Calling for trade union rights in Mexico, the international trade union movement began a week of action by meeting with the Mexican Ambassador to the United Nations and holding a rally in Geneva, Switzerland today. 
 
Similar actions are scheduled to take place in at least 30 countries around the world until February 19, which coincides with the fifth anniversary of the deaths of 65 miners at the Pasta de Conchos mine disaster in Mexico on February 19, 2006. 
 
Since this time the Mexican Miners’ Union, the union that called for justice following the disaster, has faced systematic, frequently violent and escalating violations of worker and trade union rights by employers and the Mexican government. 
 
Other independent trade unions in Mexico seeking to improve the rights of working people have also increasingly come under attack in recent years through the tolerance, complicity and, on many occasions, the direct action of the Mexican state. 
 
A delegation of international trade union leaders, accompanied by a representative of the Swiss union UNIA, met with the Mexican Ambassador in Geneva this afternoon and demanded the Mexican government stop violating fundamental trade union rights and start complying with its own laws and international standards on human and trade union rights. 
 
“It is now five years since 65 miners were killed in the February 19, 2006 explosion at the Grupo México Pasta de Conchos coal mine. To this day, bereaved families have not received proper compensation, the miners’ bodies remain buried and violent and illegal attacks perpetrated by the Government and employers against the Mexican Miners’ Union continue,” explained Fernando Lopes, Assistant General Secretary of the International Metalworkers’ Federation, a member of the delegation to the embassy in Geneva today. 
 
“The political persecution of the Mexican Miners’ Unions and others like it must stop,” demanded Lopes. 
 
Independent unions including the Mexican Miners' Union (SNTMMSRM), the Mexican Electrical Workers' Union (SME), the UNTyPP union representing workers in Mexico's state-owned petroleum company PEMEX, the National Union of General Tyre Workers of Mexico (SNTGTM) and the Union of the Autonomous University of Mexico's Workers (SUTUACM), as well as the Mexican Telephone Workers' Union (STRM), Authentic Workers' Front (FAT) and up to thirty other unions affiliated to the National Union of Workers (UNT) have all faced violent attacks, intimidation and repression of trade union rights. 
 
Supporting the campaign, Joe de Bruyn, President of the UNI Global Union explains, "For decades the Mexican government has facilitated low wages and suppressed worker voices through a pervasive web of employer-controlled protection contracts. We want to change the rules of the game in Mexico and ensure all workers can join the free and independent trade union movement.” 
 
“Calderon must begin to understand that trade union freedoms in Mexico will not disappear, no matter how hard he tries to ignore it,” said ICEM President Senzeni Zokwana, also supporting the week of action. “Global trade unions in fact are now keenly united on Mexico as a target for vast improvements on social labour rights. Momentum and pressure now become our tools.” 
 
David Cockroft, ITF General Secretary, added, "We have witnessed at first hand the deep running desire of Mexicans for representation and just and safe workplaces. The will and the need are there; it is actions like these ones that now take this struggle forward." 
 
“Mexico must fulfill its international obligations to respect fundamental workers’ rights. The treatment of the Mexican Miners’ Union is a symptom of a much broader problem of violation of ILO standards in Mexico, and the fact that proper compensation still has not been paid is simply unacceptable,” said ITUC General Secretary Sharan Burrow. 
 
Trade unions in Argentina, Australia, Belgium, Brazil, Bulgaria, Canada, Denmark, Finland, France, Germany, India, Indonesia, Korea, Kosovo, the Netherlands, New Zealand, Peru, Poland, Russia, South Africa, Spain, Sweden, Switzerland, Turkey, Ukraine, United Kingdom and the U.S. are calling on the Mexican government to respect trade union rights in a series of actions from 14 to 19 February 2011. 
 
In Mexico itself, the independent trade union movement will be holding various actions across the country throughout the week to highlight the systematic abuse of trade union rights by the Mexican government. 
 
Together the trade unions are holding rallies, meeting with Mexican government representatives, and sending letters and thousands of emails all calling on the Mexican government to: 
1. Hold employer and government officials accountable for the Pasta de Conchos mine explosion that killed 65 miners on February 19, 2006. 
2. Abolish systemic violations of workers’ freedom of association, including employer-dominated “protection contracts” and interference in union elections. 
3. End the use of force—by the state or private parties—to repress workers’ legitimate demands for democratic unions, better wages and working conditions, and good health and safety conditions. 
4. End the campaign of political persecution against the Mexican Miners’ Union and the Mexican Electrical Workers’ Union. 
The action to support the democratic and independent unions in Mexico is being taken by trade unions around the world affiliated to the International Metalworkers’ Federation (IMF), the International Federation of Chemical, Energy, Mine and General Workers' Unions (ICEM), the International Transport Workers' Federation (ITF), UNI Global Union and the International Trade Union Confederation (ITUC).

Global Days of Action On Workers’ Rights in Mexico

Dear Sisters, Brothers and Comrades: 
 
You may have heard that I am departing the ICEM and returning to North America and my union, the United Steelworkers (USW). This was a very difficult decision for me, which was determined largely by personal factors. Manfred and the USW have worked out an arrangement for me to assist the ICEM in the transition with replacement staff, so feel free to contact me at jdrexler@usw.ca if I can be of assistance. 
 
While my original leave of absence to work at the ICEM was for two years, the leave was extended and I am finishing with almost 3 ½ years of service to the ICEM. I had an extraordinary opportunity that few trade unionists ever have. I was able to see the world through the eyes of wonderful colleagues and comrades in the many unions I came in contact with. Working together, we were able to build a stronger and more vibrant ICEM North America Region and make important strides in building power against greedy and sometimes brutal multinational employers. 
 
Serving as the ICEM Mining Sector Officer was particularly rewarding. Mining trade unions in much of the Global South play a pivotal role in the broader trade union movements and may well determine the future of civil society in many countries. The struggle to ensure responsible mining investment and sustainable development, the right to organize trade unions without employer interference, improved health and safety of miners, and stopping the scourge of tragic mining accidents remain major challenges. 
 
I express special thanks and appreciation to Manfred Warda, ICEM General Secretary; Senzeni Zokwana, ICEM President; Andrew Vickers, Chair of the ICEM Mining Sector; Ken Neumann and Dave Coles, Co-Chairs of ICEM North America; and the ICEM staff for their support and counsel throughout my tenure at the ICEM.

Joe Drexler's Letter to ICEM affiliates on his departure

Domestic workers are among the most vulnerable in the world. The 100th session of the International Labour Conference, on 16 June, achieved the adoption of the Decent Work for Domestic Workers Convention No. 189, and its accompanying recommendation. 
 
The convention sets out a set of basic protections for domestic workers under law, in countries that ratify. Governments around the world must now be pressured to ratify and implement the provisions. Attention will be on the countries in the Gulf, where an underclass of migrant domestic workers exists. But also countries such as the United States have labour law protections which exclude domestic workers of the “informal economy”. This must now change. 
 
Domestic work is one of the main locations for slavery and child labour, as well until now very low levels of inspection and regulation, non payment and low payment of wages, and violence, with the work often carried out by migrants, and women. This convention symbolically recognises domestic workers as regular workers, entitled to all the rights enjoyed in other sectors. Domestic workers should be emboldened by this global recognition, into organising collectively across the sector.

The <a type="internal" href="/en/219-5th-statutory-congress">website</a> for the Fifth ICEM Statutory Congress in Buenos Aires, Argentina, 24-26 November 2011 is now live.  
 
The site will be a source of information for Congress delegates and others in the lead-up to Congress and during the event, available in the seven statutory languages of the ICEM plus Turkish. 
 
A live video feed of the event in Buenos Aires will be broadcast on the site, and sections will include practical information for participants, Congress News, the Congress Work Plan, submitted and passed resolutions, documents and speeches, the Secretariat Report, and information regarding the Contract and Agency Labour Conference of 23 November. 
 
Congress is the supreme authority of the International and meets once every four years to set policy and elect its officers. The Fifth ICEM Statutory Congress will bring around 900 participants from all over the world. The Congress will be held at the Hilton Hotel, Buenos Aires. 
 
Affiliated unions must submit motions for consideration at Congress to the Secretariat before Friday 22 July, 2011. 
 
Colleagues requiring a visa to travel to Argentina are requested to return their participation forms to the Secretariat immediately, as the process can take several months.

The ICEM-affiliated Utility Workers Union of America, AFL-CIO, celebrated its 29th Constitutional Convention on 22-25 June, in Las Vegas, USA. The Convention was conducted under the motto “Shaping Our Future, Building Our Industries” 
 
The UWUA were able to celebrate a successful four-year period since the previous Convention, in which time the union has organised increased strength and industry density, successfully influenced national elections in 2008 and 2010, and was elected to the AFL-CIO’s Executive Council for the first time. During the period the UWUA also achieved a number of significant collective bargaining successes, in a time of increased corporate aggression. A key victory was at Covanta Energy in April 2010, where a first union contract was won for workers at the plant in south-eastern Massachusetts. (See the <a href="/en/78-ICEM-InBrief/3741-Utility-Workers-of-America-Gets-Excellent-First-Labour-Pact-with-Covanta" type="internal">ICEM report</a> on Covanta here)

ICEM General Secretary Manfred Warda, addressing the Convention, wholeheartedly congratulated the UWUA for the success in the two-year struggle at Covanta, “It has been inspiring to many of our affiliated unions in their struggle against greedy companies and unfair labour practices … We are proud to have contributed to that campaign, with PSI, by mobilising unions in Canada, Ireland, the UK, and Netherlands to block Covanta expanding in their countries until it accepted the rights of workers in the US.” 
 
Guest speakers at the Convention included Dr. Steven Chu, US Secretary of Energy; and David Foster, Executive Director of BlueGreen Alliance. 
 
Among the numerous important Convention resolutions on occupational health and safety, union rights, and sustainable jobs, the Convention adopted a resolution on International Labour Solidarity in which the UWUA resolved to continue to support international solidarity struggles throughout the world, and to continue active participation in the ICEM and PSI. The resolution also resolved to push the US Congress to ratify Core ILO Conventions 87 and 98. 
 
The ICEM congratulates the UWUA elected Officers, who were all re-elected at the Convention.

UWUA 29th Constitutional Convention

Mediated negotiations this week between ICEM affiliate National Union of Mineworkers (NUM) and the Chamber of Mines in South Africa will prove pivotal in determining if gold and coal strikes occur in the coming weeks. The NUM has also declared disputes in the nation’s important platinum mining sector, with talks between the union and Anglo Platinum, Impala, and Northam Platinum at a stalemate. 
 
On 7 July, the NUM filed a declaration of dispute with South Africa’s Commission for Conciliation, Mediation and Arbitration (CCMA) over unresolved issues – including pay awards – in the coal industry. Talks on 8 July with the Chamber went nowhere, with employers refusing to budge from an offer that is less than the inflation rate. The Chamber represents AngloCoal SA, Exxaro, Xstrata Coal, Delmas Coal, Optimum Coal, and Springlake. 
 
The two sides will meet again this Wednesday, 20 July, under the auspices of the CCMA. There are a combined 250,000 miners covered under the coal and gold talks with the NUM representing 80% of those workers. Gold companies represented by the Chamber include AngloGold Ashanti, Harmony Gold, and Goldfields.

If no solution is found this week, the CCMA is likely to issue a certification of non-resolution, which means the union need only give employers a 48-hour notice before striking. In coal, the NUM is seeking a 14% pay hike, while the Chamber of Mines has been steadfast on granting only a 4.5% increase for the lowest mine classifications and 4.2% for others. 
 
A coal strike will severely cripple state-run electricity producer Eskom, which generates 95% of South Africa’s power needs and 45% across the whole of Africa. 
 
In gold mining, talks failed on 6 July and again on 13 July, after which the NUM filed for dispute resolution with the CCMA. The union is also seeking 14% from the Chamber in the gold talks, while employers have increased their offer from 4.2% to between 5% and 5.5% in the most recent set of talks. 
 
“We have already begun the mobilisation for massive strike action by over 250,000” miners, said NUM General Secretary Frans Baleni. “A real war has just started, a war over a living wage and this is not reversible.” 
 
That war likely will be extended to South Africa’s rich platinum mines, as well, where the nation is the world’s leading producer. On 12 July, NUM declared a dispute with Northam Platinum at the company’s 6,800-worker Zondereinde Division in Limpopo Province, and at two other Northam mines. A day later, a formal dispute was lodged against Impala Platinum, where NUM is seeking 14% for the lower classifications and 13.5% for higher job grades. The union is also polling members at the world’s number one producer, AngloPlatinum, where it is seeking a 20% increase. 
 
One mine strike has already commenced. That is at the chrome mine of Chemstof Pty. Ltd. in Boksfontein, North-West Province, where 200 workers downed tools on 11 July over wage differences, living-out allowances and transport stipends. And at diamond producer DeBeers, the two sides are still far apart over a 2011 wage package.

NUM in Formal Disputes with South African Gold, Platinum, Coal Mining Houses

Turkish national union leaders and local leaders from the Thrace region – all leaders of unions affiliated with the ICEM, IMF, and ITGLWF – convened recently to give mutual support and to tackle several cases of industrial discord in the rapidly-growing manufacturing zone. The February manifestation was the start of a unity coalition aimed at providing aid and assistance to affiliates of the three Global Union Federations (GUFs) in the Free Trade Zone of Corlu. 
 
The ICEM has 14 affiliates in Turkey, while the IMF has three affiliates, and ITGLWF four. This situation indeed makes Turkey a priority country for work by the three GUFs. 
 
The February protest centered on giving support to ICEM affiliate Petrol-İş in its two-month strike against India-base Polyplex company, a plastics and polyester company. (See an <a href="/en/78-ICEM-InBrief/4212-Organising-Campaigns-of-Petrol-İş-of-Turkey-continue-but-with-Pain- " type="internal">ICEM news article</a> and join the <a href="http://www.labourstart.org/cgi-bin/solidarityforever/show_campaign.cgi?c=868">LabourStart campaign on Polyplex</a>.)  
 
Management had sacked trade union activists. The manifestation also addressed other trade union infringements, particularly at worksites where organising drives are underway. The five unions attending the protest pledged to support one another in the Thrace region in ongoing strikes and recruitment drives. 
 
The protest also was aimed at the Turkish government’s recent efforts to modify labour legislation regarding casual, temporary, and precarious work. Thrace is an area of Turkey experiencing a high rate of foreign industrial investments, ranging from metals to textiles to natural gas, chemicals, and rubber manufacturing. 
 
“For many days we have been striking at workplaces individually,” said Petrol-İş President Mustafa Öztaşkın. “But today all the unions striking in the region have come together. We have unified our powers. We have decided to walk together and to organize joint demonstrations and actions. Our hope is that this bond now starting in Thrace will spread to the whole of the country.” 
 
“Regardless of distinction or which confederation the union belongs,” added Adnan Serdaroğlu, the President of Birleşik Metal-İş. “We will defend the rights of dismissed workers.” 
 
Musa Servi, President of the ITGLWF affiliate Deri-İş, representing leather and shoe workers, said, “Employers will try to exploit by establishing factories in free trade zones where union rights are weak. If we act together, we can change this.” The President of TEKSTIL, Ridvan Budak, also attended. 
 
Nearby to Corlu, 12 factories have been targeted for union organizing, but many union activists have been dismissed from their jobs because of their union membership. Besides Polyplex, factories of Yeşil Kundura (shoes), Disa Otomotiv (an auto supplier), Anakonda (metal fabrication), Astaş Alüminyum (aluminum), and Grup Suni Deri (leather) have been targeted for unionisation, and evidence of the disputes can be found with several tents of picketers to be found in front of plants. In some workplaces, achievements have been made while solidarity and support activities continue, as does several court cases. 
 
Turkish unions seek to enhance the Thrace region unity to the whole country since the three GUFs are in the process of doing the same on the global level.

Turkish Unions of IMF, ICEM, ITGLWF Form Unity Coalition

Some 6,000 members of the Pascagoula Metal Trades Council – four US union organisations – have an early three-year contract extension with shipbuilder Huntington Ingalls Industries at work-yards in the state of Mississippi. That came off because of a 60% ratification vote by unionised workers on 1 December. 
 
Huntington Ingalls, a spin-off of major US defense contractor Northrup Grumman, builds and maintains the US Navy’s surface combatant fleet at Pascagoula, a coastal city on the Gulf of Mexico. 
 
The agreement covers workers who are members of the International Brotherhood of Electrical Workers (IBEW), the International Association of Machinists & Aerospace Workers (IAM), the Office Professional Employees Union (OPEIU), and a security workers’ union, and comes four months before the March 2012 expiry of the current agreement. 
 
Journeymen workers will see a US$.60-per-hour rise in their base wage on 9 January 2013, with another US$.60 coming a short two months later on 11 March. Effective 10 March 2014, a US$.70-per-hour increase will occur. 
 
Workers will receive a one-off US$1,000 payment early in 2012 to forego a 2012 cost-of-living adjustment but the COLA will return in the other years. Workers will absorb some increases in their health care insurance coverage in the new pact. 
 
Huntington Ingalls is a major contractor to the US Navy and Coast Guard and besides Pascagoula, where it is responsible for 70% of US surface fleet, it operates the Newport News, Virginia, shipyards, where it builds both nuclear and non-nuclear ships and submarines for the US government. It also controls AMSEC LLD and Continental Maritime of San Diego (CMSD). 
 
Huntington Ingalls is currently partnering in Newport News with French nuclear specialist Areva in building a US$360 million facility for construction of heavy components used in nuclear reactors.

Shipbuilders at Pascagoula, US Mississippi, Ratify 3-Year Contract Extension

ICEM World Congress 
 
HIV and AIDS featured prominently at the 5th ICEM World Congress held in Buenos Aires from 24-26 November. 
 
The Congress publication of Global Info highlighted the ICEM’s HIV and AIDS work in a two-page spread. The Action Programme, which was unanimously adopted by delegates, makes repeated reference to the importance of the role of trade unions in fighting the pandemic at the workplace. With the adoption of the Action Programme delegates expressed their full support for the merger with the International Metalworkers’ Federation (IMF) and the International Textile, Garment and Leather Workers’ Federation (ITGLWF). HIV and AIDS work will take a prominent place in the new organisation which will come into existence in June 2012. 
 
At the Congress, the ICEM HIV/AIDS Consultant maintained a command post that contained HIV and AIDS material and he talked to many delegates on the ICEM’s work on HIV and AIDS, as well as on the importance of the ILO Recommendation No 200 concerning HIV and AIDS and the World of Work, which was distributed at the Congress in print form.

ICEM at ICASA 
 
The ICEM and its affiliate in Ethiopia, the National Industrial Federation of Energy, Chemical and Mine Trade Unions (NIFECM), made a great impact at the International Conference on AIDS and STIs in Africa when the NIFECM President, Firew Bekele Afework, gave the oral presentation of an abstract on the HIV and AIDS work in the mining sector in Ethiopia, which is supported by the Danish LO/FTF Council. 
 
The abstract, entitled “HIV and the Workplace, Awareness and Prevention in the Mining Sector in Ethiopia – Trade Unions Take their Responsibility,” raised much interest among participants and drove home the message of the importance of workplace HIV and AIDS interventions, and the role of trade unions, whose potential is often underestimated. 
 
ICASA was held in Addis Ababa from 4-8 December under the theme “Own, Scale up and Sustain”.

The Global Fund Board has cancelled Round 11 in light of the Global Fund’s financial difficulties. This difficult decision was made at a two-day Board meeting in Accra, Ghana, 21-22 November. The wording for the resolution did not include the word “cancel” or anything implying it. Instead, the Board resolved “to convert Round 11 into a new funding opportunity in 2014.” 
 
The original decision to launch Round 11 in August 2011 was made at a Board meeting in December 2010. At its meeting in May 2011, the Board did not make any changes to its plans for Round 11 as an estimated US$1.6 billion would be available for that round. But the estimate of funds available for Round 11 declined to US$0.8 billion in September 2011, and then to a negative amount in November. 
 
The Global Fund has long had a policy that the financing of Phase 2 renewals of existing grants has a higher priority than the financing of new grants. As a result, the Board concluded that almost all of the US$8.2 billion in revenues that is now projected to arrive by the end of 2013 will be needed for renewals, leaving no money for Round 11. The next replenishment period will be 2014–2016. Given that there is no money for Round 11, the next opportunity for countries to apply for new grants will be during the 2014–2016 period. 
 
Why was Round 11 launched and then cancelled? And what does the decision to cancel Round 11 tell us about the Global Fund’s financial condition? Unlike what some news reports suggest, the Global Fund has billions of dollars in the bank, with billions more expected to arrive during the next two years. The problem is that most of that money is needed for the current and renewal phases of existing grants. In addition, the Fund has introduced a more cautious methodology for estimating how much funding it will receive in future. 
 
Primarily because of these two factors, the Global Fund now estimates that until 2014, it will have almost no money for new grants. Hence, the need to cancel Round 11. It is not accurate to say that Round 11 was cancelled because of decisions by donors since May to cancel, reduce or delay their pledges, because that is not happening, although the Fund has serious problems with a few donor countries.

Global Progress in HIV Response 
 
Global progress in both preventing and treating HIV emphasizes the benefits of sustaining investment in HIV and AIDS over the longer term. The 2011 joint report by the World Health Organization (WHO), UNICEF and UNAIDS Report on the Global HIV/AIDS Response indicates that increased access to HIV services resulted in a 15% reduction of new infections over the past decade and a 22% decline in AIDS-related deaths in the last five years. 
 
Advances in HIV science and programme innovations over the past year add hope for future progress. In times of economic austerity, it is essential to rapidly apply new science, technologies and approaches in order to improve the efficiency and effectiveness of HIV programmes in countries. 
 
While there are successes in increased access to testing of pregnant women and subsequent treatment to prevent mother-to-child transmission, as well as an expansion of antiretroviral therapy (ART) in general, a lot still needs to be done. More than half of the people who need antiretroviral treatment are still unable to get access to it (and many do not even know that they are infected). 
 
Worldwide, the vast majority (64%) of young people aged 15-24 living with HIV today are female. The rate is even higher in sub-Saharan Africa where girls and young women make up 71% of all young people living with HIV - essentially because prevention strategies are not reaching them. 
 
In 2010, HIV epidemics and responses in different parts of the world vary with shifting trends, progress rates and outcomes. Sub-Saharan Africa has reached an ART coverage rate of 49%. But prevention is still lacking with 1.9 million new infections in the region, where 22.9 million people, two thirds of the world’s total, are living with HIV. Asia shows a stabilizing epidemic overall, but new infections are very high in some communities. Of the 4.8 million people living with HIV in Asia, nearly half (49%) are in India. Eastern Europe and Central Asia presents a dramatic growth in HIV, with new infections increasing by 250% since 2001. Middle East and North Africa records the highest number of HIV infections ever in the region (59,000) in 2010, which represents a 36% increase over the past year. Latin America and the Caribbean have a stabilizing epidemic with 1.5 million living with HIV in Latin America and 200,000 in the Caribbean. 
 
The report is also critical about the decrease in funding in the wake of the financial crisis. 
 
Echoing these developments and figures, UNAIDS released a separate report called “2011 UNAIDS World AIDS Day Report.”

Botswana: Mogae in Call to Legalise Homosexuality, Prostitution 
 
Botswana should decriminalise homosexuality and prostitution to prevent the spread of HIV, said Festus Mogae, former President of Botswana. Mogae, who heads the government-backed Botswana AIDS Council, said it was difficult to promote safe sex when the practices were illegal. He also called for condoms to be distributed in prisons. 
 
Mogae said that Botswana should not regard homosexuals as criminals. Similarly, arresting prostitutes does not help to protect them or their clients from being infected. He also said that the government’s failure to give prisoners condoms has worsened the pandemic. “If people go to prison HIV negative and come out of it HIV positive, it means that prisons are one of the sources of infection,” he told the BBC. 
 
Botswana has one of the highest infection rates in the world – 17% of the population are HIV positive. When Mogae was President, it became the first sub-Saharan country where antiretroviral drugs were widely available for free.

Burundi: ‘Die-in’ to Protest Lack of HIV Care 
 
Hundreds of Burundians living with HIV and AIDS recently staged a demonstration in the capital, Bujumbura, to protest against a lack of treatment. Men, women and children lay on the ground for ten minutes to "show the government that if nothing is done rapidly - this week, this month – we will all die," said Jeanne Gapiya, a leading Burundian HIV activist. 
 
According to Gapiya, despite funding from the Global Fund to fight AIDS, Tuberculosis and Malaria in 2010, organizations caring for HIV-positive people had not signed agreements with the National Council for HIV/AIDS Control, CNLS, to access the cash. 
 
The Global Fund approved about US$35 million to fight HIV in Burundi under its eighth round of grants. An estimated 150,000 Burundians are living with HIV; the pandemic has left more than 20,000 orphans in the central African country. Global Fund grants to Burundi are channelled through a coordinating body called the Intensification and Decentralization Programme for the Fight against HIV/AIDS (PRIDE), which funds CNLS, which in turn pays for HIV-positive people’s healthcare.

Health Effects of Financial Crisis: A Greek Tragedy 
 
Greece has been affected more by the financial crisis than any other European country. There are signs that budget cuts in health care have led to worsening health outcomes, especially within vulnerable groups. 
 
A significant increase in HIV infections occurred in late 2010. The latest data suggest that new infections will rise by 52% in 2011, compared to 2010, with half of the currently observed increases attributable to infections among intravenous drug users. Budget cuts in 2009 and 2010 have resulted in the loss of a third of the country’s street work programmes. Many new HIV infections are also linked to an increase in prostitution and associated unsafe sex. 
 
Overall, the picture of health in Greece is disturbing. It reminds us that, in an effort to finance debts, ordinary people are paying the ultimate price: losing access to care and preventive services, facing higher risk of HIV and in the worst cases losing their lives.

News from Global Unions 
 
The International Transport Workers’ Federation (ITF – <a href="http://www.itfglobal.org">www.itfglobal.org</a>), in its latest HIV/AIDS updates 115 and 116 of 1 and 15 November, respectively, reports on a week-long organising and VCT campaign in the road transport sector in Togo, UNESCO’s new AIDS strategy, on education sessions for Cambodian fishermen and on the effects of austerity measures in Europe, especially on infections by drug users. 
 
On 30 November, on the occasion of World AIDS Day 1 December, the ITF launched the report on a comprehensive and cross-regional HIV and AIDS survey in the port sector. The survey examines the impact of HIV and AIDS among port communities and illustrates the need for union action and support. It also highlights the importance of ILO Recommendation 200 concerning HIV and AIDS and the World of Work.

Five Years Ago: From the December 2006 Issue (No. 15) 
 
The first issue of the ICEM HIV/AIDS e-bulletin was published in October 2005. In current issues, we refer to an article from the same month five years ago and reflect on developments. 
 
In the December 2006 e-bulletin, we reported on the initial HIV and AIDS workshop in India in Puri, Orissa, in November. The objectives of the workshop included the achievement of a solid knowledge about the HIV/AIDS epidemic; the introduction and advocacy of the ILO Code of Practice on HIV/AIDS and the world of work; the development of workplace policies and of a work plan of activities with sustainable funding sources. From this initial workshop the Indian National Mineworkers’ Federation (INMF) in cooperation with the ICEM developed a comprehensive programme which has been running from 2008 to the end of 2011. Corporate partnership with funding from the German pharmaceutical company Boehringer Ingelheim made this project possible. 
 
We also reported on the latest HIV and IADS figures published in the UNAIDS/WHO 2006 Epidemic Update. An estimated 39.5 million people were living with HIV. There were 4.3 million new infections in 2006 with 2.8 million (65%) of these occurring in sub-Saharan Africa and important increases in Eastern Europe and Central Asia, where in some countries infection rates have risen by more than 50% since 2004. In 2006, 2.9 million people died of AIDS-related illnesses. The 2010/2011 look a bit better (see article above).

ICEM’s two affiliated oil workers’ unions – the white-collar Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN) and the National Union of Petroleum and Natural Gas Workers (NUPENG) – joined the call of Nigeria’s two labour federations in a nationwide strike today over the government’s sudden 1 January removal of consumer fuel subsidies. 
 
The indefinite strike by Nigerian workers in all sectors was authorized last week by the executive boards of both the Trade Union Congress (TUC) and the Nigeria Labour Congress (NLC). NUPENG’s board approved today’s walkout at a meeting of union leaders yesterday, while PENGASSAN’s National Executive Council (NEC) gave strike approval on 5 January. 
 
In a statement issued after the NEC meeting in Lagos, PENGASSAN President Babatunde Ogun called government’s fuel subsidy removal “illegal, hasty, without consultation, and lacking of transparency.” The union challenged the government of President Goodluck Jonathan to work on behalf of Nigerian people rather than for the International Monetary Fund and World Bank.

Both PENGASSAN and NUPENG called on the government to rescind the New Year’s Day elimination, roll back fuel prices to 2011 levels, and then engage the unions of Nigeria in honest dialogue. 
 
The lifting of subsidies immediately shot fuel prices up as much as 225% one week ago. It also sparked a price rise in food and transport costs across Nigeria. Many human rights groups and civil liberty organizations began protests last week. Petrol filling stations in many states were blockaded and protests spilled into many roads across the country, blocking traffic. 
 
Even though Nigeria produces about 2.4 million barrels of crude oil, the government is forced to import roughly 70% of its gasoline supply because of inadequate and run down refineries. The country of 160 million people depends on only three operable refineries for retail consumption. 
 
Jonathan acted on the recommendation of the Petroleum Products Pricing Regulatory Agency (PPPRA), a body notorious for irregularities and one that has paid billions of naira to so-called “brief-case companies” and middle men in import subsidies. 
 
Nigeria’s National Industrial Court ruled on 6 January that Labour’s indefinite strike would be illegal but similarly to a mass national strike in 2003 when a previous government attempted to lift remove fuel subsidies, strikes across the country went ahead today and are expected to continue throughout the week.
