At the Fifth Meeting of the Brazilian national network of trade unions at Dutch-based Akzo Nobel plants from 15-17 July in S&atilde;o Paulo, union representatives from British-based ICI chemical facilities joined the network. Akzo Nobel recently acquired ICI. 
 
The expansion of the network is expected to further the links of solidarity between workers of the two companies in Brazil. 
 
The 25 union representatives present came from plants located in Recife, Santo Andr&eacute;, Mau&aacute;, S&atilde;o Bernardo do Campo, Jundia&iacute;, Itupeva, S&atilde;o Roque, S&atilde;o Paulo, Bahia, Guarulhos, and Rio de Janeiro. 
 
The network meeting opened with a presentation by the Brazilian national centre CUT on a multinational project surrounding the ABC Chemical Workers&rsquo; Union&rsquo;s Project of Life programme. That deals with the demands of life, health, and work, and introduces actions to ensure a better work environment. 
 
The coordinator of the network, Sergio Carrasso, then delivered a report on activities of the network since its inception in 2003. That was followed by the results of a survey done by the Social Observatory Network on working conditions at Akzo Nobel.

The survey reflects a positive outcome through collective negotiations, with workers of Akzo Nobel in Brazil managing to establish better social dialogue practices in which civil rights have been guaranteed and wage differentials bridged. 
 
ICI trade unionists attending made a presentation on their individual plants, including numbers of workers, length of work days, discrimination problems, and social dialogue and corporate social responsibility experiences. 
 
The mid-July network meetings also served as preparation for the Third National Social Dialogue forum of Brazilian unions with Akzo Nobel. The network meeting concluded with a visit to the S&atilde;o Bernardo do Campo plant. 
 
Akzo Nobel workers pledged to continue seeking contacts with workers of the company in Mexico and The Netherlands.

Brazilian Akzo Nobel Workers’ Network Brings in ICI Plants for Effective Solidarity

&nbsp;The ICEM lodged a stern protest with the government of Turkey following excessive police force to quell a peaceful protest by ICEM affiliate Belediye-İş, the Municipal and General Workers&rsquo; Union. Due to stalled negotiations on behalf of 10,000 union members at different segments of the Istanbul Metropolitan Muncipality, the union issued a 60-day strike notice in mid-July. 
 
On 17 July, 2,000 Belediye-İş members, along with officials of the union, marched to an administrative building of the municipality to hang a banner announcing their legal strike. They were immediately repelled by police, using pepper spray and pressurized water cannons. 
 
The police force was a reminder of the force used on 1 May this year when trade unionists attempted to lay flowers at Istanbul&rsquo;s Taksim Square in memorial to the 37 comrades killed there by government forces on 1 May 1977.

Police Water Cannons Impede Peaceful&nbsp;Belediye-İş March on 17 July 

&ldquo;The attitude taken by police against peaceful demonstrators reinforces the impression and opinion worldwide on your government&rsquo;s pursuit against (workers&rsquo; rights),&rdquo; wrote ICEM General Secretary Manfred Warda to Turkish Prime Minister Recep Tayyip Erdoğan. 
 
&ldquo;Although Turkey has ratified ILO Conventions 87 and 98, we understand that neither in law or in daily life can these standards be freely exercised.&rdquo; 
 
The strike notice was issued because the Istanbul Metropolitan Muncipality has closed the door on negotiations after offering only an 8% increase. Belediye-İş is seeking a 40% increase. According to the union, daily consumer costs have rapidly escalated beyond the high inflation rate in Turkey, with water and transportation increases nearing the 35% mark.

ICEM Protests Police Force to Break up Belediye-İş Strike Call in Turkey

Today, in Bogot&aacute;, Colombia, civil society and trade unions, led by the ICEM electric utility affiliate Sintraelecol, will mark the 25th anniversary of the Guavio dam disaster in which most of the 200 casualities were&nbsp;temporary labourers. They were buried alive when a&nbsp;pair of massive rock slides, totalling 60,000 cubic yards of earth,&nbsp;fell on them&nbsp;in the evening of 28 July 1983. 
 
The day has been designated as not only a Day of Remembrance by&nbsp;ICEM's Latin America/Caribbean Region, but also as a day to push for full labour rights, including safety and health, for contract and agency workers. 
 
The memorial event and symposium&nbsp;will be held at the Hotel del Parque, 23-24 Carrera 5A, Bogot&aacute;, beginning at 14h00. 
 
&ldquo;Today is a tribute to the casual workers and others&nbsp;who passed away in 1983 while they were constructing one of the most important energy projects in our country,&rdquo; said ICEM Colombia Coordinator Carlos Bustos. &ldquo;It is also a call to non-permanent workers and agency staff everywhere to join with labour unions for decent work and a guarantee of protection under established global labour standards.&rdquo;

Construction of the 820-foot rock-fill dam, the tallest in the Americas,&nbsp;began in August 1981 by Empresa de Energia Electrica de Bogot&aacute;, the electric power company of Colombia's capital city. Between the towns of Ubal&aacute; and M&aacute;mbita, 120 kilometres northeast of Bogot&aacute;, the utility had purchased 2,000 estates from landowners in order to build the continent's&nbsp;biggest hydroelectic dam, one&nbsp;that would generate one million kilowatts of power.
In September 1982, a precursor of what was to come occurred when four miners were killed from a rock slide.
During&nbsp;the spring of 1983, when construction&nbsp;was in full swing,&nbsp;heavy rains set in on the&nbsp;the Bocatoma Valley in the department of Cundinamarca. 

The US$1.3 billion dam project, on the Guavio River, had the financial support of the World Bank and the Inter-American Development Bank. March through May, 1983, also saw a 48-day strike by workers against the joint contractors, Rome-headquartered Vianini Lavori Spa and Madrid-based Entrecanles y Tavora. The&nbsp;strike saw the Colombian military&nbsp;called in.

At 10h00 on 28 July, while boring was underway on a power tunnel and a separate water diversion&nbsp;tunnel,&nbsp;eight workers were slightly injured when a massive rock was dislodged and fell inside the adjacent tunnels. A safety alarm drew the attention of the industrial security team, but after inspection, the area was declared&nbsp;safe for work. Meanwhile, rain continued to ravage the Andes mountainside outside.&nbsp; 
 
At 19h00, pipefitters, electrical pump installers, and other skilled workers were leaving the project&rsquo;s front on buses,&nbsp;their work day complete. Left behind to mine the tunnels overnight were some 100-plus casual labourers, including many teen-age boys. 
 
In the words of one pump installer, who recalls looking back on the worksite&nbsp;from a base camp, the illimination of lights was brilliant. And then seconds later, &ldquo;the lights went dark.&rdquo; Some of the&nbsp;workers, along with rescues teams,&nbsp;began hurrying back to the project&rsquo;s front in buses, only to have a second&nbsp;landslide bury three buses alongside the tunnels. 
 
Buried inside were 138 workers, with&nbsp;another 40 workers crushed to death when the buses they were in&nbsp;became encapsulated by falling&nbsp;rock. Approximately 20 local residents, who were assisting work in one manner or another, also perished inside the tunnels.
The bodies of only one-half of the victims were&nbsp;recovered.&nbsp;&nbsp; 
 
The Guavio&nbsp;dam was finally&nbsp;completed in 1988, two years behind scheduled. In 1997, the Spanish company Endesa purchased the hydro-generating operation. 
 
The ICEM salutes its Colombian affiliate, Sintraelecol, with commemorating the 25th anniversary of a disaster that should never&nbsp;have happened, as well as all Latin American/Caribbean trade unions and NGOs who are participating in today&rsquo;s event.

Colombia Dam Disaster of 28 July 1983: ‘The Night the Lights Went Dark’ on 200 Casual Workers

Forty-one national mining unions from 37 countries met 9-11 July in St. Petersburg, Russia, for the ICEM&rsquo;s quadrennial World Conference on Mining and DJGOP. A total of 138 delegates addressed the major changes occurring in the industry. 
 
At the top of the agenda of an ICEM work plan covering the next four years was the continuing health and safety problems occurring at mines throughout the world. 
 
&ldquo;At a time of unprecedented profits in the mining industry, it is an unacceptable situation that much of this profit continues to be stained with the blood of miners,&rdquo; said Senzeni Zokwana, ICEM President and also President of the National Union of Mineworkers (NUM) in South Africa.

Although there are no worldwide figures on mining injuries and fatalities, serious accidents continue to plague mining operations in more developed countries, such as the US and South Africa, as well as in developing nations. South African-based Gold Fields Ltd., the world&rsquo;s fourth largest gold-mining house, was specifically cited for operating dangerous mines and may be a target of ICEM action. 
 
ICEM affiliates attending the Mining Conference approved a continued global campaign for ratification of ILO Convention 196, the Safety and Health in Mines Convention. Delegates also approved action to assist uranium miners in Africa in preventing exposure to dangerous radiation. 
 
A further focus to the conference was the continued vertical and horizontal consolidation in the mining and metals industries and the growing power of multinational corporations, including emergent multinational mining companies based in Brazil, China, India, and Russia. Delegates pledged to work together to build networks to confront these companies. 
 
Also designated as part of the work plan was the development of a policy on sustainable development, including support for developing clean coal technologies, challenging the use of contract and agency labour and gaining work rights for such workers, and establishing closer relationships with NGOs that show support for workers. 
 
Featured at the conference was a presentation on the fight between the Mexican mineworkers&rsquo; union, known as Los Mineros, and Grupo M&eacute;xico and the government of Mexico, which has attempted to destroy the union. ICEM affiliates pledged full support to the miners and a stepped up campaign against this company and the government.

ICEM Holds Quadrennial Mining Conference in Russia

After four years of existence, the Global Union Research Network (GURN), a joint ILO and global unions research forum, unveiled a more user-friendly and attractive web site. Users will find it much easier to navigate and search for documents and information on the many topics covered by the institute. 
 
A new addition to the site is the topic on Public-Private Partnership, which allows GURN to provide information on eleven important research topics: Corporate Governance; Economic Alternatives and Poverty Eradication; Global Trade Union Strategies (Union Renewal); Health Politics and Trade Unions; Migration; OECD Guidelines for Multinational Enterprises; Poverty Reduction Strategy Papers (PRSPs) &amp; International Financial Institutions (IFIs); Public-Private Partnerships; Sustainable Development; Trade; and Wages and Collective Bargaining 
 
The new Public-Private Partnership (PPP) page is created to shed light on the issues and concerns related to PPPs in different countries. 
 
GURN is a platform for trade unionists and researchers dealing with the challenges of globalization from a labour perspective. Partners to it include the International Trade Union Confederation (ITUC), the Trade Union Advisory Committee (TUAC) of the OECD, the Global Union Federations, the ILO&rsquo;s Bureau for Workers&rsquo; Activities (ACTRAV), and the ILO&rsquo;s Institute for Labour Studies.

GURN Launches New Website

The ICEM has received a request for affiliation by the National Miners' and Metalworkers' Union of Mexico (SNTMMSRM), a progressive trade union of 250,000 members. Although formal acceptance of the affiliation is subject to approval by the regional committee and the ICEM Executive Committee, it is anticipated that approval will be unanimous. 
 
ICEM General Secretary Manfred Warda, in a letter to SNTMMSRM Secretary General Napoleon G&oacute;mez Urrutia and the union&rsquo;s executive board, welcomed the application for affiliation: &ldquo;We view your affiliation as an historic step to not only align with mining unions throughout the world but also to further integrate the struggle for free and democratic trade unionism in Mexico with both the North America and Latin America regions of the ICEM.&rdquo; 
 
The ICEM has joined a global campaign, initiated by the International Metalworkers Federation (IMF), to bring more public attention and pressure on the Mexican government to stop efforts to destroy the union. Numerous ICEM affiliates have sent letters to Mexican President Felipe Calder&oacute;ne, protesting the collaboration of the government with Grupo M&eacute;xico to crush one of the few examples of democratic trade unionism in the country. Napoleon G&oacute;mez and his family, fearing assassination or incarceration on trumped up charges by the Mexican government, have been in exile in Canada under the sponsorship of the United Steelworkers. In May 2008, he was unanimously was re-elected as general secretary while in exile. 
 
In February 2006, a coal mine explosion killed 65 miners and only two bodies were ever recovered. The government has refused to investigate the cause of the accident. The government has also refused to investigate Grupo Mexico&rsquo;s involvement in the murder of Reynaldo Hern&aacute;ndez Gonz&aacute;lez, a miner who was applying for reinstatement, and the detention and torture of union members in Nacozari, Sonora. 
 
In April 2006, the government of Mexico sent 1,000 armed officers in an unsuccessful attempt to crush a strike in the State of Michoacan which resulted in two workers being killed and more than 100 persons injured. Strikes, prompted partly by health and safety concerns, continue at Grupo M&eacute;xico mines.

ICEM Welcomes Affiliation Request from Mexico’s National Miners’ and Metalworkers’ Union

A methane gas explosion killed 13 miners and wounded 14 others at the Petrila site of the National Coal Co. in the Jiu valley, Romania. The tragedy occurred 15 November. 
 
Among the dead were four emergency workers who were killed by a second explosion four hours later. They were attempting to rescue survivors, and recover bodies. All rescue activities were put on hold for 48 hours following the second blast. The final miner died of cardiac arrest early last week at a Bucharest hospital. 
 
The mine was shut down for two weeks, and reopened on 27 November. Workers held a memorial service on 18 November. The company paid the wages and seniority bonuses for the mine&rsquo;s 1,490 workers during the two-week shutdown.

Romania&rsquo;s worst mining disaster in 28 years, the two Petrila explosions on 15 November had attracted serious attention by the country&rsquo;s President. Both called for tougher scrutiny of safety at Romanian mining sites. &ldquo;This is too big a tragedy not to wonder about the causes,&rdquo; stated President Traian Basescu. &ldquo;The inquiry will determine if all protective measures were taken when the first miners went down the shafts and if the rescuers&rsquo; intervention was done according to the rules,&rdquo; said Varujan Vosganian, Romania&rsquo;s Minister of Economy and Commerce. 
 
Rumours were backed up by relatives that miners had been forced to continue working despite high readings of methane levels six days before the disaster. Smaller gas explosions had occurred in the mine. 
 
Ovidiu Jurca, Vice President of a national trade union bloc, BNS, said, &ldquo;Its criminal negligence to let these people work when the accepted methane gas level has been topped.&rdquo;

Thirteen Dead in Romania Mine Blast

Mine safety in South Africa was enhanced on 21 November when the country&rsquo;s Parliament passed amendments to the Mine Health and Safety law. The legislation must now go to President Kgalema Motlanthe for his signature before becoming effective. 
 
But South Africa&rsquo;s government is still withholding a presidential audit on health and safety in the mining industry. And ICEM&rsquo;s largest affiliate in Africa wants the report brought into the open.

At its National Executive Meeting (NEC) in Vereeniging, the National Union of Mineworkers (NUM) called for the immediate release of the national audit. &ldquo;The way the report has been held up gives suspicion that it may contain controversial safety details. We believe that the audit will reveal the true status of safety standards in the various mining companies,&rdquo; said NUM General Secretary Frans Baleni. 
 
After months-long lobbying to derail the safety reform bill by the Chamber of Mines, Parliament passed the measure ten days ago. A memorandum attached to the final version of the bill called it &ldquo;premised on the principle that the responsibility for health and safety lies with the employers.&rdquo; 
 
The reform measure includes insistence that mine safety investigations be carried out within ten days of occurrence, and that the reports are issued within 30 days. The reform also contains a criminal liability clause in which company executives can face a five-fold increase in fines and penalties if convicted of responsibility in health and safety accidents or deaths. 
 
Although NUM applauded passage of the stricter safety enforcement, it insists that the Mbeki safety audit must be forthcoming immediately. The audit was commissioned by former president Thabo Mbeki in October 2007, after 3,200 workers were trapped underground at Harmony Gold's Elandsrand mine. Miraculously, they were all rescued. The Mbeki national safety report, despite at least two pronouncements that it would be issued, has still has not been made public.

&quot;The NEC noted with serious concern the escalating number of workers who perish in the line of duty,&rdquo; said the NUM&rsquo;s Baleni. &ldquo;Over 180 mineworkers have died (this year) and thousands others have been injured, while thousands more suffer from respiratory diseases,&quot; he added. He called on the government to &quot;beef up inspectors&rdquo; to ensure that companies operating mines and building sites adhere to proper safety measures.&quot; 
 
Following the Elandsrand accident 14 months ago, the NUM called for an independent safety audit of mines and facilities. The national audit instead was carried out by the inspectorate of the Mines and Energy Department. 
 
More recently, the NUM presented an impact assessment report to a discussion forum on health risks to miners. The NUM proved that the blasting process produces large amounts of dust in both air and water. According to the NUM, this dust causes most miners to suffer for respiratory diseases, such as pulmonary tuberculosis and silicosis, as well as asbestos-related, skin and eye diseases, acute diarrhoea or noise-induced hearing loss. 
 
Meanwhile, the death toll continues to mount in the country&rsquo;s mines. Deaths in recent weeks have included: two miners killed at AngloGold Ashanti&rsquo;s TauTona mine near Carltonville, on 27 and 31 September; a miner killed at Harmony&rsquo;s Elandsrand operation in a cave-in; a miner killed at Gold Fields&rsquo; Driefontain mine following an earth tremor on 16 October; a fatality caused by electrocution from underground machinery at AngloCoal&rsquo;s Greenside Colliery, 19 October; a Northam Platinum employee who died in an underground industrial accident near Thabazimbi on 11 November; and a miner employed by DeBeers at its Finsch mine in the Northern Cape died on 17 November.

South African Parliament Passes Mine Safety Reform; Year-long Safety Audit Still Held-up

A recently released study by the Human Science Research Council of South Africa&rsquo;s Witwatersrand University reveals that the country&rsquo;s mining industry is becoming more and more reliant on short-term contract workers and casual labour. The survey found, for instance, that over 60% of the platinum mines in the Rustenburg area use non-regular workers in order to avoid accountability and reduce their costs.
Overall nationally in South Africa, 36% of all platinum mines use subcontract labour, with researchers finding that many of the workers come from other southern African countries. That gives employers less direct responsibility in the event of injury or economic liability. 
 
The Witwatersrand study said the number of subcontractors in South Africa&rsquo;s mining sector increased from 90,231 in 2003 to 122,589 in 2005.

The study, commissioned by the government&rsquo;s Labour Department, reveals that the trend is growing alarmingly. A spokesperson for the study, Professor Edward Webster, said a lesson can be drawn that the informal economy of three decades ago, which drew workers from the urban poor into unregistered enterprises, has now been replaced by formal enterprises utilizing more and more casual and subcontract workers. 
 
The research also found that most employers surveyed do not adhere to stipulated wage minimums, resulting in exploitation and disempowerment of workers, and threats of dismissals are common if casual workers attempt to align with trade unions. 
 
Labor Department Acting Director-General Les Kettledas told a news agency that the state has adequate laws and policies to prevent exploitation of short-term contract workers, but strategies to implement those policies and laws fall short. He said the aim of commissioning the university&rsquo;s Sociology of Work Programme for the study was to assure corrective measures are implemented. 
 
Kettledas admitted the findings are a reflection of the reality that now exists in the formal sectors.

South African Study Shows Contract Labour ‘Growing Alarmingly’ in Mining

Today is the 20th anniversary of World AIDS Day. To mark the day, the ICEM has issued a leaflet that can be found here. Since 1988, trade union and civil society efforts have engineered a strong response to the epidemic, and recorded results prove the engineering has solid footing, thanks to labour unions and NGOs. 
 
But more work remains. &ldquo;The fight to eliminate the scourge of the pandemic is far from finished, and more must be done,&rdquo; said ICEM General Secretary Manfred Warda. &ldquo;We&rsquo;re proud to recognise the 20th Anniversary of December 1, but even prouder to mark this day with a commitment to wage this fight until the disease is gone.&rdquo;

The role of trade unions is critical in the struggle against AIDS. Trade unions demonstrate leadership on the issue by pushing early testing and prevention methods in the workplace, and then in homes and communities. The issue is a priority in most governing bodies, in women&rsquo;s caucuses, on health and safety committees, and most importantly, in negotiations with companies. This impact is positive to the community, to family life, and to national level policies based on workable and achievable grass-roots principles aimed at combating the disease. 
 
Together with social partners, the World AIDS Campaign set this year&rsquo;s theme for World AIDS Day as &ldquo;Lead &ndash; Empower &ndash; Deliver,&rdquo; building on last year&rsquo;s theme to take the lead. Designating leadership as the overall theme for 2007-08 provides an opportunity to highlight the political leadership needed to fulfill commitments, particularly the promise of universal access to HIV prevention, treatment, care, and support by 2010. 
 
Any union member, shop steward, union official, committee member, or gender representative who takes action today on HIV/AIDS is a leader in the fight against the deadly disease.
