida 労組の300人あまりの組合員は事業所に通じる道路を封鎖した。警察は、チリ大統領が争議斡旋の命令を出す前の8月17日及び18日に放水車などを使い、力で封鎖解除を試みた。 
 
8月7日、ストライキ開始後、不可抗力であるにもかかわらず、Edcondidaの過半数経営権を持つBHP Billitonは代替要員を導入し、銅精錬の稼働率40％（1日3600トン生産）および採掘作業の10％を保持している。 
 
大統領命令での斡旋の過程で、組合側は13％の賃上げレベルを10％まで下げた結果、BHPも8月19日、修正案を提示したため、今週の初め、争議は妥結する可能性も出てきた。 
Escondidaの経営権を持っている企業はBHP Billiton（57.5%）、リオティント、三菱商事、世界銀行のInternational Finance Corp。 Escondidaは昨年、世界の同窓生産量の８％を担った会社である。 
 
 
英国のTGWU、 イメリーズと会談し、雇用削減を断念するよう求める 
 
先週、TGWUの代表はパリのイメリーズ本社ビルで同社の経営中枢と協議し、2008年の初めにデヴォンとリームアの工場で８００の雇用機会を削減する計画について再検討するよう求めた。 
 
TGWU は、今回の雇用機会削減は当該地域に経済の悪化をもたらし、まったく正当化できないものであるとし、会社側は8月15日の交渉時に修正案を提示することについて真剣に考えるべきである、としている。 
 
「会社側はコーンウォール工場について明るい見通しを持てる状況にあり、会社が継続して操業するために全力を尽くすべきである。また、イメリーズには永年勤続している熱心な労働者が働いている。これらの労働者は大量解雇だれるべきではない。また、雇用に代わる解雇手当はない。」とTGWU部会長、ジェニー・フォームビーは語った。 
 
イメリーズは2004年に当該地域で雇用削減を実施したが、その時、残りの800人の雇用は保持すると公約した。しかし、同社は、2006年7月初めに、前のイングリッシュ・チャイナ・クレー（１９９９年イメリーズが買収）のカオリン鉱業及び加工事業内の大半の雇用機会は削減され、事業はブラジルに移転する形となるリストラ案を提示し、この公約は破った。 
 
ICEM は同地域の雇用保持と経済活動のレベルを保持するため,TGWUとAmicus（リームア工場の労働者を組織）を支援している。 
 
 
USW、ブラジル企業にカナダ鉱山会社買収に際し、労働者と周辺住民社会の原則順守を求める 
 
世界最大の鉄鉱企業であるブラジルのCompanhia Vale do Rio Doce (CVRD)はカナダの鉱山会社Inco買収の入札に200億ドルで現金買収を提示した。 
 
全米鉄鉱労連はCVRDが昨年末、ライバルのカナダ企業Falconbridge.とIncoの買収劇を演じた際と同様に労働者の原則を順守するだろう、と期待をかけている。 
 
「組合としては、どのような会社がIncoを買うにしても、組合が提示する原則を順守してほしいと考えている。そのため、CVRDと率直な対話の場を持ちたいと思う。」と全米鉄鋼労連のカナダ支部長のケン・ノイマンは述べた。 
 
ノイマンは、「最低限、組合員、その家族、退職者および周辺住民社会を絶対守ることが目的だ。それに加えて、カナダ政府がカナダ国民に対する責任としてカナダにとってベストな選択はどの会社であるか、チェックするべきである、と考える。」、と述べた。

カナダ電力労組、原発建設を支持 
 
ICEM 加盟のカナダ電力労組 (PWU)はオンタリオ州の民間企業の原発建設推進を支援している。 
 
「オンタリオ州政府はオンタリオの電源ミッスクに原発を含む政策を明言している。私たち労働組合も原発計画の開始を支持する。」と同労組のドン・マッキーノンは語った。 
 
ブルース・パワー社は現在、６基の原子炉を稼動させており、2009年稼動開始の予定で、あと２基の建設を急いでいる。同社はオンタリオ州の電力供給の20％を担っており、発電能力は6200メガワット。また、同社はカナダ環境アセスメント法下のカナダ原子力安全委員会の許可を受け、2015年以降、さらに多くの原子炉を稼動させたいとしている。 
 
PWU はオンタリオ州最大の電力労組で、同州内の原子力、水力、火力発電所、並びに電力関連規制当局並びに研究所に働く労働者を組織している。 
 
 
NUPENGと PENGASSAN、ナイジェリアの石油化学事業の民営化案を非難 
 
ICEMに加盟するナイジェリアの石油ガス２労組、NUPENG及び PENGASSANは同国のEleme Petro Chemical Ltdをタイ系持ち株会社に売る案を非難した。8月10日にラゴスで開催された共同記者会見において、両労組はポートハーコートにあるオレフィン精製所のIndorama Petrochem Co. Ltdへの売却は透明性に欠けていると批判した。 
 
NUPENG とPENGASSANは、ナイジェリアの民営化行政当局BPEはIndoramaが買収資金を集めることができなかったため、ポリエチレン及ポリプロピレン精製所の政府所有の75％経営権を同社に市場価格の30％である2億5000万ドルで売却し、政府はまだ同社の3億ドルの負債を抱えている事実を示唆する文書を提示した。 
 
両労組によれば、バンコクに本社を置くIndoramaは設立3年の会社であり、同社を所有しているのは英国のIndorama International Finance Co. Ltd. で、石油化学産業への関与は皆無の会社である。. 
 
両労組は今回の経営権売却を真っ向から非難し、組合員の将来を損ない、ナイジェリア経済と国民の利益にはならない、との言質を与えた。 
 
 
アイルランドのICEM加盟組織、スムルフィットカッパに対し労働争議行為を行使 
 
アイルランドのICEM加盟組織、SIPTUの組合員130人は経営側が提案した病欠休業無給制度の導入に反対し、8月14日、コークにあるスムルフィットカッパ紙加工工場で1日ストを行使した。問題が解決しない場合には、ストは今日及び月曜日にも継続される予定。 
 
保険料が倍になり、長期病欠時の週間賃金額が平均１２７ユーロまで下がるという労働裁判所の調停案を拒否した後、労働者らはストに入った。 
 
SIPTUの代表は、「労働者たちは永年、適正な病欠有給制度の導入を求めて闘ってきた。私たちは,スムルフィットは労働者の負担なしで病欠有給制度を負担する財力他あると考えている。工場の業績は良い。昨年度は200万ユーロの出来高であった。スムルフィットグループ全体で何十億ユーロもの出来高を記録している。」と語った。当該工場の労働者はまた、時間外労働を拒否し、作業ルールに従った働くキャンペーンを実施している。 
 
 
ピレリ、賃上げ案修正で、英国の労働争議行為を回避 
 
英国の2労組、TGWUとAmicusは先週、1日ストを会社側に通告したが、この後、会社側から賃上げ修正案を受け取った。ピレリは英国のミッドランド工場に働く1100人の労働者に対して前回回答の2.2％から、3％に賃上げ率を修正する回答を示した 
 
もう一つの工場の労働者と労働組合リーダーは8月24日にストを行使することに決定した。TGWU とAmicusの組合員は現在、会社側の回答について検討中である。ピレリのスポークスマンは、会社側としては全国レベルで展開されている労働争議を解決し、協約妥結に持って行きたい、と考えている。 
 
会社側は4月の団体交渉では賃上げ率1.1% の回答を示した。2回目の回答は2.2％であった。これを受け、組合員の75％は労働争議行使について賛成の票を投じた。TGWUはピレリの2工場に働く大半の労働者を組織している。 
 
 
IGBCE 、ドイツ政府に遺伝因子工学について見解提示を求める 
 
ドイツの加盟組織、IGBCEは 、先週、連邦政府に対して、ハイテク雇用機会創出を通じて製造業の市場競争性を助長するよう、改めて要請した。同労組は、北ライン／ウェストファリア州政府の科学技術省とともに、安全な遺伝因子工学に向けて明確な法規制を策定するよう、連邦政府に対し、共同で緊急要請した。 
 
IGBCE と同科学技術省は、ドイツは環境にやさしい遺伝因子工学の開発研究ではで世界のリーダーであるため、政府はこの世界的評価を保持するためにも明確な行動を取るべきである、と強調した。 
 
共同声明の中で、IGBCEのフベルタス・シュモルト会長と州政府化学技術省のアンドレアス・ピンクワルト教授は、連邦政府が技術革新関連する具体的な法規を策定できないために、ドイツが世界市場において不利な立場となるような事態になってはいけない、との言質を与えるとともに、連邦政府に対して、ライフサイエンスの分野での研究開発と技術の起業の可能性を開き、雇用創出及び拡大に向けて努力するべきである、と求めた。 
 
IGBCEはドイツ国内でバイテク産業の技術発展を求める労働組織として有名であり、ハイテク労働者のフレキシブルで良い労働条件の獲得という面では、主導的立場を保持している。

英国で、イメリーズ生産拠点移転反対キャンペーン拡大、 
運輸一般労組 (TGWU) は英国南西部にあるイメリーズの事業所English China Clay (ECC)に働く８００人の労働者の解雇反対運動についてICEMなどの労働組織の協力をえた。TGWU は1999年にECCを買収したこのフランス系建材企業が労働者を解雇すること対抗するため、総合的な住民キャンペーンとグローバルキャンペーンを計画した。 
 
イメリーズの労働者を組織している他の組合、AmicusとGMB は TGWUとともに地方自治体及び政府に対し同社が工場を閉鎖し、従業員を解雇した場合の経済へのインパクトについて説明した。組合側は８００人の雇用機会は保障するとした２年前の公約遵守に関しイメリーズに外圧をかけるため、住民に事情を認識してもらおうと、集会、署名運動などキャンペーンを実施することを決めた。 
また、このキャンペーンの結果、８００人の雇用を守るための何らかの措置を政府が取ることも期待されている。 ICEMはグローバルレベルでこのキャンペーンの盛り上がりを支援する予定だ。 
 
イメリーズのリストラ案は英国南部の脆弱な経済にとってはまさに爆弾宣言となった。同社の労働者は同地域の平均年間所得より４５００ポンド高い、２３０００ポンドの年間給与を得ている。イメリーズは、エネルギーコストの高騰を理由に、２００８年の初めからECCのすべての鉱山事業所及びコーンウォール、デボン、リーモアにある 加工工場の閉鎖を開始し、カオリンの生産と製紙産業用の上質コーティング生産をブラジルに移転する、と７月初めに発表した。 
 
７月１１日に開らかれた英国下院の臨時議会において、英国南部選出のマシュー・テイラーは同地方の５世帯の内１世帯が今回のリストラ案の影響を直接受け、間接的影響を考慮する場合、３世帯の内１世帯がインパクトを受ける、また、同社に働く８００人の労働者の他に、同地方の購買力低下の結果、８００人の雇用機会も喪失されることになるだろう、と発言した。 
 
イメリーズの欧州労使協議会は、１００人の組合員が働くフレンスの事業所の閉鎖と英国での大量解雇を非難し、 生産拠点をハンガリーとブラジルに移転するという今回の経営戦略はまさに利益志向の戦略である、とする声明を出した。 
 
さらに、欧州労使協議会は、優れた事業成績を上げ、財務も良好な状況にあるイメリーズに対し、フランスと英国にもたらされる社会的インパクトの責任を取るよう求めるとともに、労使対話の場を持つよう求めた。また、同委員会はハンガリーとブラジルの労働者の雇用条件、ことに労使関係及び安全衛生問題について大変憂虜する、と表明した。 
 
開示された２００６年第一四半期の財務状況によれば、イメリーズはエネルギー価格の高騰の影響を全く受けていない。売上高は２００５年の同時期と比較して 10.8%伸びており、経常利益も 13.2%増えている。 
 
NOPEFの石油サービス事業スト、今日斡旋調停 
 
１か月続いているノルウェー石油労組のストの結果、ノルウェーの石油・ガス生産量は減少し始めている。政府はスト開始前に調停を試みたが、今日、二回目の斡旋調停が入ることになった。 
 
８７人のNOPEFの組合員が参加している今回のストはノルウェーエネルギー産業内で締結されている協約レベルに全国石油サービス事業の協約を調和させること、特に労働条件条項を調和させることをを求める戦略的ストである。 
 
スト労働者はHalliburton, Baker Hughes, Schlumberger, Weatherford 及びOceaneeringの各社に雇用されている。また、Aker Kvaerner, Geoservices,及びAcergyなどの他の石油サービス事業会社にもストの影響が出ている。スタットオイル、コノコフィリップス、シェル、エクソンモービル、シェブロン及びノルスクヒドロなどは掘削作業、探油作業、保守作業に深刻な支障が出ている。 
 
スタットオイルのスノーレ及びストラットフォードのプラットフォーム並びにスニュービット及びクリスティン油田では作業が中止された。また、このストの結果、ノルスクヒドロのヘイドルン及びオセベルグのプラットフォーム及びコノコフィリップスのエコフィスクのプラットフォームでは作業ペースがスローダウンした。 
 
チャドのエクソンモービル労働者、再度スト突入 
 
チャドの石油油田労働者は先週、再度、Esso-Tchadで３日間ストを行使した。チャドのナショナルセンターに加入する石油労組は、１日２０万バレル送油するパイプでつながれている隣国のカメルーンの石油労働者と同レベルの賃金を要求している。 
 
チャドーカメルーン間のパイプラインは現在フルに稼動できる状態となっており、このパイプラインで多額の利益を享受しているエクソンモービル、マレーシアのペトロナス、及び米国のシェブロンは世銀とチャド政府の援助金問題の係争を巻き添えた形だ。石油各社は膠着状態になっている開発援助金問題を利用している。 
 
この争議の問題はチャド南部にあるドハ油田の石油労働者は賃金格差及びその他の労働条件問題の解決に向けて経営側と交渉したいと考えているのだが、Esso-Tchadの経営側が誠実な姿勢で交渉しようとしない点である。また、２００３年に石油生産が開始された際に合意した石油労働者キャリア上進計画を経営側がまったく無視し、実施していないことも争点となっている。 
 
４２０人の石油労働者は経営側が組合側の要求に応じない場合には、１０日間ストを行使するとしている。石油労働者の第一波ストは７月４日から６日まで、第二波ストは７月１８日から２０日まで実施された。 
 
世銀とチャドの係争の発端は昨年の石油歳入管理法改正で、その結果、世銀の資金融資･返済の条件が変更された。世銀は資金融資と援助金の送金をストップする形で対応した。７月１４日、世銀とチャド政府は、チャド政府は当該法を修正し、石油歳入の７０％を貧困撲滅対策に充当するなどの条件で合意に達した。 
 
チャドーカメルーン間のパイプラインの関連で、２０００年から２００３年にかけて労働組合権と人権問題が起きた。HIV/AIDSの問題はその１例としてあげることができる。チャドの有病率は５,５％であるが、このパイプライン地域の住民の場合、有病率が１９．８％となっているのが現状だ。 
 
チリのEscondida 銅鉱山労働者、スト突入準備 
 
７月２２日、Escondida労組と世界最大の銅鉱業会社間の交渉が再開した。労使交渉は６月２１日に団体交渉以降、賃金問題で暗礁にあがっていた。 
 
現行協約は発効が８月２日で切れる。Escondida従業員２０５２人、つまり９６％の従業員を組織する組合は経営側が示した賃金最終案について７月２８日に投票を行う、と７月２１日に発表した。.組合はすでにスト権を確立している。 
 
７月初め、経営側はチリの物価上昇率に合わせ１．５％の賃上げ案を示したが、労働者たちは作業規則に厳格に従った作業を実施することで対抗した。その結果、生産量は１０％落ちた。組合側は１３％の賃上げと銅価格高騰を背景にした単発ボーナスの支給を要求している。 
 
銅価格の高騰とEscondidaが所有する２ヶ所の銅鉱山事業所での生産量が昨年１５％伸びた事実、並びにEscondia近郊地域はチリの他の地域より物価が１０％高い事実を指摘し、組合側は今回の賃上げを要求している。.. 
 
Minera Escondida Ltd　は昨年１億２７００トンの銅と陰極銅を生産した。これは世界銅生産量の８％に当たる。また、同社は１８万２４７２オンスの金も生産した。同社の株式はBHP Billitonが57.5%、リオティントが30%、三菱商事が筆頭会社となっている日本の合弁会社が10%、世銀のInternational Finance Corp.が 2.5%所有している。 
 
パキスタン労組、労働法改定に反駁 
 
パキスタンの主要ナショナルセンター５組織は、労働法改定で労働基準が１７世紀レベルに劣化するとし、全国各地で大規模な抗議運動を展開している。５組織はデモ行進、抗議文や文書の配布、７月２０日に予定されている１日ハンストへの参加を呼びかけた。 
 
１ヶ月前、下院は、上院の承認を受けず、パキスタンの労働法案を通過させた。この結果、一日の労働時間が増え、時間外手当が減り、時間外手当を支給されない契約労働者という新しいカテゴリー労働者が創出されることになった。 
 
時間外手当支給なしの契約労働の合法化により、短期契約労働者として多くの労働者が今後労働市場に参加する道が開かれた。労働法案の１つの条項が修正された結果、１日の労働時間は８時間から１２時間に増えた。 
 
他の改正事項はこれまで義務化されていた休日休業の廃止である。この結果、働く女性の労働時間数が増え、家族と過ごす時間が減ることになった。また、今回の法改正の影響で、工場法も修正された。その結果、これまでは、女性は日の出前また日没後に就労することが禁止されていたが、法改正の結果、２２時まで２日勤シフトに就業することができるようになった。 
 
パキスタンの労働諸組織は今回の法改定は非人道的であり、国際労働基準とILO条約の侵害であるとともに、パキスタン憲法の精神に合致しないものである、と主張している。パキスタン国内のオピニオンリーダーらも今回の改正のプロセスは憲法に違反しているため、非合法であり、労働者搾取、特に底辺層の労働者への搾取が頻繁に行われることになろう、としている。. 
 
南北アメリカの鉱業安全調査が進捗 
 
今年１月２日に米国のウエストバージニア州のサゴ炭鉱で起きた爆発事故と２月１９日にメキシコのコアフイラ州のGrupo Mexico パスタデコンチョNo.8炭鉱で起きた爆発事故の調査が進んでいる。政府の安全検査が徹底していなかったこと、企業側に安全文化が欠如していた事実が事故の原因として明確になった。 
 
先週メキシコ政府のナショナル人権員会が発行した報告書は、２００４年労働省はGrupo Mexicoのミネラメキシカーナ炭鉱で４８の重大問題点を確認したが、爆発事故の１２日前まで会社側は何の対策措置も取っていなかった、と指摘している。２月に起きた爆発では６５人の炭鉱労働者が死亡した。その大半は訓練を受けず、適正な酸素マスクの支給も受けていない契約労働者であった。また、メキシコの鉱山金属労組の２５人あまりの労働者も死亡した。 
 
ナショナル人権員会のスポークスマンは、惨事が起きた炭鉱の労働条件及び会社側が安全基準を守っていない事実について十分承知している、と述べた。政府は発火及び地下坑内シグナルシステム並びにガスとオイルの漏出、煙探知機の欠陥についても承知している。 
 
米国では、１２人の炭鉱労働者が死亡したサゴ炭鉱に州政府と連邦政府の事故調査団が立ち入り検査し、会社側が安全訓練を受けていない労働者に訓練を受けたことにし、受講証明書にサインをさせ、文書を捏造していた事実を確認した。サゴ炭鉱はWolf Run Mining Co.の所有だが、米国に本社を置く投資会社International Coal Group (IGC)が破産した東部炭鉱会社を買い上げて設置した会社だ。 
 
ペンシルバニアの新聞会社、Pittsburgh Post-Gazetteの調査でも、サゴ炭鉱の安全避難室はメタンガスの爆発に耐久性を持たない素材で建設されていることがわかっている。 
 
サゴ炭鉱労働者やその家族が全米鉱山労組に対し米国鉱業安全衛生法の下で実施される法的に拘束される事故調査チームに入るよう要請していたにも関わらす、ICG社は警備員を使ってUMWAの事故調査担当者らの入坑を阻んでいた。地方裁判所の裁定が出た後すぐ、ICG社は控訴したが、バージニア州リッチモンド地方裁判所は控訴を却下した。 
 
７月半ばに中国の炭鉱で事故多発 
 
中国の各地の炭鉱で、７月半ば、多くの死亡事故が起きた。１週間あまりの期間に、６ヶ所の炭鉱で１００あまりの労働者が命を失った。 
 
最も多くの死亡者を出したのは中国陝西省リンシー郡にあるリンジアジュアン炭鉱で７月１５日に起きた石炭塵の爆発事故であった。この事故で５７人の炭鉱労働者が死亡し、避難できたのは６人の炭鉱労働者だけであった。また、同じ７月１５日に中国中部の湖南省のシェンジアワン炭鉱で発生した鉄砲水で１４人の労働者が亡くなった。地下の坑内にいたのは１人の労働者だけであったが、救援に入った労働者らも鉄砲水に遭い、命を落とした。 
 
さらに、７月１５日、貴州省安順近郊にあるピアンポユアン村営炭鉱で発生した洪水で１８人の炭鉱労働者が亡くなった。７月１６日、四川省ジュンリアン郡にあるリラン炭鉱で起きた事故で８人が死亡した。この事故では３４人の労働者は避難することができた。 
 
陝西省ルリアン市のドンチュアン安炭鉱で７月１０日に起きた坑内洪水事故の場合、１０人の炭鉱労働者は逃げることができたが、８人が命を奪われた。救援隊は２０００㎥の水をポンプでくみ上げなければならなかった。７月８日、陝西省リウリン郡近郊の炭鉱で６人の炭鉱労働者が死亡した。これらの労働者は洪水で逃げ遅れたと推測される。

The Global Labour University, supported by the ILO and by Germany&rsquo;s Hans Boeckler Foundation and the Friedrich Ebert Foundation, is offering a unique pair of Master Programme labour courses, specifically targeted for young trade unionists. The courses take place at the University of Witwatersrand in South Africa, in January 2007, and at Germany&rsquo;s University of Kassel and the Berlin School of Economics in September 2007. 
 
&ldquo;Labour Policies and Globalisation&rdquo; (Germany) and &ldquo;Labour and Development, Economic Policy, Globalisation and Labour&rdquo; (South Africa) on sustainable development, social justice, international labour standards, and trade unions, economic policies, and global institutions provide the curriculum. Candidates are expected to assist labour and social movement organisations to engage more effectively in social dialogue, public debate, and policy implementation. Women are strongly encouraged to apply, and the sponsors, as a rule, prefer applicants under age 40. 
 
A limited number of scholarships are available. An endorsement by a trade union is a requirement for a scholarship. The scholarship is conditional on a contribution of &euro;1,500 from the supporting trade union, or another donor. Please consult the website above for further information.

Career-Minded Young Trade Unionists Alerted to Global Labour Courses

The ICEM has put its weight behind an effort by its Ivory Coast affiliate, SYNASEG, to get local company CIE, the country&rsquo;s electricity operator and subsidiary of the Bouygues Group, to stop its union-busting campaign, and to enter into a meaningful dialogue with the union. 
 
The problems between the union and CIE started in August 2005, after SYNASEG decided to support a national electric sector reform that was proposed by the government then. The government failed to carry out its own plan, and, instead, renewed CIE &ndash; and Bouygues&rsquo; &ndash; contract for a further 15 years.

Shortly after that, CIE started its systematic and vindictive campaign to silence SYNASEG. As part of that, the company refused to engage in social dialogue, devised several delaying tactics, obstructed trade union freedoms, and abused the system of dues check-off by withholding fees and used the funds to favour third parties. The company also set up a Mutual Investment Fund, to which employees contribute but do not receive the benefits. 
 
ICEM sent a message to all its affiliated trade unions last week, seeking messages of support be sent to SYNASEG on the occasion of their strike, which was originally targeted for 23-25 October. The strike was first postponed by one week because of state-requested mediation efforts. Talks on Friday, 27 October, in the presence of Ivory Coast President Laurent Gbagbo produced an agreement to resume negotiations until the issues are favourably resolved.

ICEM affiliate in Ivory Coast Gets Presidential Commitment to Resolve Work Issues

On 19 September, exactly one week before the trade union Day of Action for human and social rights in Colombia, a miner and community leader in the northern Colombian province of Bol&iacute;var was assassinated by members of the Neuva Granada Battalion of the Fifth Brigade of Colombia&rsquo;s army. Alejandro Uribe, a father of two who was president of a local town council in the southern Bol&iacute;var province, had spoken out against the army&rsquo;s aggressive intimidation and abuse of citizens. 
 
Local people, many miners included, fear they will be forced off the land by a new gold mining venture, and have become more and more vocal in recent months.
The mining venture, announced in June to explore and drill for mineral opportunities in Bol&iacute;var and Antioquia provinces, was created when South African-based AngloGold Ashanti and Canadian-based Bema Gold Corp. formed an enterprise called Newco. AngloGold is providing at least eight exploration properties in a 120,000 square kilometre area for initial test drilling for Newco, which is expected to be a publicly-traded company within two years.

The assassination of Uribe was the culmination of months of attacks, threats, blockades, and other killings by the army on some 1,300 miners and their families, said the Catholic Diocese of Magangue. 
According to Swedish-based New Colombia News Agency (ANNCOL), which tracks Colombian human rights abuses, residents of some 16 rural communities marched in a candle-light vigil in the town of Santa Rosa del Sur on 24 September, demanding that the government investigate the murder of Uribe and others, as well as demanding a response from civilian authorities over the military&rsquo;s abuses. They were joined by Christian Peacemaker Teams and international human rights activists. 
 
ANNCOL reported that a meeting with national government authorities had been scheduled for 26 September in Santa Rosa. &ldquo;The main condition the communities placed on the meeting was that it should take place with civil authorities and without the presence of military,&rdquo; stated the ANNCOL report. 
 
But both Colombian officials and military officers insisted that the military be present. &ldquo;In response, the people once again marched through the streets demanding justice. They then occupied the central plaza, and the government officials left without a dialogue,&rdquo; wrote ANNCOL.

Colombian Army Murders Outspoken Mining Region Leader

An International Day of Mobilisation was held on 26 September to bring attention to a commitment not yet fulfilled in Colombia. That commitment, signed 1 June 2006 by Colombian trade union federations, the government of President Alvaro Uribe, and multinational companies operating in Colombia at the ILO in Geneva, promised freedom of association, full human rights, and meaningful social dialogue in union-management relationships in Colombia. 
 
The agreement also pledged to establish an ILO permanent representative in the South American country. Such an office is not only to be charged with ensuring that the ILO&rsquo;s concept of decent work is carried out, but would also protect the basic rights of workers and their trade union representatives. According to the Colombian Commission of Jurists, over a two-year period, from 2003 to the end of 2005, 271 labour activists were killed in Colombia.

The Day of Action on September 26 was called for by three national trade union federations in Colombia, CUT, CGT, and CTC, as well as by the ICFTU because commitments from the June signing in Geneva have not materialized. 
 
Some one million members of Colombian trade unions and other groups marched peacefully through the streets of Bogot&aacute;, Cali, Medellin, and Cucuta on that day. Leaders and members of ICEM-affiliated unions Sintraelecol, Sintracarbon, Sintravidricol, Sintraquim, Sintracarcol, Fenaltec, and the Chemical, Pharmaceutical &amp; Petrochemical Union of Colombia marched shoulder to shoulder with Colombian Members of Parliament seeking to implement the Geneva initiative, as well for an end to Uribe&rsquo;s privatisation policies. 
Demonstrators also expressed opposition to current negotiations between the Uribe government and the US over a free trade agreement. 
 
On 19 September in Brussels, global trade union leaders, including ICEM General Secretary Fred Higgs, met with Colombian Vice President Francisco Santos Calder&oacute;n seeking speedy advances on the Geneva resolve. 
 
The ICEM is two years into its own programme regarding meaningful social dialogue in Colombia between affiliated trade unions and some seven multinational companies. &ldquo;We see the process of social dialogue as a major step to achieving peace and justice in this war-torn country,&rdquo; said the ICEM&rsquo;s Higgs.

Colombia ‘Day of Action’ on 26 September Seeks Fulfilment of Social Promises

Following coordinated discussions today between the 20-million-member ICEM, and affiliated trade unions Transport &amp; General Workers Union (TGWU) of the UK and F&eacute;d&eacute;ration Force Ouvri&egrave;re (FO) Mat&eacute;riaux, C&eacute;ramique, and Thermique of France, global strategies have been developed related to the economic devastation planned by Imerys to the Cornwall region of the UK. 
 
Meeting in Brussels, home to the ICEM, representatives of the three labour organisations vowed to organise all unions globally which represent workers of the French-based building products company. They will bring attention to the company&rsquo;s adverse labour relations, as well as to their practice of forced redundancies in the face of massive profits.

Imerys is targeting some 610 jobs to be made redundant late next year in Cornwall, Devon, Lee Moor and St Austell in the South West of England, cuts that will effectively end generations of family-sustaining industrial jobs in the region. TGWU delegates at the meeting noted that Imerys not only failed to offer economic alternatives to the lost jobs, but also offers little in the way of redundancy packages. 
 
French trade union leaders, at recent European Works Council (EWC) meetings, voiced deep opposition to the UK job cuts, as well as to company redundancies made earlier this year at plants in Lamotte-Beuvron, France, and at Lixhe, near Vis&egrave; in Belgium. Today, they expressed their commitment for the global strategies against Imerys. 
 
FO&rsquo;s Dominique Guelfucci, Federal Secretary for the Materials and Ceramics section, and FO&rsquo;s Serge Gonzales, secretary of Imerys&rsquo; EWC, are ready to make a visit to the Cornwall area to address union members there. 
 
&ldquo;We will assist the Imerys workers of the UK to assure that what they are fighting for becomes a reality,&rdquo; stated Guelfucci. Added Gonzales, &ldquo;We are prepared to illuminate the anti-social attitudes of Imerys. We see clearly that the company&rsquo;s agenda is not with workers and that solidarity is urgently needed.&rdquo; 
 
One immediate strategy resolved at today&rsquo;s meeting is to form a global network of trade unions representing Imerys&rsquo; workers worldwide. 
 
Said ICEM General Secretary Fred Higgs, &ldquo;We sincerely hope that Imerys absorbs the ever-increasing expressions of solidarity that will now take hold and moves to negotiate an equitable resolution for the workers and the communities in which they live.&rdquo; 
 
Higgs said it is also paramount that Imerys stops its increasing use of contract workers in the Cornwall region in order that permanent jobs are retained. 
 
Higgs added that the mining operations of Imerys and its predecessor, English China Clay, have literally left deep scars on the landscape. &ldquo;If they hope to capitalise on the sale of land for other, non-industrial purposes, it is perfectly logical that Imerys makes commitments to the workers, who otherwise might be made redundant for jobs, on land reclamation projects.&rdquo; 
 
&ldquo;We welcome the initiatives from the meeting today,&rdquo; stated Jennie Formby, TGWU National Secretary. &ldquo;Imerys has failed to negotiate meaningfully with the unions on redundancies. It also has been extremely callous in its regard for the livelihoods of workers, as well as to the communities of the South West as a whole.&rdquo; 
 
Delegates at the meeting also noted Imerys&rsquo; anti-worker attitudes at a USA plant in the state of Alabama as a reason why a global network of unionised workers is necessary. 
 
The ICEM is a Global Union Federation, representing 379 trade unions in 123 countries.

ICEM, UK, French Unions Draw Up Strategies Against Imerys

Time to Deliver &ndash; XVI International AIDS Conference 
 
The 16th International AIDS Conference was held in Toronto from 14 to 18 August. Over 20,000 scientists, politicians and activists participated in the event. The labour movement was well represented, highlighting the impact of HIV and AIDS on the workplace and outlining the role of workers in fighting the pandemic. 
 
Prior to the Conference, the Canadian Labour Congress (CLC) organised a two-day labour forum with the support of the ILO. The forum convened union representatives from all over the world who expressed their support for intensifying the involvement of trade unionists and unions and to build strong coalitions with civil society organisations. On the occasion of the labour forum the CLC released a new report &ldquo;Labour Fights AIDS&rdquo; which demonstrates that unions are at the fore in the global fight against AIDS 
 
Apart from its involvement in satellite meetings, skills-building workshops and other activities, the ILO also set up a workplace action centre for advice and information exchange. The main purpose of the centre was to offer practical help in developing policies and setting up programmes related to the workplace. 
 
The ICEM abstract written for the Conference was accepted for a poster exhibition. The ICEM was also invited to speak on &ldquo;The importance of social dialogue and workers&rsquo; participation in public/private partnerships&rdquo; at a Satellite Meeting Session with the theme &ldquo;From the workplace to the community &ndash; Co-investment to access prevention, treatment and care in public/private partnerships&rdquo;. 
 
Several broader trends emerged from the Conference. Although still inadequate, treatment is becoming more available. However, those on antiretrovirals (ARVs) remain infected and require treatment indefinitely. This requires a re-emphasis on prevention. Despite many years of research at huge cost, a vaccine has not yet been found. 
 
Also noted is that prevention techniques away from consent-requiring condom use focus on female protection to empower women to take control.

2nd Global Fund Partnership Forum 
 
More than 400 participants from 118 countries attended a lively Global Fund Partnership Forum in Durban, South Africa, 1 - 3 July. The Global Fund to Fight AIDS, Tuberculosis and Malaria is the major source of assistance in the worldwide fight against these diseases. 
 
The Global Fund Partnership Forum meets every two years and brings together a broad group of stakeholders. While its purpose is to inform stakeholders about progress and challenges, its major aim is to provide those who do not have a direct voice on the Global Fund Board the opportunity to give their opinions. The Forum was preceded by ten skills-building workshops. 
 
While a wide range of organisations attended, unfortunately labour presence was low with only the ICEM sending a representative. Representation of the business sector was also proportionately low. 
 
A wide range of issues were discussed. The hottest debates were centred on the operations of the Country Coordinating Mechanisms (CCMs). Issues raised included the following: 
<ul>
 <li>Need for the independence of the CCM from any specific stakeholder, including government, and possible creation of an independent secretariat for the CCM. </li>
 <li>Constitutions and by-laws developed by stakeholders should guide the operations of the CCM. These should include mechanisms to improve feedback and support constituency consultations. </li>
 <li>The Chairperson of the CCM and principle recipient of funding from the Global Fund should preferably not be from the same constituency. There should be a conflict of interest policy in place to deal with this situation. </li>
 <li>The chair of the CCM should be rotated among the stakeholders. </li>
 <li>Concerns were also raised about the utilisation of Technical Assistance from other countries and regions which could undermine the ownership and leadership of the national stakeholders. </li>
 <li>The Global Fund should explore the potential for the consolidation and harmonisation of CCMs and National AIDS Commissions in each individual country. </li>
 <li>Problems with Local Fund Agents (LFA) were also identified. </li>
 <li>The current LFA model does not accommodate different situations that countries have. </li>
 <li>The LFAs were often seen as spies rather than partners to assist projects. </li>
 <li>Quality of work of LFAs has not been good across the board and sometime their skills were inadequate for the roles they had to play. </li>
</ul>
Overall assessments of the operations were that often proposals were very ambitious, but work plans were weak; recipients lacked capacity to implement the programmes. There are very different levels of human and technical resources available in countries. CCMs were often weak and delays in procurement and suppliers weakened the projects. Overall, the status of the national health system was an integral factor in the success of the projects. 
 
The operations and dimensions of Global Fund grants are potentially huge in national AIDS initiatives. Currently, the voice of the Labour Movement is not being heard in the CCMs, which determine the application for funds and the way in which the funds are used. Global Fund Donors Meet 
 
After the Forum, representatives of more than twenty donor countries met in Durban for a mid-term review of the first replenishment period 2006-7. Governments are the major source of funding and constant replenishment is required to finance the grants approved in the different funding rounds. The Fund has, so far, received sufficient pledges to cover the costs of Phase 2 renewals for Rounds 1 to 5, but is short of funding for the cost of Round 6 for which proposals were submitted by 3 August, and for Round 7, which is anticipated to be launched next year.

Top Pharma Companies Fail to Address Industry Best Practices on HIV/AIDS 
 
In the spotlight of the 16th International AIDS Conference in Toronto, the Interfaith Centre for Corporate Responsibility (ICCR) released a comprehensive study evaluating the pharmaceutical industry&rsquo;s efforts in the fight against HIV/AIDS and the neglected diseases that often accompany the virus. 
The ICCR report &ldquo;Benchmarking AIDS: Evaluating pharmaceutical company responses to the public health crisis in emerging markets&rdquo; highlights the large disparities between industry best practice and the actions of 15 leading pharmaceutical companies. Two major problems were identified: a failure to develop new medicines that also address neglected diseases and a lack of access for poor patients to the existing medicines.

G8 HIV/AIDS Renewing its Commitment to Tackle HIV/AIDS 
 
Trade unions welcomed the renewed commitment made by the G8 meeting in St. Petersburg to tackle HIV/AIDS and to create a regular monitoring of its work. This reflects a call made during a year-long campaign by trade unions for Summit leaders to create a reporting framework to ensure progress on fighting the pandemic. 
Fulfilling existing promises is more important than making new ones because the G8 has, so far, failed to review any progress on its own promise, made in 2005 at Gleneagles, for universal access to treatment by 2010. 
 
According to a report published by the World AIDS Campaign (WAC &ndash; <a href="http://www.worldaidscampaign.org">www.worldaidscampaign.org</a>) ahead of the Summit, only a fraction of the G8&rsquo;s commitments on health have been taken up over the past five years by the leading economies of the world. According to WAC, accountability on past promises must top the agenda.

Ghana: Business Joins the Fight Against HIV/AIDS 
 
The Ghana Business Coalition against HIV/AIDS was launched in Accra on 25 July. The private sector in Ghana has been slow in responding to HIV/AIDS. 
 
At the launch in Accra, the country&rsquo;s Vice President, Alhaji Aliu Mahama, stated that the price of doing nothing at workplaces can be significantly higher than the cost of addressing the epidemic and managing it through workplace programmes, education, advocacy and peer counselling. The Business Coalition will serve as a coordinating body for the private sector response to the epidemic.

News from GUFs: HIV/AIDS Workshops during the ITF Congress 
 
The International Transport Workers&rsquo; Federation (ITF) has intensified its commitment to fight the pandemic, especially among transport workers who, due to their working conditions and mobility, are particularly vulnerable to HIV infection. 
 
The ITF&rsquo;s new HIV/AIDS Coordinator, Dr Asif Altaf, runs the international&rsquo;s global programme. During the 41st ITF Congress in Durban, two workshops on HIV/AIDS and transport workers were organised. The high attendance and active participation was a good reflection of the commitment and dedication of ITF affiliates to protect transport workers and their families. Without the active involvement of transport workers, and their unions, it is impossible to develop an effective response to the pandemic. 
At the Congress, the documentary &ldquo;Highway of Hope&rdquo; was launched. It highlights the seriousness of the HIV/AIDS crisis affecting transport workers on the Northern Corridor &ndash; the strategic highway connecting Uganda, Kenya, Tanzania and South Africa.

Kenya HIV/AIDS Patients to Get New ARV Drug 
 
Kenya is to receive the first shipment of a new HIV/AIDS drug that could help patients whose treatment with first-line ARVs has failed. Abbott Laboratories manufactures the drug, Kaletra, which is available in the US for USD 9,000 per patient per year. The cost in Kenya will be USD 500, following price concessions by Abbott. 
Unlike other ARVs, Kaletra does not require refrigeration, which means it can easily be transported to remote areas. The international humanitarian organisation Medicins sans Fronti&egrave;res is importing the initial shipment.

ICEM HIV/AIDS e-bulletin - No. 11/12

ICEM affiliate Federatia Sindicatelor Libere si Independente din Industria Petroliera (FSLI Petrom) informed the ICEM that the situation on the Orizont Oil rig in Iran has gone back to normal. As reported earlier, a dangerous situation had arisen on 22 August 2006, when Iranian gunboats fired at an oil rig and held 26 workers hostage, of which 19 were Romanian nationals, all affiliated to FSLI Petrom. 
 
The attack was connected to a commercial dispute between GPS, the Romanian company that owns the oil rig, and a contracting firm from the United Arab Emirates, which, in turn, had subcontracted work to a subsidiary of the National Iranian Oil Company. According to FSLI Petrom, the crew shifts are now running normal again and workers on the rig are again free to communicate and move about. The 19 Romanian workers that were briefly held hostage have all been able to return home safely. Their replacements were issued with Iranian visas without any problem. 
 
In their message to the ICEM, FSLI Petrom expresses its thanks for the solidarity by ICEM affiliates. The ICEM issued a circular to all its affiliates at the end of August, calling for solidarity messages. According to the union, the messages of support &ldquo;encouraged and supported the prompt reactions of both the trade union and of the Romanian authorities in order to make this situation to go to normal.&rdquo;

Following a fire in the first and second generation stations of the El-Missaub electrical heat generation station, the Federation of Works Councils Unions of Iraq (FWCUI) calls for improved safety equipment at the facility. Two workers needed to be taken to a hospital as they suffered from suffocation after trying to extinguish the fire. 
 
The union is asking the administration of the station for increased safety measures, such as supplying the different units with personal fire protection devices, organising training on safety issues and repairing broken down safety equipment. The union also points towards the non-existence of insurance for workers in case they become the victim of an industrial accident.
