Klaus Priegnitz of IG Metall, the German Metalworkers&rsquo; Union, has become the new General Secretary of the ITGLWF. 
Klaus was a former officer of the clothing and textile workers union Gewerkschaft Textil/Bekleidung till the integration of GTB with IG Metall in 1998. 
He has been closely involved in the work of the ITGLWF over the past two decades and was elected a Vice-President of the ITGLWF at the 10th World Congress in 2009. 
Klaus was elected General Secretary at a special meeting of the Executive Committee held on 25 May in Geneva. 
He replaces the outgoing General Secretary Patrick Itschert who was recently elected Deputy General Secretary of the European Trade Union Confederation (ETUC).

ITGLWF Elects New General Secretary

The framework of a new industrial Global Union Federation (GUF) made a major step forward on 25 May in Geneva when a joint meeting of the IMF-ICEM-ITGLWF Executive Committees produced a clear mandate to forge ahead with integration of the three GUFs. 
The Executives met in joint session at the ILO and confirmed the commitment that global industrial workers in all sectors must integrate into a unified GUF for greater strength. Such a federation will number 55 million workers and it will unite textile workers with rubber, plastics, and autoworkers in the automotive sector; mineworkers&rsquo; with steel, smelting workers in basic metals; and chemical and electronic workers in high-tech and other industries. 
The commitment is to build a strong and responsive GUF that will unite and organise workers across entire supply chains. The new GUF will tackle tough social issues to reverse the global wealth imbalance including broader trade union rights in more countries, reducing the harmful trend in society of informal and precarious labour, and it will ensure there is just transition and decent work in green industries. 
It will also promote and build democratic and self-reliant trade unions across all industrial sectors. And through networks that communicate and respond, it will stand as protector of workers&rsquo; rights and social justice against errant multinationals throughout the world. 
The uniform consensus coming out of the 25 May meeting is paralleled by the work that IMF, ICEM, and ITGLWF already do jointly in Thailand, Turkey, Mexico, Canada, and several other countries. It is manifested in common policies put together inside forums between the three GUFs regarding climate change, economic disparity, and global finance flaws. 
The meeting of the joint Executives outlined new structures that will guide an integration process to a founding Congress. The secretariat will be headquartered in Geneva and the new GUF will have a President, three Vice Presidents, a General Secretary, and three Deputy General Secretaries. It will also have an Executive Committee with at least 30% women&rsquo;s representation. 
It was recognised that the new organisation must be built on solid financial footing and a common set of affiliation fees will be established during the initial four-year Congress period. Regional structures will exist that both implement the global policies of the GUF, as well as discuss and act on matters specific to the region. There was agreement on continuing strong sector work and enhance supply-chain coordination among workers and their unions. 
A joint working group of the three GUFs will continue its work to finalise statutes. Another working group will be set up to develop an action plan for the new organisation. Final approval to the process is expected to come at ITGLWF&rsquo;s Executive Committee in September, ICEM&rsquo;s Congress in late November, and IMF&rsquo;s Central Committee in early December. 
A contest for affiliates of the three GUFs to name the new organisation will be introduced in the coming weeks through a letter. Nordic trade unions offered to host dissolution Congresses and a founding Congress in Copenhagen. The proposed dates are 18-20 June 2012.

Creation of New Industrial GUF Takes Shape

The ICEM today vehemently condemned the deepening trade union repression occurring in Iraq. In recent days, a youth leader of the Mechanics&rsquo; and Printers&rsquo; Union of the General Federation of Iraqi Workers (GFIW) and three others were rounded up and presumably jailed, and Jamal Abdul-Jabbar, President of the Oil and Gas Workers&rsquo; Union of the GFIW in Kirkuk was forcibly transferred from his job at Northern Oil Company to a remote location due to his union activities. 
 
On 27 May, plainclothes Iraqi security police in a civilian ambulance grabbed the four young activists as they were on their way to demonstrate in Tahrir Square, the central Baghdad flashpoint this year for protests. Taken away were Jihad Jalil, 27, a worker and Mechanics&rsquo; and Printers&rsquo; Union activist; Ahmed Alaa al Baghdaddi, 19; Moyaid Fasil al Taib, 29; and Ali Abdul-Khaliq, 24. 
 
They were on their way into Tahrir Square near the Green Zone to manifest for trade union rights, jobs, basic services, political reform, and an end to corruption when police apprehended them for merely attempting to express their internationally recognised human rights, as well as rights under the Iraqi constitution. 
 
In Iraq&rsquo;s north, Jamal Abdul-Jabbar was forcibly transferred from his position at major Northern Oil installations in Kirkuk to a remote and isolated company site. He had led a walk-out in defence of contract workers at Kirkuk about a month ago. The transfer of elected union leaders away from any mass concentration of workers has been commonplace in Iraq over the past several years. 
 
&ldquo;The ICEM is angry that the Al-Maliki government is escalating trade union repression,&rdquo; ICEM General Secretary Manfred Warda said in a letter to the government. &ldquo;Rather than persecuting Iraqi citizens for engaging in their fundamental human rights, the government must institutionalise free and independent trade unions in a modern labour law for peace and prosperity of all Iraqis.&rdquo; 
 
The ICEM expressed disheartenment that Iraq&rsquo;s government is moving away from democratic reforms. It noted the implementation of Cabinet Decrees 95 and 96 in mid-April, which in part stripped away recognition of the GFIW and replaced it with a committee of non-elected and politically-biased officials from the Sadrist Party. The GFIW is affiliated to the ICEM. 
 
Eight years after the fall of Saddam Hussein, his regime&rsquo;s prohibition against trade unions not officially connected to the Baathist regime continues, only with a different political covering. &ldquo;By restricting trade unions and the right of workers to freely engage in democratic assemblies that will benefit their work lives, and Iraqi society as a whole, your government appears to be stepping back in time,&rdquo; wrote the ICEM to Prime Minister Nouri Al-Maliki. 
 
The ICEM also notes that last week&rsquo;s apprehension of a Mechanics&rsquo; and Printers&rsquo; Union leader is not something new. On 27 March 2007, the union&rsquo;s leader, Najim Abd-Jasem, was abducted from his home and three days later his body was found with clear signs he had been tortured before his murder.

ICEM Demands Release of Iraq Mechanics’ Union Leader

In this issue of the ICEM HIV/AIDS newsletter, we report on the ICEM African Workshop on the ILO Decent Work Agenda and HIV and AIDS, on the work in Nigeria, on the UNAIDS report &ldquo;AIDS at 30: Nations at the Crossroads&rdquo; and a new ILO tool kit that is available for trade unions.

ICEM African Workshop on ILO Decent Work Agenda and HIV and AIDS 
 
In the framework of the ICEM HIV/AIDS project, sponsored by FNV Modiaal of the Netherlands and the Finnish SASK, an African Regional Workshop was organised in Johannesburg from 24-26 May. National coordinators and union activists from 11 countries participated in this workshop. The workshop was organised by the HIV/AIDS Project Coordinator, Paula Ndessomin, with technical assistance from Shirley Miller. 
 
The objectives of the workshop were to identify key elements of the Decent Work Agenda and understand how HIV and AIDS affect decent work and how, in turn, workplace action against the pandemic must be part of pursuing decent work. 
 
In an excellent presentation, the HIV/AIDS Focal Person of the ILO Pretoria office, Simphiwe Mabhele, linked decent work and HIV/AIDS in a rights-based approach using ILO Recommendation 200 concerning HIV and AIDS and the World of Work. The ICEM HIV/AIDS consultant focused on the ILO Global Action to promote the implementation of Recommendation 200 and global and national union action to this effect. 
 
In group work, participants explored challenges with respect to the Decent Work Agenda and fighting HIV and AIDS and discussed the difficulties of achieving decent work in the current worldwide economic crisis, including the difficulties of organising as more and more workers are forced into the ranks of the unemployed. They also identified workplace policies and collective bargaining agreements as tools to implement the Decent Work Agenda and eliminate stigma and discrimination. 
 
The workshop also gave an opportunity to Kettie Tembo from the British union Unite and Tsitsi Mariwo from the Public Services International (PSI) to present their HIV/AIDS projects and exchange information with participants.

HIV and AIDS Project in Nigeria Sponsored by the Canadian CEP 
 
For several years now, the Humanity Fund of the Canadian ICEM affiliate Communications, Energy and Paperworkers&rsquo; (CEP) Union, has sponsored an HIV and AIDS project in Nigeria in cooperation with the ICEM HIV/AIDS project and the ICEM affiliates in Nigeria, NUPENG, and PENGASSAN. 
 
In May, the ICEM HIV/AIDS consultant, who was accompanied by the national coordinator, Olawale Afolabi, visited Lagos and surrounding locations to assess the impact of the project. After having trained 210 peer educators cum counsellors and 120 community mobilisation agents, the unions focused on campaigns for voluntary counselling and testing (VCT) at workplaces. Leaflets and handbills were produced for mass distribution.

Prevention campaigns were mounted in some 40 workplaces across the country and about 20,000 individuals were reached with awareness and prevention messages. VCT was carried out at 20 sites with close to 10,000 individuals tested. 
 
During his visit, the consultant had discussions with the unions&rsquo; leadership, observed a VCT campaign, spoke to peer educators about their work, and met with the staff of the NUPENG HIV/AIDS Prevention Office. Over the years, the national coordinator has managed to access resources at national level. For example, the testing in May was facilitated by the Nigeria Business Coalition against AIDS (NIBUCAA) free of charge. The prevention office has been sponsored by SmartWork, the HIV/AIDS workplace programme of the US Academy for Educational Development.

30 Years of HIV and AIDS 
 
As the world marks 30 years of HIV and AIDS, UNAIDS estimates that 34 million people are living with the HI-virus and nearly 30 million people have died of AIDS-related causes since the first case of AIDS was reported on 5 June 1981. An estimated 7,000 new infections occur every day (editor&rsquo;s note: these figures do not tally with those in the following article, according to which the new infection rate would be about 6,000). 
 
Although about 6.6 million people in low- and middle-income countries were receiving antiretroviral therapy at the end of 2010, which in itself is a great achievement, an estimated nine million people who would qualify for ARVs did not receive them.

Access to treatment will transform the AIDS response. According to UNAIDS, accelerating access and finding new treatment options not only stops people from dying but also prevents transmission of the virus. 
 
However, prevention efforts are still a priority and they are showing results: between 2001 and 2009, new HIV infections declined by nearly 25%. In India, the rate of new infections fell by more than 50% and in South Africa by more than 35%. India and South Africa are the two countries that have the largest absolute number of HIV-positive people.

UNICEF: Two Million Teenagers HIV-positive 
 
According to a recent report by UNICEF, jointly published with ILO, WHO, UNESCO, and The World Bank, worldwide two million teenagers in the age group to 19 years are infected with the HI-virus, most of them in sub-Saharan Africa. Young people in developing and newly-industrialised countries have an especially high risk of infection. 
 
Daily, some 2,500 adolescents in the age group 15 to 24 years get infected. That means that 41% of every new infection is in this age group. Girls and young women have the highest risk. UNICEF demands better access to awareness and prevention for young people.

Global Fund Suspends Disbursement of China Grants 
 
Citing concerns about insufficient participation of civil society organisations in programme implementation, inadequate financial management and possible misuse of grant funds, the Global Fund Secretariat has temporarily suspended disbursements for all active Global Fund grants in China. 
 
Several articles about the suspensions have appeared in the mainstream press. The Global Fund has not made any public announcement concerning the suspensions, but it has responded to questions from journalists. 
 
According to the Global Fund website, China has four active grants: two for malaria, and one each for HIV and TB. China has been awarded 14 grants by the Global Fund, but in 2010 China went through an elaborate process of grant consolidation. The sole principal recipient (PR) for all of China&rsquo;s grants is and has been the (China) Center for Disease Control (CDC), a government entity. 
 
The suspensions appear rooted in a collision between the Fund&rsquo;s conviction that grass-roots organizations must be intrinsically involved in the fight to control diseases like AIDS, and the Chinese government&rsquo;s growing suspicion of any civil-society groups that are not directly under its control. They follow complaints by some AIDS activists that Chinese officials have sought to suppress their public-health activities, have shunted grant money to groups under government control, and have failed to account for how some funds were spent.&rdquo;

ILO ACTRAV Tool Kit on HIV and AIDS 
 
In April, the ILO Bureau for Workers&rsquo; Activities (ACTRAV) published a tool kit to guide trade union responses to HIV and AIDS. The tool kit contains six factual booklets, collected learning exercises, case studies and information resources and a CD-Rom with key ILO publications on HIV and AIDS and the world of work. as well the DVD &ldquo;Workplaces in Africa respond to HIV and AIDS.&rdquo;

Booklet 1 deals with Core Information on HIV and AIDS, the Impact and Global Response. Booklet 2 focuses on Respect for Rights: The Key to Labour and Workplace Responses. Booklet 5 contains information on Mobilising Resources for Trade Union Action. Booklet 6 gives an overview on Project Development and Proposal Writing. The <a href="/en/72-HIV-AIDS">ICEM HIV/AIDS website</a> has been updated to include ILO Recommendation 200 concerning HIV and AIDS and the World of Work, as well as the Global Action Plan to promote and implement the Recommendation. The latter was adopted by the ILO Governing Body in March 2011. You can also find the brand new tool kit on HIV and AIDS, developed by the ILO Bureau for Workers&rsquo; Activities (ACTRAV) &ndash; see article in this e-bulletin.

News from Global Unions 
 
The International Transport Workers&rsquo; Federation (<a href="http://www.itfglobal.org">ITF</a>) in its latest HIV/AIDS update No. 107 of 15 May, reports on the on the High Level Meeting (HLM) of the United Nations General Assembly (UNGA), which takes place in New York from 8-10 June. The meeting will adopt an outcome document (a new UNGA Declaration) that will aim at recommitting governments on universal access to HIV and AIDS prevention, treatment, care and support. Thanks to trade union advocacy, the zero draft of the HLM outcome document does feature reference to the role of trade unions and ILO Recommendation 200 on HIV and AIDS and the world of work. It is, however, not certain whether this reference will survive in negotiations between governments for the final draft. 
 
The May <a href="void(0);/*1307697779467*/">Newsletter</a> of PSUFASA (Public Sector Unions Fighting AIDS in Southern Africa) gives a first preliminary survey of the findings of the evaluation of the project and reports on two regional seminars in February and March, the latter on collective bargaining and HIV and AIDS.

Five Years Ago: From the June 2006 Issue (No. 9) 
 
The first issue of the ICEM HIV/AIDS e-bulletin was published in October 2005. In current issues, we refer to an article from the same month five years ago and reflect on developments. 
 
In the June 2006 issue of the ICEM HIV/AIDS e-bulletin, we reported on the mission to Ghana together with representatives of the Global Fund to Fight AIDS, Tuberculosis and Malaria. This was the first joint mission of a Global Union with the Global Fund. In 2011 we can say that it probably was also the last. 
 
Although the ICEM concept to target clinics operated by companies for HIV and AIDS services for workers and the surrounding communities with the involvement of unions had found recognition, little concrete follow-up activities resulted from this mission. Companies did engage in public/private partnerships and the Global Fund promoted co-investment projects but the ICEM&rsquo;s claim that the private sector includes business and unions went unheard. 
 
On the positive side, it should be mentioned that roll-out of antiretroviral drugs accelerated considerably and that major mining companies provided prevention, care and support services to their workers and dependents. 
 
We also referred to the report by FNV Mondiaal, &ldquo;Trade union support in the struggle against HIV/AIDS,&rdquo; which cited the ICEM project as a good example of integrating HIV/AIDS issues in collective bargaining and global framework agreements and gave credit to our efforts to build partnerships.

IndustriALL Global Union to be New Force

Since 2005, the ICEM HIV/AIDS project has covered much ground. But without question, there is still much work left to be done.<img alt="" src="" style="width: 40px;height: 40px;cursor: default" width="390" />Dear Readers, Friends, ComradesAs announced in the May issue, this is the last issue of the ICEM HIV/AIDS e-bulletin. We thank all readers for their interest and hope that we have succeeded in making a contribution to the dissemination of useful information over almost seven years.Next week, the ICEM, the International Metalworkers&rsquo; Federation (IMF) and the International Textile, Garment and Leather Workers&rsquo; Federation (ITGLWF) will hold their dissolution congresses in Copenhagen. Immediately after that the Founding Congress of the new Global Union Federation, IndustriALL, will take place. </div>Editor: Hans J Schwass, ICEM HIV/AIDS Consultant<img alt="" src="" style="width: 40px;height: 40px;cursor: default" width="390" />HIV/AIDS is a Workplace Issue; Unions Have Central Roles to PlayThis has been the leading message of the ongoing HIV/AIDS project, which has been running since 2005. The first phase of the project was sponsored by LO/TCO Biståndsnämnd, Sweden, and FNV Mondiaal, Netherlands, and ran from 2005 to 2008, with an additional project year in 2009. After a thorough internal assessment in 2008, a new project was approved, running from 2010 to 2012, sponsored by SASK of Finland and FNV Mondiaal. ICEM affiliates in these countries gave strong support and contributed financially to the project.Throughout the project periods, national HIV/AIDS coordinators were trained in regional workshops. At national level, activities started off with peer education and awareness and prevention campaigns. Increasingly, however, VCT campaigns were organised and thousands of workers, their families and members of the community queued up to know their status.Some progress has also been made on the adoption of workplace policies and the insertion of HIV/AIDS clauses in collective bargaining agreements. Despite a sometimes adverse relationship over conventional bargaining issues, companies must be seen as partners in the fight against the epidemic since an effective HIV/AIDS policy cannot be implemented without the participation of employers.HIV/AIDS workplace policies should also draw on the resources of companies for skills training, awareness and prevention campaigns and for VCT and ART services. Cost-benefit analyses have shown that even small expenses by companies for HIV/AIDS activities result in reduced costs for medical schemes, higher productivity, and reduced expenditure for training. Unions must continue to convince employers that it makes business sense to invest in the fight against HIV/AIDS.At the heart of the ongoing HIV/AIDS project are annually-approved national HIV/AIDS programmes that run in each of the 11 project countries. These &ldquo;projects-within-a-project&rdquo; are applied for by the national coordinators to the Sub-Saharan HIV/AIDS project coordinator, who discusses, approves and monitors all these individual national plans for action.Women issues in relation to HIV and AIDS also received a boost with two women-only sub-regional workshops in 2010 and 2011. Women&rsquo;s empowerment in taking control of their reproductive rights and dealing with issues such as violence at home and sexual harassment at the workplace were at the heart of these workshops. The use of female condoms was also promoted. The sub-regional workshops in turn led to women activities organised at national level. Several of these were not only relevant with respect to HIV/AIDS, but also strengthened unions by integrating more women in their union work and by recruiting more female members.Fighting HIV and AIDS is a national policy matter. All target countries have national policies to fight the pandemic and a National AIDS Commission, which coordinates the efforts of all stakeholders. It is important that trade union activities fit into this general framework. For this to happen, unions must be recognised as partners in national policy implementation and, subsequently, they have to actively seek contacts with national HIV/AIDS bodies.As part of the fight against the pandemic, trade unions should also seek the participation of NGOs in their activities and build alliances with them. NGOs often have more expertise and experience as they concentrate on one issue. Of utmost importance is the involvement of organisations of People Living with HIV/AIDS to reduce stigma and to demonstrate that HIV and AIDS should be treated like any other condition or disease.From its adoption by the International Labour Conference of the ILO in June 2010, ILO Recommendation 200 concerning HIV and AIDS and the World of Work, was promoted at in regional and national ICEM HIV/AIDS events. This is the first international human rights instrument to focus on HIV and AIDS and the world of work. All workers are protected by the new labour standard, including those in informal economies. As Recommendation 200 becomes more widely known and accepted, it has the potential to develop into a tool for unions to use.The Global Action Plan for the implementation of R200, as adopted by the ILO Governing Body in March 2011, seeks three outcomes for the period 2011 to 2015: reduction of stigma and discrimination, increased access to services, and scaled-up action by world of work actors.In our work, we also made a link to the broader ILO Decent Work Agenda, which is central in efforts to reduce poverty and to make occupational health and safety an integral part of the Decent Work Agenda. Important in this, as far as HIV/AIDS is concerned, is often not so much the job itself, but the conditions around it that can lead to behaviour that puts workers and their dependents at risk of acquiring HIV, such as working and living conditions of workers in remote mining areas, which contribute to an increasing infection rate.At global level, good cooperation was established with ILO/AIDS. Technical cooperation was not only extended by the ILO Head Office in Geneva but also by country offices where activities were organised. Special mention must be made of the cooperation with the ILO Delhi office, which greatly contributed to the success of the HIV/AIDS project in India, and of the collaboration with the ILO Pretoria office, which gave a boost to work on the ILO Decent Work Agenda and Recommendation 200.Work was initiated with the Global Fund to Fight AIDS, Tuberculosis and Malaria, the World Bank (WB AIDS Campaign Team for Africa) and the World Bank&rsquo;s International Finance Corporation (IFC against AIDS) with the objective to promote the concept of public/private partnership and co-investment with the involvement of unions. The dictum has been that the private sector is business and organised labour, i.e. trade unions. When skills training, knowledge transfer and other assistance are extended to management, it should also be offered to unions. No HIV and AIDS interventions at the workplace are effective if workers and their representatives are not included. Unfortunately, these organisations have not been responsive to such legitimate demands.An HIV/AIDS e-bulletin has been published monthly since October 2005. A dedicated HIV/AIDS website provided access to useful materials and links to other websites. Materials have included a leaflet, a manual for collective bargaining on HIV and AIDS issues, and a guide for resources and finance for HIV/AIDS activities. Very important for union work at the national level, a model union policy and a workplace policy on HIV/AIDS were developed.Another element of the work at global level has been the successful acquisition of additional funding to expand the project beyond Africa. Corporate partnership and solidarity contributions from affiliates made it possible to run HIV/AIDS projects in India, Trinidad &amp; Tobago, Mongolia, and Colombia. Supplementary funding was also obtained for Sub-Saharan Africa, mainly earmarked for VCT campaigns in Tanzania and Nigeria. The Danish LO/FTF supported a three-year project (2009-2011) in the mining sector in Ethiopia.While a lot has been achieved in the past years, much more still needs to be done. It was therefore decided to seek a continuation of the HIV/AIDS project and look at developing a new project proposal for sub-Saharan African IndustriALL affiliates for the years 2013-2015. Discussions are ongoing with the donor community on this.

Key activists of ICEM&rsquo;s Dutch affiliate FNV Bondgenoten inside a leading global chemicals company, Akzo Nobel, were welcomed at the ICEM Secretariat on 22 July to reinforce and organise the new global network of workers. 
 
Fons Welters, Chair of Akzo Nobel&rsquo;s Central Works Council (CWC) and a member of the European Works Council (EWC), with Michael Dekker and Marcel Tesselaar, of the CWC and EWC also, are stepping up the activity of the global network with various tools, including a new quarterly newsletter for the network.

It is normally the case that the union representing workers in the company&rsquo;s home country assumes responsibility for administering a global network of workers, and FNV Bondgenoten considers international networking within multinationals a priority. The network formed on meeting on 31 May-1 June 2010 and was FNV-Bondgenoten in Amsterdam. The union established the FNV Company Monitor some years ago as a tool for research on Dutch multinationals, and to build networks of unionists within them. 
 
An ICEM Global Corporate Network is primarily a means of communication for those working for the same employer across the world, and for their trade unions, allowing them to cooperate and coordinate. Akzo Nobel employs 55,000 people in over 80 countries.

A common pattern of union-busting in Turkey is being conducted against ICEM-affiliated Belediye-İş in Istanbul, and two international federations and a European union federation are calling for action by Turkey&rsquo;s new Minister of Labour and Social Security, Faruk &Ccedil;elik. 
 
Metropolitan municipality workers in Istanbul have been pressured to rescind their membership in Belediye-İş, the Municipal and General Workers&rsquo; Union of Turkey, and to instead join a different &ldquo;trade union&rdquo; preferred by management. In a 26 July joint letter, the General Secretaries of ICEM, Public Services International (PSI), and the European Federation of Public Service Unions (EPSU), united in condemning treatment of workers solidly aligned with Belediye-İş, an affiliate of all three federations.

Threats and intimidation exerted on workers by managers of the Metro Istanbul government have forced a number of workers to quit the union. Now, as many of them return to Belediye-İş, workers are being punished with forced relocation to other jobs elsewhere inside the municipality. This is especially the case for municipality employees in parks, gardens, social facilities, and municipal police services. 
 
The ICEM, PSI, and EPSU reminded Labour Minister &Ccedil;elik of the Turkish government&rsquo;s responsibilities in protecting freedom of association, the right to organise with the union of their choice, and to bargain collectively with that union, as stipulated under the Turkish Constitution and Core ILO Conventions.

ICEM, Public Sector Unions Call on Turkey’s Labour Minister to Intervene in Istanbul

Three separate mine tragedies last week caused the deaths of 36 miners in eastern Ukraine, with the death toll likely to climb with rescue efforts still incomplete and some miners in life-threatening conditions in hospitals. The worst occurred in the early morning hours of Friday, 29 July, when a methane gas explosion in a Metinvest B.V. coal mine in Lugansk Region killed 18. Eight miners are still missing. 
 
On the same day, hours later and in adjoining Donetsk Region, seven miners were instantly killed when a headframe at the state-owned Bazhanova mine near Makiyivka collapsed. The collapse sent an elevator hurling downward, killing the seven. Another three miners are unaccounted for and four were rescued and are hospitalised in serious condition.

The third tragedy occurred in another state-run mine in the Donbass of Donetsk Region on 26 July. Three miners are dead, another three are missing and feared dead when a roof collapsed 520 metres underground at the Rodynska colliery. 
 
The Metinvest gas blast at the former state-owned Sukhodolskaya-Vostochnaya coal mine near Krasnodon, Lugansk, happened at a depth of 915 metres and stands as Ukraine&rsquo;s worst mine tragedy since 101 miners were killed in a series of explosions in November 2007 at the privately-held Zasyadko company mine in the Donbass. 
 
Demitry Kalitventsev, the branch leader of the Ukrainian Coal Industry Workers&rsquo; Union (PRUP) in Lugansk, feared the death toll could exceed 30 because another nine miners who were rescued have extreme burns and their conditions are not good. It&rsquo;s been reported that the mine had modern safety equipment and detection devices, but consistently languished under high gas methane readings. 
 
Families of the victims are to receive UAH 1 million (US$125,000), it was reported. Metinvest is 75% owned by Rinat Akhmetov&rsquo;s System Capital Management Group (SCM) and 25% by Smart Holding Group. Akhmetov, Ukraine&rsquo;s richest individual, is a Party of Regions bankroller and a member of Ukraine&rsquo;s Parliament, the Rada. Metinvest of late has grown into one of Ukraine&rsquo;s largest steel producers with a number of acquisitions. Smart Holding has major interests in shipbuilding, construction, port management, and metallurgy and mining.

Three Coal Mine Accidents Kill at Least 36 in Ukraine

The ICEM was angered and shocked by the madness in Norway late last week, expressing disbelief to its Norwegian affiliated unions that such xenophobic lunacy could occur in such a model democratic social nation. General Secretary Manfred Warda, who was in the US at the time attending another affiliate&rsquo;s convention, said in a message to Norwegian trade unionists that it was with &ldquo;deep shock and sadness that I received the horrible news of the shootings and murders of so many young people and the losses from the terrible blast in Oslo. 
 
&ldquo;I am sure all over the world ICEM-affiliated trade unions feel the sadness and extend sympathies to the families who lost loved ones. We all feel deep solidarity with the people of Norway, we offer our condolences, and these tragic events show how much we need to be on alert to right-wing extremism and intolerable fundamentalism.&rdquo;

Norwegian Fellesforbundet President Arve Bakke, in a letter to global trade unions on the massacre of young Labour Party activists at Ut&oslash;ya and the Oslo bombing on 22 July, said: &ldquo;We would like to express our heartfelt gratitude for your solidarity and support following the shocking, violent and cowardly attacks that took place at Ut&oslash;ya and in Oslo. 
 
&ldquo;Our thoughts are now with the families, relatives and friends of the victims and everyone affected by this tragedy. 
 
&ldquo;It is with great shock and grief we were witness to the blackest day in Norwegian labour movement history. In just a few hours many union and political activists from the Norwegian labour movement were brutally deprived of their lives. Also democracy was hit at its core. The centre of national government was bombed beyond recognition and an important part of our future was massacred. 
 
&ldquo;This is a time to stand firm to our ideals and we condemn the forces that want to destroy everything we believe in. I will make Prime Minister Jens Stoltenberg&rsquo;s words mine: &lsquo;We must never give up our values. We must show that our open society can pass this test too. That the answer to violence is even more democracy. Even more humanity. But never naivety. This we owe the victims and their families.&rsquo;
