Strategic, year-long pressure by the Pulp and Paper Workers’ Branch of Australian ICEM affiliate Construction, Forestry, Mining, and Energy Union (CFMEU) appears to have severed a supply contract between retail grocery chain Woolworths and Indonesian-based Asia Pulp and Paper (APP). The supply arrangement was for kitchen towels and tissue products.

The pressure, countering Woolworth’s environmental claim on packaging of its Select private-label towel and tissue products, came to a head last week when Woolworths announced it had “concluded its contract commitments for the supply of Select paper products.”
The CFMEU is now looking for Australia’s largest retailer to tell the country’s consumers that it will, in fact, rely only on paper producers that adhere to sustainable forest practices.

“If Woolworths has finally decided to do the right thing, they need to show us by a clear and unequivocal statement they will never go back to APP,” said CFMEU’s Pulp and Paper Secretary Alex Millar. They must now prove “they will source their product from Australia and support Australian jobs the way they expect Australian consumers to support them.”

The CFMEU campaign focused on a Woolworths packaging claim that its Select products were sourced from an “environmentally managed company.” In fact, Indonesia’s Centre for International Forestry Research in 2007 found that APP relies on 60-70% of its wood fibre from clearing first-growth, protected forests in Sumatra. And much of that is by using illegal logging practices.

The campaign then discovered that many Select products are made in APP’s Chinese mills, where much of the wood fibre used is also derived through illegal means.

After CFMEU appeals to Woolworths shareholders, most notably in November 2007, the retail chain pulled the Select brands from its shelves. But a few weeks later, those brands were back on the retail market, but without the environmental friendly claim.

Millar says the CFMEU will now recommend to Woolworths paper-producing companies inside Australia which use proven, sustainable fibre sourcing in paper manufacturing.

Rubber workers of Kiyan Tyre in Chahardangeh, Iran, continued their protests last week over wage arrears. Some 600 workers of the factory began striking on 16 July and the protests escalated last week when strikers began setting portions of the factory on fire.

Shouting anti-government slogans on 22 July outside a management building in Chahardangeh, a western suburb of Tehran, workers threatened to bring their next protest to Iran’s Majlis, or Parliament.

On 12 April, 1,000 workers at Iran’s biggest rubber plant took job actions because their wages had not been paid in five months. Then, the repressive State Security Force ran bulldozers into the protestors, and arrested all 1,000 using electric batons. Most were held for 36 hours, while some 100 strike leaders were held longer. They were finally freed, but as a condition for release, the workplace leaders were forced to sign statements that they would not protest again.

The more recent protests are against a hand-picked management team which reportedly is under-paying wages, or denying payment altogether. Kiyan, formerly called Alborz Tyre Mfg. Co., was established in 1958 as a joint venture with the American company B.F. Goodrich Co. In 1979, it became part of state-owned National Iranian Industries, before being sold to private Iranian investors in 1994.

At the Fifth Meeting of the Brazilian national network of trade unions at Dutch-based Akzo Nobel plants from 15-17 July in São Paulo, union representatives from British-based ICI chemical facilities joined the network. Akzo Nobel recently acquired ICI.

The expansion of the network is expected to further the links of solidarity between workers of the two companies in Brazil.

The 25 union representatives present came from plants located in Recife, Santo André, Mauá, São Bernardo do Campo, Jundiaí, Itupeva, São Roque, São Paulo, Bahia, Guarulhos, and Rio de Janeiro.

The network meeting opened with a presentation by the Brazilian national centre CUT on a multinational project surrounding the ABC Chemical Workers’ Union’s Project of Life programme. That deals with the demands of life, health, and work, and introduces actions to ensure a better work environment.

The coordinator of the network, Sergio Carrasso, then delivered a report on activities of the network since its inception in 2003. That was followed by the results of a survey done by the Social Observatory Network on working conditions at Akzo Nobel.

The survey reflects a positive outcome through collective negotiations, with workers of Akzo Nobel in Brazil managing to establish better social dialogue practices in which civil rights have been guaranteed and wage differentials bridged.

ICI trade unionists attending made a presentation on their individual plants, including numbers of workers, length of work days, discrimination problems, and social dialogue and corporate social responsibility experiences.

The mid-July network meetings also served as preparation for the Third National Social Dialogue forum of Brazilian unions with Akzo Nobel. The network meeting concluded with a visit to the São Bernardo do Campo plant.

Akzo Nobel workers pledged to continue seeking contacts with workers of the company in Mexico and The Netherlands.

The ICEM lodged a stern protest with the government of Turkey following excessive police force to quell a peaceful protest by ICEM affiliate Belediye-İş, the Municipal and General Workers’ Union. Due to stalled negotiations on behalf of 10,000 union members at different segments of the Istanbul Metropolitan Muncipality, the union issued a 60-day strike notice in mid-July.

On 17 July, 2,000 Belediye-İş members, along with officials of the union, marched to an administrative building of the municipality to hang a banner announcing their legal strike. They were immediately repelled by police, using pepper spray and pressurized water cannons.

The police force was a reminder of the force used on 1 May this year when trade unionists attempted to lay flowers at Istanbul’s Taksim Square in memorial to the 37 comrades killed there by government forces on 1 May 1977.

Police Water Cannons Impede Peaceful Belediye-İş March on 17 July

“The attitude taken by police against peaceful demonstrators reinforces the impression and opinion worldwide on your government’s pursuit against (workers’ rights),” wrote ICEM General Secretary Manfred Warda to Turkish Prime Minister Recep Tayyip Erdoğan.

“Although Turkey has ratified ILO Conventions 87 and 98, we understand that neither in law or in daily life can these standards be freely exercised.”

The strike notice was issued because the Istanbul Metropolitan Muncipality has closed the door on negotiations after offering only an 8% increase. Belediye-İş is seeking a 40% increase. According to the union, daily consumer costs have rapidly escalated beyond the high inflation rate in Turkey, with water and transportation increases nearing the 35% mark.

A four-day industrial action by 600 contracted tank-truck drivers will end tomorrow morning, 17 June, at 06h00. But ICEM affiliate Unite has said another four-day action could begin on Friday, 20 June, if fair pay awards are not given in bargaining this week.

The strike, which began in the early morning hours of 13 June, is against Royal Dutch Shell and two of its contract haulers, German-based Hoyer UK and J.W. Suckling Transport Ltd., wholly owned by UK’s Harris Holdings.

Unite Assistant General Secretary and negotiator Len McCluskey, while walking picket lines at Shell’s Stanlow refinery in Essex over the weekend, said that mediated talks would resume today with the two companies. The weekend strike has crimped petrol supplies at Shell’s 950 retail stations across the UK, and has had a knock-on effect since drivers delivering fuel for BP, Total, and Esso have refused to cross picket lines at Shell’s depots and terminals.

McCluskey said late last week that the “dispute could have been resolved if Shell had advanced a fraction of the billions of pounds in profit they make every month” to the contract haulers. He said with Shell intervention, the dispute could have been settled “for a sum smaller than the chairman's pay increase last year.”

Unite Joint General Secretary Tony Woodley also said Shell could resolve the dispute if it increased payments to the contract companies. He told the British newspaper the Guardian that the Anglo-Dutch company makes profits of £1.5 million a month, and it would cost £1 million to settle the dispute.

Unite is seeking a minimum gross salary of £36,000 per year, about £2,000 more than the contract drivers’ current gross pay. The drivers work an average 48-hour workweek, including an extra shift added every second week. The contract haulers have offered only a 0.5% wage increase.

Ron Webb, Unite’s National Secretary for Road Transport and the chief negotiator, said a second wave of strikes is scheduled for 20-24 June if negotiations before UK’s Advisory, Conciliation, and Mediation Services (ACAS) beginning today are not successful. Unite has scheduled a mass meeting of drivers, including tank-truck drivers from other petrol and transport companies, for Wednesday, 18 June, in London.

Shell began contracting out its delivery supplies of petrol in the UK in 1992.

Negotiations today in Baku, Azerbaijan, between ICEM affiliate Oil and Gas Industry Workers’ of Azerbaijan (OGWUA), Agip Azerbaijan BV, and Keppel FELS of Singapore will attempt to resolve issues surrounding a strike by 1,000 contractors of Agip that occurred on Wednesday, 11 June.
Agip, a subsidiary of Italy-based Eni, is constructing offshore oil rigs at Caspian Shipyards Co. Ltd., owned and operated by Keppel.
The contractors, mostly Azeri citizens, seek salaries that match those paid foreign workers and corrections to their labour agreements, according to OGWUA Chairman Jahangir Aliyev. The workers also seek improvements in food allowances, and they seek to have their salaries paid in the national currency of Azerbaijan.

The ICEM supports the demands made by the workers, and states that they made the correct decision in turning to OGWUA for help in negotiations.
In late 2005, workers constructing rigs for US-based McDermott International struck for union recognition, and OGWUA stepped in to win important gains. Since, the union which once only represented workers of Azeri state company Socar, has aptly represented 20,000 oil and gas workers in the western Caspian region, workers employed by many oil and gas service companies.

The ICEM Paperworkers’ Union affiliate in Indonesia, Federasi Serikat Pekerja Pulp dan Kertas (FSP2KI),
conducted its Third National Meeting in Jakarta from 15-18 October, with generous support from Svenska Pappers, the Swedish Paperworkers Union.

The six-year-old union, a federation of nine mill-level branch unions, identified future goals and objectives, and heard the parameters and expectations involved in a proposed three-year project sponsored by Pappers. Eleven executive-board members of FSP2KI attended, while four other delegates expected to attend from the Japanese-owned Marubeni pulp mill of Musi at PT Tanjunggenim Lestari in South Sumatra were detained by management and ordered to undertake military training near the mill.

Besides a representative from Pappers, Mikke Sterbeck, other union guests included Bala Somahsundram from the Paper and Paper Products Manufacturing Employees’ Union of Malaysia (PPMEU), Alex Millar and Tim Woods of the Pulp and Paperworkers Branch of Australia’s Construction, Forestry, Mining, and Energy Union (CFMEU), Dave Schaub of the Communications, Paperworkers, and Energy (CEP) Union of Canada, and representation from the ICEM.

A featured speaker at the meetings was D. Patombong Saiful, President of the ICEM-affiliated Chemical, Energy, Mine, Gas Workers’ Union (FSP-KEP) of Indonesia. Brother Saiful gave an in-depth review of the Indonesian labour situation, specifically the difficulty to implement labour laws already in place and the problems brought on by flexible labour markets.

Saiful said of 34 million workers in Indonesia, only five million are union members, with the number of labour federations – 93 – “too many,” and a definite need to consolidate. He said the world financial institutions have pushed for flexible labour markets, with the result being a rise in fixed-term contracts, subcontracting, and labour suppliers or agencies.

The ICEM asked leaders of FSP2KI to join either one of two of the three labour confederations in Indonesia, and all pulp and paper guests at the meetings encouraged FSP2KI to further develop its internal structures and forge ties with other pulp and paper unions of Indonesia. The proposed Pappers project for 2010 to 2012 has established a goal of increasing the number of branch unions to 19, and growing the current 14,600 membership to 19,600.

FSP2KI’s largest membership currently comes in Asia Pulp and Paper’s (APP) PT Pinto Deli mills in Karawang, APP’s PT Indah Kiat tissue mill in Tangerang, West Java, Asia Pacific Resources International’s (APRIL) PT Riau mills, the PT Lontar tissue mill in Jambi, Sumatra, and Marubeni’s mill in Kab. Muara Enim, South Sumatra.

On 27 October in Oslo, Norway, the ICEM, together with affiliate Fellesforbundet, conducted a review of the Global Framework Agreement (GFA) with Norske Skog, the global publication and coated papers producer. Signed initially in June 2002, the agreement is considered one of the better ones that the ICEM is signatory to.

No changes were made regarding the language of the GFA last week, but the three partners did discuss several industry specific items, including company efforts to reduce operating costs of mills. Over the past 14 months, Norske Skog idled a number of paper machines and sold off entire mills, including four in China and Korea.

Christian Rynning-Tønnesen and Manfred Warda at the signing
Due to decreased demand of newsprint and directory papers, the company since 2007 has reduced its employment rolls from 10,000 to 6,000 workers, with five fewer pulp and paper mills than the 18 it had then. The company did say that at one such shutdown, the Šteti mill in the Czech Republic, it succeeded in placing 70% of the 225 furloughed workers in similar paying jobs.

ICEM, Fellesforbundet, and senior Norske Skog leadership, including President and CEO Christian Rynning-Tønnesen, did discuss new bio-fuels business opportunities that the company is working toward, as well as the upcoming, March 2010, Global Employee Forum at the firm’s headquarters in Lysaker, Norway, near Oslo.

The agreement contains specific language respecting freedom of association and collective bargaining, health and safety, as well as language regarding placing a priority on permanent employment, with temporary and part-time employment based on “the same relative terms and conditions as fulltime permanent employees.”

The only change reflected the ICEM’s change of office headquarters from Brussels to Geneva. The full agreement, in English, can be viewed here.

ICEM Re-Signs Global Agreement with Paper Company Norske Skog

The ICEM held a regional conference in São Paulo from 27-29 October to consolidate activities in the region. The conference was called “ICEM – A Modern, Dynamic and Efficient Organisation,” and was attended by 25 trade union leaders from Argentina, Brazil, Chile, Colombia, Peru, Costa Rica, Uruguay, and the Dominican Republic.

One of the aims of the conference was to integrate the unions of the former World Federation of Industrial Workers (WFIW), who had joined ICEM at the 2007 Congress. The other aim was to develop programmes for young workers and women.

Italo Rodomonti, centre
Italo Rodomonti, ICEM Vice-President, gave a presentation on trade union democracy and representation, which explained why strengthened trade union structures are a question of democracy. It cannot be that those who are dissatisfied with one union find another, he said. Democracy is not advanced by a proliferation of trade unions, but by the idea to have fewer and better and stronger trade unions. Trade union leaders must never forget those whom they represent, said Rodomonti.

Working groups met on the topic of trade union democracy and came up with the following conclusions:
• Women and young people must be incorporated in greater numbers in ICEM and its affiliated unions;
• Training and education continue to be important, and train the trainer programs must be given priority. Every union must have its own education programme;
• Neoliberalism and multinationals continue to dominate the agenda. Neoliberalism had nefarious effects on young people because they are more individualistic and have no relation to trade unions. Overcoming these trends is part of the challenge that has to be met in attracting young people to join unions;
• Trade unions continue to be weak. Emphasis still has to be put on recruitment. Trade unions still suffer from financial weaknesses and non-payment of dues. These challenges must be overcome;
• Migrant and workers employed in the informal sector are more and more present, and ICEM must develop policies to address issues faced by workers in these groups;
• Communication has to be improved; meetings and communication with the assistance of SKYPE are being investigated for the regional committee.

Sergio Novais
ICEM Vice-President for Latin America and the Caribbean, Sergio Novais, made a presentation on ICEM programmes and structures. One of the main priorities in the region is on workers’ networks. The networks are one way of controlling multinationals which have become more powerful than some governments in the region.

ICEM must attempt to tackle the areas where it does hold power to change things, leaving the general work with governments up to the International Trade Union Confederation (ITUC). As always, sub-contracting and outsourcing were major themes of discussion.

A new project is soon to be launched with the help of the Spanish ISCOD to train 60 women across the region in negotiating skills. The pulp and paper project sponsored by Finnish SASK for the Mercosur countries of Latin America also was discussed.

It is worth remembering that the process of trade union consolidation is ongoing – the process begun with the merger between the ICFTU and the WCL is continuing. The ICEM is leading the work to consolidate the international trade union federations with work on cooperation with the International Metalworkers Federation (IMF) and the International Textile, Garment, and Leather Workers’ Federation (ITGLWF). The WFIW’s regional organisation, FLATIC, will be joining the ICEM regional committee with six additional members, two of whom will be women.

The meeting expressed its concern over the disregard on behalf of the provincial government in Chubut, Argentina, on the collective agreement with the utility union, Luz y Fuerza. The provincial government is defying all national and international standards and agreements governing freedom of association and the right to collective bargain.

The meeting also adopted the following resolution on Honduras. It reads, in part:

“ICEM regional committee, meeting in São Paulo, Brazil, aware of the political situation prevailing in the sister republic of Honduras in the wake of the reactionary military coup which overthrew the democratically elected government of Honduras, denounces the following:

“The majority will of the people has been attacked in the service of obscure economic interests that are hostile to the country. Workers and their trade unions and popular organizations have been repressed.

“Therefore the regional committee, representing delegates from eight countries, agrees the following:

“To call upon all democratic countries in the international community to not recognize the de facto government nor the elections called by it; to pass on our militant solidarity to the men and women workers and their trade unions; to promote a campaign of concrete solidarity with the people of Honduras and to denounce this situation at the ILO and before other workers’ organizations, ensuring that a copy of these declarations are sent to the trade unions in Honduras.”

Finally, on 29 October, a meeting was held to discuss the new energy project which will soon start with the support of the Spanish foundation Paz y Solidaridad. The meetings in São Paulo were held in a spirit of camaraderie and solidarity. Many thanks to the Dutch FNV, as well as to Belgian affiliate CSC Energie Chimie for their support of the meetings.
