Rhodia and the International Federation of Chemical, Energy, Mine, and General Workers&rsquo; Unions (ICEM) today announced the renewal of the <a href="/wp-content/migration/icem/ICEM%20AGREEMENT_17%20FEB%202011.pdf">&ldquo;Social Responsibility&rdquo; agreement</a> first signed in 2005. This agreement, designed to drive continuous improvement and the only one of its type signed with a chemical company, confirms Rhodia&rsquo;s commitment to sustainable development and its determination to ensure that high labor standards are maintained on all its sites. 
 
By renewing its partnership with ICEM for the second time, Rhodia is reasserting its commitment to apply worldwide: 
&bull; The international labor standards defined by the International Labor Organization, 
&bull; The principles of the UN Global Compact, 
&bull; Its labor standards in the fields of health and safety at work, managing occupational hazards and protection of environment. 
 
In order to verify the correct implementation of the commitments specified in the agreement and to continuously improve its content, annual assessments will be conducted at a local level by representatives of Rhodia and ICEM.

For 2011, the main amendments to the text of the agreement are: 
&bull; The creation of an innovative body &ndash; the &ldquo;Global Safety Panel&rdquo; &ndash; to ensure that the dialogue between management and employee representatives is firmly anchored in the realities of the Group&rsquo;s industrial activities. Comprised of ICEM members representing each of the Group&rsquo;s different geographical regions in addition to members of Rhodia&rsquo;s General Management team and a delegation of ICEM representatives, this panel is responsible for monitoring the Group&rsquo;s safety policies and results worldwide, 
&bull; The adoption of monitoring indicators to follow the situation regarding employment and the subcontracting policy of the Group, 
&bull; The extension of the validity of the agreement by increasing it from three to five years. 
Lastly, both parties agree to continue to reflect on the terms and conditions making it possible to develop a worldwide social dialogue within the Group.

Since it was first signed in 2005, the assessments conducted regularly on the ground by ICEM and Rhodia have made us progress and the agreement has been broaden each time it has been renewed. Rhodia and ICEM Reinforce Global Social and Environmental Responsibility Agreement

Dear Sisters, Brothers and Comrades: 
 
You may have heard that I am departing the ICEM and returning to North America and my union, the United Steelworkers (USW). This was a very difficult decision for me, which was determined largely by personal factors. Manfred and the USW have worked out an arrangement for me to assist the ICEM in the transition with replacement staff, so feel free to contact me at jdrexler@usw.ca if I can be of assistance. 
 
While my original leave of absence to work at the ICEM was for two years, the leave was extended and I am finishing with almost 3 &frac12; years of service to the ICEM. I had an extraordinary opportunity that few trade unionists ever have. I was able to see the world through the eyes of wonderful colleagues and comrades in the many unions I came in contact with. Working together, we were able to build a stronger and more vibrant ICEM North America Region and make important strides in building power against greedy and sometimes brutal multinational employers. 
 
Serving as the ICEM Mining Sector Officer was particularly rewarding. Mining trade unions in much of the Global South play a pivotal role in the broader trade union movements and may well determine the future of civil society in many countries. The struggle to ensure responsible mining investment and sustainable development, the right to organize trade unions without employer interference, improved health and safety of miners, and stopping the scourge of tragic mining accidents remain major challenges. 
 
I express special thanks and appreciation to Manfred Warda, ICEM General Secretary; Senzeni Zokwana, ICEM President; Andrew Vickers, Chair of the ICEM Mining Sector; Ken Neumann and Dave Coles, Co-Chairs of ICEM North America; and the ICEM staff for their support and counsel throughout my tenure at the ICEM.

Joe Drexler&#039;s Letter to ICEM affiliates on his departure

Calling for trade union rights in Mexico, the international trade union movement began a week of action by meeting with the Mexican Ambassador to the United Nations and holding a rally in Geneva, Switzerland today. 
 
Similar actions are scheduled to take place in at least 30 countries around the world until February 19, which coincides with the fifth anniversary of the deaths of 65 miners at the Pasta de Conchos mine disaster in Mexico on February 19, 2006. 
 
Since this time the Mexican Miners&rsquo; Union, the union that called for justice following the disaster, has faced systematic, frequently violent and escalating violations of worker and trade union rights by employers and the Mexican government. 
 
Other independent trade unions in Mexico seeking to improve the rights of working people have also increasingly come under attack in recent years through the tolerance, complicity and, on many occasions, the direct action of the Mexican state. 
 
A delegation of international trade union leaders, accompanied by a representative of the Swiss union UNIA, met with the Mexican Ambassador in Geneva this afternoon and demanded the Mexican government stop violating fundamental trade union rights and start complying with its own laws and international standards on human and trade union rights. 
 
&ldquo;It is now five years since 65 miners were killed in the February 19, 2006 explosion at the Grupo M&eacute;xico Pasta de Conchos coal mine. To this day, bereaved families have not received proper compensation, the miners&rsquo; bodies remain buried and violent and illegal attacks perpetrated by the Government and employers against the Mexican Miners&rsquo; Union continue,&rdquo; explained Fernando Lopes, Assistant General Secretary of the International Metalworkers&rsquo; Federation, a member of the delegation to the embassy in Geneva today. 
 
&ldquo;The political persecution of the Mexican Miners&rsquo; Unions and others like it must stop,&rdquo; demanded Lopes. 
 
Independent unions including the Mexican Miners' Union (SNTMMSRM), the Mexican Electrical Workers' Union (SME), the UNTyPP union representing workers in Mexico's state-owned petroleum company PEMEX, the National Union of General Tyre Workers of Mexico (SNTGTM) and the Union of the Autonomous University of Mexico's Workers (SUTUACM), as well as the Mexican Telephone Workers' Union (STRM), Authentic Workers' Front (FAT) and up to thirty other unions affiliated to the National Union of Workers (UNT) have all faced violent attacks, intimidation and repression of trade union rights. 
 
Supporting the campaign, Joe de Bruyn, President of the UNI Global Union explains, &quot;For decades the Mexican government has facilitated low wages and suppressed worker voices through a pervasive web of employer-controlled protection contracts. We want to change the rules of the game in Mexico and ensure all workers can join the free and independent trade union movement.&rdquo; 
 
&ldquo;Calderon must begin to understand that trade union freedoms in Mexico will not disappear, no matter how hard he tries to ignore it,&rdquo; said ICEM President Senzeni Zokwana, also supporting the week of action. &ldquo;Global trade unions in fact are now keenly united on Mexico as a target for vast improvements on social labour rights. Momentum and pressure now become our tools.&rdquo; 
 
David Cockroft, ITF General Secretary, added, &quot;We have witnessed at first hand the deep running desire of Mexicans for representation and just and safe workplaces. The will and the need are there; it is actions like these ones that now take this struggle forward.&quot; 
 
&ldquo;Mexico must fulfill its international obligations to respect fundamental workers&rsquo; rights. The treatment of the Mexican Miners&rsquo; Union is a symptom of a much broader problem of violation of ILO standards in Mexico, and the fact that proper compensation still has not been paid is simply unacceptable,&rdquo; said ITUC General Secretary Sharan Burrow. 
 
Trade unions in Argentina, Australia, Belgium, Brazil, Bulgaria, Canada, Denmark, Finland, France, Germany, India, Indonesia, Korea, Kosovo, the Netherlands, New Zealand, Peru, Poland, Russia, South Africa, Spain, Sweden, Switzerland, Turkey, Ukraine, United Kingdom and the U.S. are calling on the Mexican government to respect trade union rights in a series of actions from 14 to 19 February 2011. 
 
In Mexico itself, the independent trade union movement will be holding various actions across the country throughout the week to highlight the systematic abuse of trade union rights by the Mexican government. 
 
Together the trade unions are holding rallies, meeting with Mexican government representatives, and sending letters and thousands of emails all calling on the Mexican government to: 
1. Hold employer and government officials accountable for the Pasta de Conchos mine explosion that killed 65 miners on February 19, 2006. 
2. Abolish systemic violations of workers&rsquo; freedom of association, including employer-dominated &ldquo;protection contracts&rdquo; and interference in union elections. 
3. End the use of force&mdash;by the state or private parties&mdash;to repress workers&rsquo; legitimate demands for democratic unions, better wages and working conditions, and good health and safety conditions. 
4. End the campaign of political persecution against the Mexican Miners&rsquo; Union and the Mexican Electrical Workers&rsquo; Union. 
The action to support the democratic and independent unions in Mexico is being taken by trade unions around the world affiliated to the International Metalworkers&rsquo; Federation (IMF), the International Federation of Chemical, Energy, Mine and General Workers' Unions (ICEM), the International Transport Workers' Federation (ITF), UNI Global Union and the International Trade Union Confederation (ITUC).

Global Days of Action On Workers’ Rights in Mexico

The ruling National Party in New Zealand took a correct industrial safety decision two weeks ago when the conservative government of Prime Minister John Key authorised NZ$1.5 million annually from an existing account to create a high hazards unit in the mining, and oil and gas industries. The decision comes in the wake of the tragic Pike River coal mine deaths nine months ago, a damning indictment on National&rsquo;s business-friendly agenda of the 1990s, but the decision also comes with strong voice that more must come regarding regulations and stringent deterrents to protect all workers on the job in New Zealand. 
 
New Zealand&rsquo;s Labour Party also said more must be done, stating check inspectors must be re-established on company payrolls to ensure monitoring and compliance. The Nationals eliminated mandatory worksite safety specialists in 1992 in deregulatory measures pushed by business. 
 
The ICEM states the hazards unit is a positive step coming just after first-phase hearings of the Pike River Royal Commission finished, and commends the New Zealand government for improving industrial safety in the country. The ICEM also encourages New Zealand through the Royal Commission to examine the safety structure at Pike River, compare it with best-practice standards of the world, and then begin a process to ratify and implement the tenets inside <a href="/en/209-ILO ">ILO Convention 176</a>.

Establishment of the high hazards unit also comes a year after a government review of health and safety and environmental issues in the offshore petroleum industry. The review recommended an increase in the number of safety inspectors. 
 
The high hazards unit will have three inspectors, plus a chief inspector each in the mines and energy sector, and a support and research staff of three. In comparison, New Zealand has only two mine inspectors &ndash; one position now being vacant &ndash; and it has only a single oil and gas inspector to cover upstream production over a wide expanse. 
 
The NZ$1.5 million will be funded from a special levy that the government has collected over the years in a Health and Safety in Employment Memorandum Account. 
 
Ged O&rsquo;Connell, Assistant National Secretary of the Engineering, Printing, and Manufacturing Union (EPMU), said it was a breakthrough for the government, &ldquo;but more still needs to be done. There is the need for decent regulations and reinstatement of the check inspector role to provide the full check and balance required.&rdquo; 
 
New Zealand Council of Trade Unions (NZCTU) President Helen Kelly said first-phase Pike River testimony before the Royal Commission made it clear that stronger mine safety regulations are critical. &ldquo;We can&rsquo;t wait and risk another disaster when we already know that other measures are also necessary,&rdquo; said Kelly. 
 
Phase one of the Royal Commission&rsquo;s inquiry into the deadly string of Pike River Coal Mine explosions that took 29 lives ended on 22 July 2011. Phase two hearings will start on 5 September in Greymouth, near the Pike River mine on the South Island, and run until 23 September. Phase two will centre on time and circumstance of death for the 29, safety and rescue efforts, and site effectiveness in the horrid weeks after the 19 November 2010 initial explosion.

New Zealand Updates Energy, Mine Safety Regime

ICEM Belgian affiliate Centrale G&eacute;n&eacute;rale-FGTB and the chemicals company Clariant made temporary peace over the weekend in a pitched industrial strike by blue-collar workers in Louvain-la-Neuve. In weekend talks between the union and Clariant Benelux, the blue-collar workforce accepted reinstatement of one of two discharged shop stewards and resumption of social dialogue based on trade union rights and safeguards of freedoms, said the FGTB. 
 
Mohamed Loukili and Kemal Bennaceur were sacked by Clariant on 27 July for faithfully carrying out union responsibilities inside the workplace. This weekend&rsquo;s negotiations won reinstatement for Loukili, while Bennaceur decided earlier to accept a pay-out package from Clariant and depart the company.

Strikers Surround FGTB Rep Mohamed Loukili at 17 August Manifestation
A 17 August strike manifestation at Clariant plant gates in Louvain-la-Neuve saw 200 workers and supporters call on Clariant to reverse the anti-social sackings. Three days before the annual summer shut-down, managers announced dismissal of the two union representatives. That caused a strike by the entire 45-worker blue-collar unit, a strike that threatened the safety of some 100 white-collar staff when work resumed last week. 
 
The ICEM congratulates the FGTB on winning this important union rights test, and notes it is the second time in a month that Belgium&rsquo;s Socialist Union has won reinstatement rights for sacked job leaders. It happened at Belgian Refining Corp. (BRC), near the Port of Antwerp, when two union delegates were reinstated through dialogue on 15 July between FGTB-ABVV and BRC managers. Union Rep at Clariant in Belgium Reinstated

Jack Layton, the soul of a progressive Canada and leader of the NDP, passed away Monday, 22 August, of cancer. For the past decade and more, Layton has led a populist surge in Canada that has given NDP, the party of fairness and justice, the official opposition stamp &ndash; since May 2011 &ndash; to the ruling neo-liberal Tories. Layton was 61. 
 
Layton had recently been diagnosed with his second bout against cancer. He died at 4h45 on 22 August in his home and surrounded by his family. 
 
Layton&rsquo;s energy and conviction inspired ordinary Canadians and statements on his passing testified to that. Statements by North American unions said Layton&rsquo;s inspiration, ideas, and vision must push faster forward. 
 
In a statement to Canadian unions, the ICEM said, &ldquo;What happens in Canada has global significance&rdquo; (see full <a href="/wp-content/migration/icem/100.ICEM.Jack%20Layton.Canada.23August.pdf">ICEM letter</a>). The ICEM remembers Layton as a courageous fighter for social justice, depicted best in his own words on the labour strife brought by Vale, the Brazilian mining giant, or to the Mexican government on its union smashing. 
 
In Sudbury at the beginning of a bitter year-long strike Vale provoked against Canadian living standards, Layton stood among thousands of miners, and emphatically said, &ldquo;They cannot take away what working people have built over generations in this country, or this town.&rdquo;

Toronto: Tributes to Jack Layton
In 2009, Layton was part a global labour mission to Mexico sponsored by the ICEM and International Metalworkers&rsquo; Federation (IMF). He accurately summarised the full trade union climate in Mexico: &ldquo;We made it clear that the government&rsquo;s interference in union governance, it&rsquo;s jailing of union leaders and freezing union bank accounts, declaring strikes illegal and failing to prosecute the killers of union leaders, are serious and unacceptable violations of basic human rights.&rdquo; 
Dave Coles, President of the Communications, Energy, Paperworkers (CEP) of Canada said: &ldquo;I knew Jack Layton as a principled social democrat who was utterly committed to social justice and peace. Thousands of our members knew Jack by his first name, as a leader who had reached out to them in their workplaces and communities. Jack Layton paid attention to our members&rsquo; deepest concerns and gave them unqualified support in their struggles.&rdquo; 
Ken Neumann, Canadian National Director of the Untied Steelworkers (USW), said: &ldquo;Jack reawakened Canadians to the reality that government can &ndash; and must &ndash; play a positive role in ensuring the economic and social wellbeing of its citizens. Steelworkers will help lead the way in honouring Jack&rsquo;s legacy by carrying on his fight to build a better Canada and a better world.&rdquo; 
Ken Lewenza, President of the Canadian Auto Workers (CAW) said in a message to the NDP: &ldquo;At Jack&rsquo;s passing, your voice of conscience is needed more than ever. Your efforts can and will make a difference in the direction of our country.&rdquo; The CAW also said in mourning, progressive Canada must reflect on Jack&rsquo;s vision for Canada &ldquo;and how we can endeavour to make some of his cherished ideas a reality.&rdquo; 
 
Jack Layton was born in Hudson, Quebec, into a political family. He entered public service in 1982 as a member of the Toronto City Council after leaving academia. His years on the city council of Canada&rsquo;s largest city were marked by many accomplishments concerning poverty, homelessness, public transport, and environmental stewardship. In 2004, Layton won election to the federal Parliament as NDP leader, and the NDP has grown steadily to where it now is the logical political choice for a social Canada, and beyond. The ICEM letter said Jack stood always for workers, the poor, the disenfranchised. 
 
Jack is survived by his wife, Olivia, his dedicated political partner; and a son, Mike, a member of the Toronto City Council, and daughter, Sarah, who works for the Stephen Lewis Foundation.

ICEM Mourns Passing of Canadian Stalwart Jack Layton

The International Federation of Chemical, Energy, Mine and &amp; General Workers&rsquo; Unions (ICEM) condemns the cold-blooded assassination of a Colombian contract worker who was working with affiliate Uni&oacute;n Sindical Obrera (USO) to bring trade union rights to temporary workers at Ecopetrol&rsquo;s Barrancabermeja refining and petrochemicals complex in Santander department. 
 
Isidro Rivera Barrera, 45, was repairing a washing machine in front of his home at 16h on 26 September in Barrancabermeja when a gunman jumped off a motorcycle and shot him three times at point-blank range. The assassin and accomplice then escaped on the high-powered motorcycle. 
 
&ldquo;This cowardly act again reminds us that Colombia is a deadly country for those exercising freedom of association and free speech rights,&rdquo; said ICEM General Secretary Manfred Warda. &ldquo;We reiterate our trade union affiliate USO&rsquo;s call that Colombia&rsquo;s public prosecution office uses all means to apprehend and prosecute the criminals and masterminds behind this heinous crime.&rdquo; 
 
The ICEM also called on Ecopetrol, its major contractor at Barrancabermeja, Foster Wheeler AG, and all other sub-contractors to ensure the security of all oil industry workers in the city. The ICEM further called on 90% state-owned Ecopetrol and its contractors to create workplace climates where freedom of association and rights to join unions and bargain collectively are considered common civil liberties. 
 
Isidro Rivera was shot twice in the shoulder and once in the throat. He died within minutes of the shooting, slumped across the chair he was working on and in front of neighbours who came running after hearing the shots. Isidro Rivera was a recognised union member by Ecopetrol who was attempting to spread the trade union message to contract workers inside Colombia&rsquo;s biggest downstream oil and petrochemical facilities. He is survived by three children.

Contract Workers’ Leader at Ecopetrol in Colombia Assassinated

The three-month-long wage dispute between a branch of ICEM Indonesia affiliate Federasi Serikat Pekerja Pulp Dan Kertas (FSP2KI) and managers of a pulp mill on Sumatra Island owned by the Japanese Marubeni Group was resolved recently. Along with settlement, the Human Resource director that exhibited rude and coercive behaviour toward the union&rsquo;s bargaining committee in July was sacked. 
 
SPPTTEL, the branch union of FSP2KI at the PT Tanjung Enim Lestari pulp mill near Muaraenim, and Marubeni were able to reach a 2011 wage accord with help from the provincial Manpower Ministry office. The two sides reached a compromise on wages, but it was the company&rsquo;s dismissal of Eko Ganefianto that perhaps is the biggest triumph for paperworkers of SPPTEL. 
 
In collective negotiations, this boss threatened worker layoffs and termination of all bargaining committee members when the union put forward its wage demands. Ganefianto also threatened to call out police to forcefully break any strike that SPPTTEL called. 
 
Mostly due to the manager&rsquo;s words and tone, SPPTTEL did strike for three days in late July (see <a href="/en/19-Pulp-Paper/4573-Paperworkers-Strike-Indonesian-Pulp-Mill-Pressure-Brings-Marubeni-to-Table ">prior ICEM report</a>). Although a police presence was nearby, the walkout by 1,000 paperworkers was peaceful. 
 
In pursuant bargaining, the union retreated from monthly wage demands of IDR 632,000 (US$74) and the company moved upward considerably. The agreement reached just over two weeks ago calls for a monthly increase of IDR 240,000 (US$27) per month. The average median salary at Marubeni&rsquo;s pulp mill is IDR 2 million, or US$235-per-month. 
 
The union also won payment for the three days of strike action, and partial payment on salaries for the post-fasting Ramadan days of Eid ul-Fitr.

Indonesia Pulp Dispute Settled; Human Resource Director Sacked

The European Mine, Chemicals, Energy Federation (EMCEF), the European Chemical Employers&rsquo; Group (ECEG), and the European Chemical Industry Council (Cefic) signed on 6 September a declaration to jointly encourage policymakers to implement the recommendations by the High Level Group on the Competitiveness of the European Chemical Industry. 
 
The agreement was signed at the European Commission headquarters in Brussels with Employment, Social Affairs and Inclusion Commissioner L&aacute;szl&oacute; Andor participating. 
 
The three-pillared blueprint, entitled &ldquo;Framework conditions for a sustainable chemical industry in Europe,&rdquo; centers on positive environmental, economic, and social principles. Under the environmental principal, the three social partners share the view that the voluntary Responsible Care programme offers the best possibilities to make continual improvements in safety, health and the environment.

The social component specifies good working conditions, life-long learning, and improving employability through skill development, retention and re-employment. The social partners also emphasize opportunities here for young people, and they say this social framework serves so far as the main contribution to the Agenda for New Skills and Jobs under the Euro 2020 strategy. 
 
The economic pillar is built around competitiveness and innovation, and striving to maintain Europe&rsquo;s strong position in global chemicals. The declaration states that the High Level Group&rsquo;s recommendations do &ldquo;form a strategic agenda for areas such as innovation, intellectual property, regulation, energy and climate change, logistics and trade policy.&rdquo; 
 
EMCEF General Secretary Michael Wolters said the declaration &ldquo;highlights the urgent need to see sustainability as a way to safeguard and expand high-skilled, high value-added jobs in Europe through a comprehensive EU industrial policy.&rdquo;

Europe’s Chemical Social Partners Sign Sustainability Pact

On 14 September 14, the ICEM held an education and awareness-raising event on ILO Convention 176, the Health and Safety in Mines Convention, at XIX World Congress on Safety and Health at Work (WCSHW), an important global occupational health and safety gathering. It took place at the Hali&ccedil; Congress Center in Istanbul. 
 
The ICEM forum had the presence of two of the leaders of ICEM-affiliated mining unions, which indicated the commitment from them to get Turkey to ratify and implement the standards contained in Convention 176. Nurettin Ak&ccedil;ul, President of T&uuml;rkiye Maden-İş, the Mine Workers&rsquo; Union of Turkey, and President Ey&uuml;p Alabaş of Genel Maden-İş, the General Mine Workers&rsquo; Union of Turkey, participated and expressed the necessity of improved mine safety through adoption of global standards. 
 
ICEM Industry and Corporate Affairs Director Kemal &Ouml;zkan introduced the panellists. He noted that the ICEM has made mine safety a top priority, and will vigilantly work to get more countries to ratify ILO Convention 176. 
 
The first panellist was Dr. Fikret Sazak, Director of Education Department for Maden-İş. He reviewed the deplorable occupational health and safety conditions in Turkey's mining sector, as well as generally.

Neo-liberal policies of deregulation, privatization, and globalization are devastating the sector, he said. There is a large informal sector within the Turkish economy. Even within the formal sector, there is high unemployment, low union density, and therefore a big problem with contract labour, flexible labour arrangements, and other forms of precarious work. 
 
Turkish mines are poorly regulated, and there are not enough government inspectors to adequately enforce even those regulations that do exist. 
 
Sazak concluded that the solution lies in enacting effective and enforceable occupational health and safety laws, much more education and training, and worker participation through joint Health and Safety Committees. ILO Convention 176 sets out a minimum standard for all of these things, therefore it should be a high priority for the government of Turkey to ratify it. This will not happen without strong unions. 
 
ICEM Mining Officer Glen Mpufane entitled his presentation &ldquo;First Aid Needed for Safety and Health in the Mining Industry.&rdquo; He focused on various incentive systems used to compensate miners &ndash; both workers and managers. This creates a race to the bottom where all standards are sacrificed to the altar of profit. 
 
Surveying recent mining disasters, in Pakistan, New Zealand, the US, China, Russia, Mexico and other countries, Mpufane concluded that the role of trade unions was crucial. The ICEM predecessor, the Miners&rsquo; International Federation (MIF), played a major role in drafting and adopting ILO Convention 176 in 1995, and now the ICEM is the major organization campaigning for country to country ratification. 
 
Brian Kohler, ICEM Officer for Health, Safety and Sustainability, reviewed some of the provisions contained in ILO Convention 176, and the associated Recommendation 183. 
 
The main features include recommendations for a strong national legislative and regulatory framework, including inspection, required accident investigation, and reporting and record-keeping; employers' responsibilities to provide adequate training and supervision; hazard control following the principle of eliminating or controlling the hazard as close to the source of the hazard as possible and relying on personal protective equipment only as a last resort, and a recognition of workers rights to participate in health and safety policy-making at the workplace level and to remove themselves from danger. 
 
Other important provisions include topics such as risk assessment and control, health surveillance, and risk communication. Good engineering design is a starting point for a safe mine, stated Kohler. Effective emergency response procedures and equipment are also necessary. 
 
Kohler concluded by saying when it comes to occupational health and safety, governments and employers have responsibilities &ndash; workers have rights.
