The strike by 32,000 Finnish metalworkers that began on 21 October could end tomorrow following a new proposal presented by National Conciliator Esa Lonka last night, 23 October. ICEM affiliate Ammattiliitto Pro, the trade union of salaried workers in Finland, and Metalliliitto, the country’s Metalworkers’ Union, will consider the proposal later today in separate meetings. 
 
The two unions began a first wave of strike actions last Friday against 45 metal and engineering companies that was to run until 7 November, with a second wave of strikes against another 35 firms to begin on that day.

Lonka’s new proposal addresses the unions concerns on a wage package over the next two years, while Finland’s government is expected to legislate the other key issue in the dispute – a three-day annual training and education leave in which employers sought to use its own discretionary control. 
 
Metalliliitto’s 38-member Union Council will consider the proposal at 16h today in Helsinki, while Ammattiliitto Pro’s Executive Committee will meet at 17h to take up the government conciliator’s proposal. If both bodies accept, the 32,000 workers – 25,000 metalworkers and 7,000 represented by Ammattiliitto Pro – will be back to work tomorrow, 25 October. 
 
The major discord was over a 4.3% wage increase for two years, an amount Finnish social partners agreed to on 13 October. Metal and technical employers, under the auspices of the Federation of Finnish Technology Industries, or Teknologiateollisuus, sought to structure that pay rise whereby many metalworkers and white-collar workers would not get the full amount. The new proposal given by Lonka last night, 23 October, proposes that it be granted across the board to all 200,000 workers in the country’s metal and engineering sector.

Conciliator’s New Proposal Expected to End Short Finnish Metalworkers Strike

Three trade union leaders at Euroasian Steels in Kutaisi, Georgia, will be released from jail late this week after serving ten-day administrative arrests. Emilo Gumberidze, Irakli Iobidze, and Malkhaz Gogiava were rounded up in a marketplace in Kutaisi eight days ago, three days after <a href="/en/4-Chemicals-Pharmaceuticals/4667-ICEM-Scorns-Blatant-Police-Repression-in-Putting-Down-Georgian-Metal-Strike" type="internal">Georgian police brutally broke a strike</a> there by ICEM affiliate Metallurgical, Mining and Chemical Industry Workers’ Trade Union of Georgia. 
 
The three were charged with narcotics possession/consumption and given drug tests. All three plainly passed. But in expressing the ridiculousness of the charge, the three were cited with disrespecting police. On 19 September, the Kutaisi City Court sentenced Gumberidze, Iobidze, and Gogiava to ten days in jail.

The sentence was a ruse to lock up trade unionists who are leading a legitimate workers’ movement decrying a two-year-old worksite that has no wage structures, no plan on safety and health, no adherence to global labour standards, no overtime pay, but limitless and mandatory work at low pay. When workers exercised their global right to strike under such conditions, they were met by a police crackdown reminiscent of a police state. Twenty-nine steelworkers at Euroasian, or known locally as Hercules, have been fired in recent weeks for exerting their voice over the horrid and despicable working conditions. 
 
Euroasian Steels is an Indian-Georgian enterprise, 87.5% owned by Manaksia Ltd.’s Euroasian Ventures, and 12.5% by Paata Chkhenkeli, a Georgian construction engineer who has close ties with a government eager for business but void of labour or regulatory statutes. Hercules is a mini-mill that rolls rebar and steel billet from molten iron scrap and then sells the steel bar to central Asia’s construction industry.

Georgian police brutally break strike: 15 September

It employs 400 workers, including 130 Indian nationals who are segregated from the Georgian workers and who themselves are treated like indentured servants. Their passports are held by management, their salaries sent back to India, and they are given a small stipend to live on. On 21 September – separate from the Metallurgical, Mining, Chemical Workers’ Union’s clash – Indian workers went on a two-hour work stoppage to protest their dire conditions. It was their second strike in recent months. 
 
The situation at Euoasian Steels in Kutaisi is gaining widespread attention, which cannot be good for the Georgian business climate or the country’s social record. The ICEM sent a sharp letter of protest to Georgia President Mikheil Saakasvhili and Prime Minister Nika Gilauri on 19 September over the previous week’s blatant human rights abuses by police and government authorities. LabourStart has started a new <a href="http://www.labourstart.org/cgi-bin/solidarityforever/show_campaign.cgi?c=1101">Georgia campaign</a> on the most recent repression and can be found here. And several protest actions by the Georgian Trade Unions Confederation (GTUC), NGO, and others in Georgian civil society were held last week at government ministries in Tbilisi and provincial offices in Kutaisi. These will continue this week, culminating in a mass action at Georgia’s parliament on 1 October.

What Name for New GUF? Suggest It!

The European Trade Union Confederation (ETUC) held its first mass mobilisation since a new team took over the 82-member confederation last spring. The 17 September march and manifestation in Wroclaw, Poland, against austerity platforms delivered the obvious: jobs and wages are not the enemy of the economy, but the engine. 
 
Some 40,000 trade unionists, representing national labour centres across Europe, manifested in the southwestern Polish city to meet head on the two-day meeting of the Economic and Financial Affairs Council (ECOFIN). They demanded that austerity measures not be part of any revamped European financial integration. 
 
While Member State economic and finance ministers were in Poland to craft greater monetary discipline in crisis-time Europe, unionists and their leaders said better economic governance must come in improved employment opportunities and higher social standards.

The ETUC condemned the European Central Bank, the Commission, and the International Monetary Fund (IMF) for pressuring Member States “to adopt an overambitious pace of fiscal consolidation, to deregulate job and social protection systems, to weaken and decentralise wage formation and collective bargaining systems.” 
 
ETUC General Secretary Bernadette Ségol said, “We’re here to tell our politicians that they shouldn’t be sawing through the branch they are sitting on.” She said salary cuts and social benefit reductions do not lead to growth and do not reduce debt. 
 
“We believe there are other options,” said Ségol, “such as European (finance) obligations, taxing financial transactions, ending tax havens and tax evasion” and implementing a fair system of taxation. (See the <a href="http://www.etuc.org/a/9013 ">ETUC statement to ECOFIN</a> here.)

The Wroclaw manifestation was held jointly with ETUC’s two Polish national labour centres, Solidarność and the All Poland Alliance of Trade Unions (OPZZ). The colourful march started at Olympic Stadium and passed in front of Centennial Hall conference centre – venue for ECOFIN – before ending up in Wroclaw’s old city. Throughout, the chants of jobs, workers’ rights, social rights, and solidarity were heard. 
 
ETUC President Ignacio Fernández Toxo, the President of CC.OO of Spain, said neoliberal financial ideology has proven to be a failure and warned that current austerity agendas will not solve the crisis but only deepen it. ETUC Deputy General Secretary Jozef Niemiec, a former engineer from Krakow, Poland, and stalwart of NSZZ Solidarność, reiterated those comments, stating austerity measures “will only worsen the current economic and social situation.” 
 
The ETUC rally was attended by trade unionists from Spain, Germany, Portugal, Italy, Norway, Sweden, Hungary, Lithuania, and Slovenia, with the largest delegation hailing from Poland, which currently holds the presidency of Europe.

Economic Growth Through Jobs, ETUC Tells Euro Finance Ministers

The second phase of the Royal Commission of Inquiry’s investigation into the deadly Pike River mine disaster in New Zealand in November 2010 concluded in Greymouth on Friday, 23 September. It produced important revelations regarding inept police supervision after the tragedy, lax emergency response and planning by Pike River Coal, and misguided decisions that still have prevented the recovery of bodies of 29 dead miners. 
 
The Pike River Coal Ltd. explosion of 19 November – and five subsequent blasts in the days following – is New Zealand’s worst mining disaster in 100 years and Royal Commission hearings are succeeding in illuminating serious malpractices that have no place in modern mining. This second set of three-week hearings that began on 5 September will be followed by a third phase in November. 
 
The three-member commission heard testimony on time and information lapses in rescue and recovery between local and national police supervision. And they heard the frustration of an Australian Construction, Forestry, Mine and Energy Union (CFMEU) expert from the Queensland Mines Rescue team, whose team arrived at Pike River in the immediate days after the blast, only to be sidelined and kept out of the monitoring loop.

Timothy Whyte, a chief safety inspector of the CFMEU, told how he witnessed, on 30 November, contractors ignore a warning and place flammable polyurethane around a GAG machine used to extract deadly gases from the mine. The material did catch fire. It took only an hour to extinguish, White said, because the fire retardant apparatus was nearby, but it cost the recovery team valuable time in sealing the mine. 
 
In other testimony, the panel heard from the New Zealand Mines Rescue general manager who said that off-site control by national police in Wellington resulted in “operational paralysis.” One of the commission members, Stewart Bell, a state Mine Safety commissioner from Australia, asked a senior police commissioner, “How much time was wasted, training police officers, in mining matters when you could have had someone there from the word go that understood the word terminology from the word go?” 
 
NZ Mines Rescue also was sidelined in the aftermath. The general manager said he advised the police and Labour Department on 21 November to immediately seal the mine to prevent intake of air. They rejected the idea and within days five more explosions occurred. Sealing would have made it possible to recover the bodies sooner. 
 
Whyte testified earlier that he was flabbergasted to witness a large ventilation fan positioned at a portal pumping fresh air into the shaft in the early stages of rescue and recovery. 
 
Eleven of the 29 dead were members of ICEM affiliate Engineering, Printing and Manufacturing Union (EPMU). The union’s attorney questioned witnesses on safety practices of Pike River Coal Ltd. He heard testimony that the company failed to provide enough drift-runners to mechanically evacuate miners in event of an emergency. A control room operator, who lost his brother in the disaster and was manning internal and external telephone lines at the time of the blast, testified that telephones into the mine sometimes worked and sometimes didn’t. 
 
A safety and training manager of Pike River Coal Ltd., who lost a son in the blast, admitted that he was always concerned that a long ventilation shaft served as the mine’s prerequisite second escape route. It was revealed climbing the laddered shaft could take up to 45 minutes and Pike River provided self-rescuers with only 30 minutes of fresh oxygen. 
 
In the final week of the Inquiry, last week, panel members heard from seven family members of the deceased who spoke on ineffective communication and outreach by authorities. November’s third stage of the Royal Commission of Inquiry will deal with the cause of the disaster.

Pike River’s Royal Inquiry Sees Troubling Safety Issues Inside NZ Mine Disaster

The three-month-long wage dispute between a branch of ICEM Indonesia affiliate Federasi Serikat Pekerja Pulp Dan Kertas (FSP2KI) and managers of a pulp mill on Sumatra Island owned by the Japanese Marubeni Group was resolved recently. Along with settlement, the Human Resource director that exhibited rude and coercive behaviour toward the union’s bargaining committee in July was sacked. 
 
SPPTTEL, the branch union of FSP2KI at the PT Tanjung Enim Lestari pulp mill near Muaraenim, and Marubeni were able to reach a 2011 wage accord with help from the provincial Manpower Ministry office. The two sides reached a compromise on wages, but it was the company’s dismissal of Eko Ganefianto that perhaps is the biggest triumph for paperworkers of SPPTEL. 
 
In collective negotiations, this boss threatened worker layoffs and termination of all bargaining committee members when the union put forward its wage demands. Ganefianto also threatened to call out police to forcefully break any strike that SPPTTEL called. 
 
Mostly due to the manager’s words and tone, SPPTTEL did strike for three days in late July (see <a href="/en/19-Pulp-Paper/4573-Paperworkers-Strike-Indonesian-Pulp-Mill-Pressure-Brings-Marubeni-to-Table " type="internal">prior ICEM report</a>). Although a police presence was nearby, the walkout by 1,000 paperworkers was peaceful. 
 
In pursuant bargaining, the union retreated from monthly wage demands of IDR 632,000 (US$74) and the company moved upward considerably. The agreement reached just over two weeks ago calls for a monthly increase of IDR 240,000 (US$27) per month. The average median salary at Marubeni’s pulp mill is IDR 2 million, or US$235-per-month. 
 
The union also won payment for the three days of strike action, and partial payment on salaries for the post-fasting Ramadan days of Eid ul-Fitr.

Indonesia Pulp Dispute Settled; Human Resource Director Sacked

By a 61% vote on 15 October, members of United Steelworkers (USW) Local 1005 in Hamilton, Ontario, ended U.S. Steel’s chokehold on the livelihoods of 900 Canadian workers. Union members accepted a three-year labour agreement that ended a 49-week lockout at the steel mill. 
 
The agreement meant workers began returning to their rightful steel mill jobs on 18 October for week-long health and safety training. Further recalls for the training are expected this week and next. The new pact is not altogether satisfactory because it creates a two-tier pension scheme with new hires placed in an inferior plan, and it ends cost-of-living indexing for 9,000 retirees, a key issue in the 14-month dispute. 
 
U.S. Steel pressured steelworkers into submission by first imposing the lockout on 7 November 2010, and then supplying its Canadian customers from the former Stelco mill in Hamilton with finished steel from American mills. In the end and after nearly one year, most of Local 1005’s members were on the verge of losing unemployment insurance benefits, which coupled with the USW’s C$200-a-week strike benefit gave workers about two-thirds of their normal income.

The agreement contains a C$3,000 ratification bonus, to be paid within 60 days of the 15 October vote, and it also includes a lump sum pay-out of C$1,000 to retirees taking in less than C$1,500-per-month in lieu of annual pension indexing. Active workers will also see reduced cost-of-living annual increases. 
 
A profit-sharing plan for active employees will be implemented in the fourth quarter 2011. It will come from a pool of money totalling 6.5% above C$25 million in earnings from the Hamilton Works and could mean an added C$3,500 in income per worker. Union members will receive credited service for the 11 months of the lockout, meaning some workers will be closer to taking retirement. 
 
All workers will be guaranteed 26 weeks of employment at 40 hours per week. That countered a U.S. Steel proposal from mid-September in which the company sought call-back language that would have left many workers without jobs long after ratification and the end of the lockout. As it is, U.S. Steel will only re-start the coke ovens, the cold line, and the Z line. There are no plans in the near future to re-start Hamilton’s blast furnace. 
 
The new agreement, which took effect on 15 October, calls for new hires not to be included in the existing defined benefit pension scheme and placed in a union-administered plan that will see U.S. Steel contribute C$2.50-per-hour worked. 
 
On USW Local 1005’s website, union leaders said, “We have made a huge effort so that the members can make an informed vote on whether to accept or reject this contract. We wanted to ensure that they are fully aware of the situation they face and of the responsibilities towards not just themselves and their families, but also towards the retirees, the future generation of workers, their union and their community. This whole process has shown that there are serious challenges facing us going forward.”

U.S. Steel Canadian Lockout Ends

Today in Belgrade, the ICEM affiliate Federation of Chemical, Non-Metal, Energy and Mining Trade Union will lead a joint main board meeting with two other Serbian unions on the final stages of a three-way merger. The 40,000-member ICEM affiliate will be joined by the Trade Union of Metalworkers and the Textile, Leather and Shoe Workers’ Union in an effort to create a single entity with strong growth prospects in the Central European nation. 
 
The new labour organisation is expected to be called the Trade Union of Industry and Energy and an integration Congress will be held in early May 2012. The 2,000-member Metalworkers’ union was weakened by a split in that organisation in 2010 and the Textile, Leather Union, numbering now only 1,000 dues-paying members, has been plagued by operational difficulties. 
 
Today’s meeting is expected to set an agenda in which the two smaller unions will operate as boards of the Chemical, Non-Metal, Energy and Mining Trade Union until next year’s merger. Zoran Stojanovic of the ICEM affiliate said the action plan being developed calls for a merged union to actively organise and provide updated services to Serbian industrial workers, particularly in the different energy sectors.

Serbia’s Chemicals, Metal, Textile/Leather Unions Set Agenda for Merger

Stefan Löfven, President of Sweden’s largest industrial union, IF Metall, was elected today by the Presidium of the Social Democratic Party as Chairman of the resurgent political party. Löfven was nominated yesterday, 26 January, by the party’s Executive Committee to replace Håkan Juholt, who resigned last weekend. 

In a congratulatory note sent by General Secretary Manfred Warda yesterday, the ICEM said, “We cannot think of a better, more effective and progressive leader for Sweden.” The <a href="/sites/default/files/migration/icem/9.ICEM%20Stefan%20Lofven.26Jan.pdf" type="internal">full ICEM letter</a> can be found here. 

Löfven has been President of 355,000-member IF Metall since the union was formed on 1 January 2006 with the merger of the Swedish Industrial Union (Industrifacket) and the Swedish Metalworkers’ Union (Metall). Previously, he served as Vice President of Metall from 2002. The 55-year-old Löfven had been employed by that union since 1995, first as a national bargaining officer, then as Secretary, and from 1999 to 2002 as head of the Organising Department. 

“With his very long and solid background in the trade union movement, Stefan will be an excellent leader of the Social Democratic Party,” said IF Metall and ICEM Vice President Anders Ferbe. “He has the power that can give stability and strength to our party.” 

The Social Democratic Party had long been the dominant political party in Sweden, establishing the Nordic nation as a model of social fairness and justice both inside Sweden and throughout the world. But in consecutive elections in 2006 and 2010, the leftish party was dethroned and a center-right ruling coalition government took control. 

Warda, in his letter, pledged that the ICEM “will stand with you in order that the Social Democratic Party once again not only leads Sweden, but continues to serve as the stellar social model for all the world to follow.”

Löfven was born in Stockholm but grew up in Ådalen, Ångermanland, Sweden. His first industrial job was at a sawmill in Domsjö in 1979, but he then went to work that same year as a welder at the military and all-terrain vehicle manufacturer Hägglunds and Söner AB, now part of UK-based BAE Systems. He served as shop steward, sector president and branch president. 

Before his nomination was publicly announced by the Social Democrats’ Executive yesterday afternoon, he addressed staff of IF Metall, and said, “I will keep my roots and my ideas about working life and social welfare for the benefit of all workers, not least of all the members of IF Metall.”

IF Metall’s Löfven Takes Reigns of Sweden’s Social Democratic Party

	Union members, affiliated to Unite the Union in the UK, rejected 5 March a redundancy proposal from Austrian packaging company Mayr-Melnhof that would have ended a 19-day lockout at a plant in Merseyside, near Liverpool. Workers rejected it 138-1 largely because management still insists on its own discretionary powers in disbursing redundancy packages to 49 workers.

	Unite has escalated a campaign against the Vienna-based paper carton and packaging company primarily because Mayr-Melnhof has retracted and reduced buy-out terms in this set of talks, and has substantially broken from redundancy pay-outs and terms commonly established in past consultations.

	In talks on 29 February and again on 3 March, the company proposed a social fund to bridge the difference paid in its 2008 and 2010 layoffs, with lesser packages offered now. But the social fund would be discretionary, based on subjective criteria unilaterally set by the company, which underscores Mayr-Melnhof’s bargaining posture throughout this set of 2012 talks.

	Workers at the Bootle, Merseyside, plant began lawful industrial actions on 10 February over Mayr-Melnhof’s intransigence with six-hour “switch strikes.”  Walkouts rotated from 06h to noon, and from noon to 18h. On 18 February, managers locked workers out and began manoeuvring to move equipment and product out of the factory.

	Workers then entered the factory and staged a shop-floor sit-in to prevent removal. Despite several sets of talks since, Mayr-Melnhof has steadfastly resisted any workable compromise proposed by Unite, and the lockout has continued.

	The union has brought the dispute to Mayr-Melnhof’s Packaging Division workers in Germany, and the ICEM has issued a call for <a href="/en/19-Pulp-Paper/4918-Packaging-Workers-Need-Support-" type="internal">Solidarity Action</a>, which can be viewed and acted upon here. Trade unionists inside the company’s Karton Division, led by Austrian affiliate Pro-Ge, have brought attention to the company’s hostile UK labour relations inside Mayr-Melnhof’s eight European paper mills, and Pro-Ge has also protested loudly to CEO Wilhelm Hoermansedar.
