Gold miners at Ghana Goldfields Ltd&rsquo;s Tarkwa mine briefly struck early last week over a dispute on a newly implemented profit-sharing plan. The 1,500 miners of ICEM affiliate Ghana Mineworkers Union (GMWU) struck 29 August but were back on jobs 30 August after negotiations between national leaders of GMWU and regional political leaders. The Tarkwa operation is Ghana&rsquo;s single largest gold producer that now has output of nearly 600,000 ounces annually, up from 530,000 in 2003. In 2004, Goldfields stopped utilizing contract miners at Tarkwa. The Johannesburg based mining house created a permanent workforce and introduced profit sharing that was aimed at supplementing full-time workers&rsquo; salaries.

Striking Canadian Communications, Energy and Paperworkers (CEP) Union members at Invista, a global DuPont spinoff now owned by privately-held Koch Industries of the US, got a meaningful sign of Solidarity 27 August. Brother and sister CEPers employed at two other Invista chemical plants came to picket lines of striking Local 28 in Maitland, Ontario, with 380 black shorts bearing the union logos of all three branches. 
The 380 strikers have been out since 4 June over Invista&rsquo;s unwanted benefit cuts and company insistence to eliminate job security language in the contract to make room for contractors. A mediation session in mid-August did produce some progress, and the two sides are back before a provincial mediator on 12 August. CEP members at local branches in Ajax and Millhaven, Ontario, move closer themselves to initial bargaining with Invista in the coming months.

Invista Unions Rally Behind CEP at Canadian Chemical Plant Strike

North American affiliate USW responded rapidly last week to the disaster along the US Gulf of Mexico coast brought on by hurricane Katrina. By mid-week&mdash;before US government relief could get into the death-stricken region with emergency supplies&mdash;the union had designated and begun disbursing US$100,000 through it&rsquo;s Steelworkers Charitable and Education Organization, reported ICEM NA Chairman Don Langham, a vice president of USW. Some $50,000 of that came from the USW&rsquo;s Humanity Fund of Canada. US Steelworkers Respond to Gulf Coast Hurricane

Negotiations between ICEM affiliate NOPEF and the Norwegian Oil Industry Association in the oil services industry broke off and will now enter mediation. The industry has refused to match increases equal to the collective salary regulation for workers on fixed installations. In 2002, oil servicing workers won a five-day strike on the same issue. The matter of wage scale disparities in the oil sector also has an upcoming court trial scheduled in Norway under the country&rsquo;s Labour Code. NOPEF, meanwhile, is doing its part to rid the global oil industry of corruption. The union formally lodged a complaint with Norwegian economic crime police over bidding procedures conducted by Norway-based Sintef Petroleum Research A/S in Iran.

NOPEF, Oil Industry Enter Dispute Process for Service Workers

It took a manifestation and bloody confrontation with authorities for Polish miners to win a pension scheme. After commitments from Poland's lower chamber of Parliament to pass the measure into law, the chairman of that legislative body refused to put the past-service pension bill up to a vote. But 13 trade union centers of NSZZ Solidarnosc's National Section of Mining took to the streets in front of Parliament in Warsaw where 71 were arrested and a handful of both manifestants and police were injured. The late June protest, however, changed the mind of the chairman and the bill then cleared both the lower house and upper house of Parliament. It was signed into law by Poland's President just recently.

Polish Miners Manifestation Wins Pension Scheme

In Jordan, ICEM affiliate, the General Trade Union of Workers in Mining and Metal Industries, decided to postpone a strike mid- August until 27 August. The decision was taken to give the managers of the Jordan Phosphate Mines Company (JPMC) at the Shidiyeh mines some more time to meet with the workers' demands. The dispute, in which the union president, Khalid Fanatsah, is taking a leading role, is on housing units to be built for the workers by the company. Support for the workers reportedly came from the king of Jordan himself, His Majesty King Abdullah, who announced that the units should be distributed to the workers.

ロックアウトされた全米ボイラー労組の化学労働者 
米国の投資会社はICEMに加盟する全米ボイラー労組（IBB)の化学労働者をロックアウトしているが、このロックアウトは製造業の企業の経営権が移行される際に冷酷な資本が米国の労働組合の破壊を試みる施策となっている。イリノイ州ミレドシアにある化学企業セラネーズの経営権を手中に収めた持ち株会社、ブラックストーングループは 
乳剤、接着剤及びポリマーを製造する工場を買収した4ヶ月後の6月6日に労働者をロックアウトした。当該工場に働く148人の労働者たちが会社側の医療保険制度の大幅譲渡案と41名の雇用機会の契約労働者への移行を拒否し、3年間継続する賃金凍結に不満の意を提示したためだ。6月末に労働者たちは再び賃金カット案を否決したが、これに対して、セラネーズ側は20-４０％の賃金カットを提案した。ICEMはすべての加盟組織に対しIBB第484支部労組への連帯支援要請の回状を出した。 
 
カナダCEP労組、UPMキメネと暫定協約を締結 
CEP労組が組織するニューブルンスウィック州ミラミチにあるＵＰＭキメネ工場経営中枢は、8月1日同労組689支部労組と暫定労働協約を妥結した。12日間の交渉の結果妥結した今回の協約はミラミチ工場を完全に閉鎖する案に反対して8ヶ月間続いている労働紛争の解決の糸口となることが期待されている。新協約を求めてストライキをしている700名の従業員の中には2004年12月に完全に閉鎖されたクラフトパルプ工場の従業員も入っている。解雇手当、年金などの問題は協約交渉事項の一部となっていた。これまでに689支部労組の組合員の大半が協約賛同票を付した。 
 
18年来の南ア金鉱業のスト、８月10日に終焉 
ICEM加盟の南ア全国鉱山労組（NUM)と他の小規模な労働組合は経営側が示した賃上げ案を受け入れ、ここ１８年来初めての金鉱業全体に波及したストライキが終った。11万人もの多数の労働者が自宅待機し、ストライキに参加したため、ピケを張る必要もなかった。また、ストはゴールドフィールド、ハーモニー、アングロゴールド・アシャンティなどの当該産業の大企業の操業が停止した。金鉱業企業を代表する南アフリカ鉱業協会と関係労働組合間の交渉で６％－７％の賃上げが妥結した。 
 
南アのNUMとNUMSA、電力会社の合併で声明を発表 
ICEM加盟の南ア全国鉱山労組（NUM)及び南ア全国金属労組を含む労働団体はESKOMの７送配電事業部と自治体が経営する１８７の送電事業会社の合併の結果、雇用機会が大幅に失われることを懸念する声明を出した。電力事業再編に関する文書によれば、1年間に1000人の雇用機会が失われることになる。この報告文書の内容は電力事業再編のために設置された国営のEDI(電力送配電持ち株会社)が出した事業再編過程での雇用喪失はないという内容の声明と矛盾する。 
 
ナイジェリアの石油労組、国内石油価格の上昇に反対 
ICEM加盟のナイジェリアの石油労組は国内の石油価格上昇に反対している。国営のナイジェリア石油公社（NNPC)と石油製品規制局 (PPPRA)はPENGSSANとNUPRNGなどの労働組合を含む公営企業の関係当事者の反対を押し切って、石油価格値上げを実施することを今月の初めに発表した。高い燃料料金によるナイジェリア社会全般への影響を緩和する措置が施行されるまで、組合として強力な反対運動を展開するとPENGASSANは言っている。NUPENGは民間産業及び公共産業に働くすべての労働者のための社会福祉制度の改善措置が取られるまで、石油価格上昇に反対するよう、ナイジェリアのすべての労働者に呼びかけた。NNPC及びPPPRAは 精製された石油の輸入価格の上昇のため、石油価格の上昇が必要となっていると断言している。しかし、労働組合はグローバルレベルでの高い石油価格に対するナイジェリアの唯一の解決策は自国の石油精製能力の増設であると強く主張している。 
 
エクワドールとナイジェリアでデモ隊が石油輸出を阻止 
エクワドールの二つのアマゾン流域の州で外資系企業の投資について抗議デモがあった先週、１日１０万バレルの石油輸出が数日間ストップした。抗議デモは同国の石油から得る利益をもっと雇用創出やインフラストラクチャーに注入するべきだ、と主張した。エクワドールの石油歳入はGDPの２５％を占めている。国営会社のペトロエクワドールは この週末に生産は「軍の支援を受け」再開したと述べた。他方、シェルはオゴニコミュニティの怒る原住民の抗議行動の結果、ナイジェリアでは南部の石油埋蔵量が多いニジェールデルタのリバース州にあるアグバーダ１フローステーションをシャットダウンしなければならなかった。抗議行動は主に５００ヘクタールを汚染した２００３年の石油流出の補償についてであった。 
 
連続する中国の鉱業惨事 
もう一つの悲しいニュースは中国でまた起きた鉱山惨事である。今回の惨事は８月７日に広東省の非合法炭坑で発生し、１２０人の労働者が多分坑内洪水で溺れて死んだ事故である。広東省深ニンの自治体役員がここの炭坑の経営権を一部所有している。報道によれば、まったく安全衛生問題を無視し、諸管理が行き届いてなかったようだ。中国政府の労働安全衛生監督局長のリ・イージョン氏によれば、「炭坑所有者の利益追求と安全規則を大幅に違反して結果がこの悲劇に繋がった。」彼はまた、この炭坑は操業許可なしで生産するとともに、７月１４日の坑内洪水発生のあと政府が生産停止を命令したが、この命令をまったく無視した。広東省当局と中国中央政府はこの惨事の事情調査を開始し、６９人の管理職を事情徴収に召還した。二名の市長はすでに停職処分を受けた。 
 
毛沢東派の嫌がらせでユニレバー、８月１７日、ネパールの工場を閉鎖 
閉鎖されたのはマクワンプール地区のマサマディにある工場。工場操業停止の決定はネパールの毛沢東派ゲリラが「工場を武力で閉鎖する」と脅迫したからである。この１ヶ月前にはもう一つの多国籍基調であるコルゲートが同じ地区にある歯磨き工場の閉鎖を強いられた。ユニレバーネパールは同国でも有数の輸出企業であるが、これまでにもゲリラのターゲットとなってきたため、また、この数年、何回か爆弾の爆発事件のテーゲットとなったからだ。ICEM加盟組織、ネパール独立化学及び鉄鋼従業員組合は全国人権委員会並びにゲリラとの仲介役として知られているその他の人権組織に対しゲリラに脅迫の取り消しを求めてくれいるよう、要請した。 
 
ヨルダンのICEM加盟組織、鉱山鉄鋼産業一般労組 
同労組は８月半ばから２７日までストライキを延期した。この決定はシディエ鉱山の硫黄鉱山事業所の経営中枢に労働者の要求を満たす措置／対応に対処するための時間を提供することを目的としている。この争議は同社が労働者のために建設している住宅についての争議で、労働組合委員長であるカリッド・ファナサが主導的役割を果たしている。 報道によれば、ヨルダンのアブドゥラは労働者に住宅を供与するべきである、との労働者を支援する声明を出した。 
 
ポーランドの鉱山労働者年金闘争で流血 
年金制度を勝ち取るため、ポーランド鉱山労働者はデモ集会を開き、警察隊と衝突し、流血事件となった。ポーランド議会下院で年金法が通過した後、下院の議長は過去に鉱山労働者として就労した人の年金法の投票を拒否した。しかし、NSZZ連帯の全国鉱山部会の１３の労働組合支部はワルシャワ市の議会前でデモ集会を開き、７１名のデモ参加者が逮捕され、デモ隊と警察から数人のけが人が出た。しかしながら、この６月末の抗議行動の結果、下院議長は自分の決定を覆し、当該年金法は上下議会を通過した。そして、つい最近、大統領が署名し、この法律は発効した。 
 
日本のアスベスト問題 
この夏、あるアスベストスキャンダルが日本で大きな話題となり、それ以後、各報道機関がアスベスト問題に注目するようになった。報道によれば、日本では毎年約３０００人の人々がアスベストが原因のガンで亡くなっている。また、この数は今後大幅に増えると危惧されている。１９８７年、ロビイストが青石綿使用の全面的禁止、とりわけ日本の学校での使用全面的禁止を求める運動を開始した時、日本政府は必要な措置や対策を取らなかった。さらに、１９９０年代にはアスベスト禁止の動きはアスベスト産業界からの激しい反対で阻止された。 
 
ICEMアジア太平洋地域グッドイヤー労組ネットワーク会議 
当該ネットワーク会議は８月８日―９日にフィリピンのマニラで開催された。会議ではタイ及びマレーシアにおける契約労働者の組合組織化運動への同社の厳しい反発に焦点が当てられた。グッドイヤー工場の組合幹部は天然ゴムの需要不足が継続する現状において天然ゴムプランテーションを手放そうとしている。日本、インド、インドネシア、マレーシア、タイの２１人の組合リーダーがこのネットワーク会議に参加した。

In the 1990s, the ICEM led the global labour movement by innovative use of the early Internet for instant and effective solidarity. The Wall Street Journal, in a front page 1999 article, said the ICEM &ldquo;is changing the face of traditional labor protests by moving strikes, pickets and other union actions into cyberspace.&rdquo; A mining house spokesman admitted in the same article it was the advent of labour activists &ldquo;trying to globalize via the Internet.&rdquo;

The 20-million-member Global Union Federation launched a new and improved website this past weekend, effectively and seamlessly tying together countless struggles, issues, and worker-related facts on all things relevant in the ICEM&rsquo;s six major industrial sectors as well as the world of labour with a new website that replaces the global labour movement&rsquo;s initial, trend-setting static website. 
 
The new site maintains the same address as the old: http://www.icem.org, and visitors are welcome to explore the ICEM&rsquo;s topical website. 
 
The site provides information in ICEM&rsquo;s seven statutory languages&mdash;English, French, German, Japanese, Spanish, Swedish and Russian. 
 
&ldquo;We are proud to present our affiliates, firstly, with a practical and useful website as an aid to built strong trade union structures,&rdquo; said ICEM General Secretary Fred Higgs. &ldquo;The new website takes full advantage of the most modern communication technologies to support and advance our work with our affiliates.&rdquo; 
 
The ICEM website contains a wealth of materials and documents on current ICEM projects and campaigns such as Contract and Agency Labour, HIV/AIDS relief, Gender Issues, Health/Safety and Sustainable Development, Global Framework Agreements and Global Union Networks. In easily accessible archives are all ICEM News Releases, InBrief newsletters, Circulars (direct action calls), and other ICEM documents and information from past events. All materials are indexed by ICEM regions and major industrial sectors, and by individual country as well. 
 
ICEM sectors: Energy including Oil, Gas and Nuclear; Chemicals and Pharmaceuticals; Mining/Diamonds and Gems; Pulp and Paper; Rubber; and Materials, which includes Glass, Ceramics and Cement.
