ICEM&rsquo;s Spanish affiliate FITEQA-CC.OO., 1st May Foundation, Trade Union Study Center of CC.OO and Observatory of Trade Unionism in Globalisation jointly organised a seminar on new trade union internationalism, in Barcelona on 26 November 2009. 
 
The ICEM was represented at the seminar through its Chemical and Rubber Industries Officer Kemal &Ouml;zkan along with other speakers Philippe Pochet, Director of the European Trade Union Institute, Tomas Nieber, Industrial policy officer of the IGBCE of Germany and Chairman of the ICEM&rsquo;s Chemical Industries Division, Javier Doz, International Secretary, CCOO (Comisiones Obreras) and Isidor Boix, Director, Observatory on &ldquo;Trade Unionism in Globalisation&rdquo;, 1st May Foundation, CCOO; Secretary for International Trade Union Action of FITEQA-CCOO. The seminar was moderated by Rodolfo Benito, Chairman of the 1st May Foundation, and Confederation Research Secretary, CCOO.

Opened by Joan Carles Gallego, Secretary General, CONC, discussions took place around some basic questions such as &ldquo;Internationalism as opposed to nationalism? Does this involve any aspects that are specific to trade unionism?&rdquo;, &ldquo;Does &lsquo;globalisation&rsquo; offer anything new in line with trade union interests? &ldquo;New trade union internationalism and the rules of world trade. Protectionism?&rdquo;, &ldquo;Multinationals as a possible specific framework for these concepts &ndash; codes of conduct, international framework agreements, trade union networks, EWC, worldwide committees&rdquo;. 
 
&ldquo;Under the circumstances of a globalised economy using outsourcing, privatisation, capital mobility and destruction of the welfare state resulting in mass unemployment and income insecurity, we, trade unions, are not passing through easy times. We need to be able to wage efforts to reshape our organisations and policies, to overcome the challenges arising from changing circumstances&rdquo; stated ICEM&rsquo;s Kemal &Ouml;zkan. International level industrial relations through Global/regional framework agreeements, union networking at different level and campaigning, particularly against companies that insist not to respect trade union rights and freedoms, were all important tactics for the international labour movement, concluded the seminar.

Spanish Trade Unions Discuss Trade Union Internationalism

Conflict was resolved at the Haldia Petrochemicals company in India last week, where a four day strike was ended by a new collective agreement, ensuring significant wage gains for CAL workers. The wage revision saw workers receive a 104 percent rise in the first year of the agreement, followed by 21 percent the second year and a further 20 percent the third year. There are 1,500 workers at the plant who will benefit from the new collective agreement. 
 
Talks were brokered by the country&rsquo;s Department of Labour, and discussions were held at the office of the Labour Commissioner. The top officials of the Haldia Petrochemical Ltd. management had previously refused to sign the Charter of Demand (COD) presented by leadership of the HPL Servicing and Maintenance Contractors Union (HSMCU), who are not ICEM affiliates. The union responded with indefinite strike action, on Saturday 21 November, which was ended after four days.

HSMCU General Secretary Debashish Maity stated that the lowest paid CAL worker at the plant received Rs. 3,000 per month (US$65), prior to agreement. The originally rejected COD sought to raise that figure to Rs 6,000 in year one, Rs 7,600 in year two, and Rs 8,500 in year three. The agreement reached following strike includes this wage structure. Similar percentage raises will apply to better paid workers at the factory, &ldquo;&hellip;the average hike of the structure will be up from Rs 6,000 to Rs 11,000,&rdquo; stated General Secretary Maity. Workers will also receive a monthly salary, as opposed to the daily wage they received prior. The wage gains apply for the last five months, and workers will receive those arrears immediately. 
 
The company has been carrying out a second phase of expansion, named Project Supermax, which would increase the capacity of the naphtha cracking from 520 kilotonnes to 675 kilotonnes per year. The union action was well timed and the company could not afford to halt the expensive expansion process for strike.

The new collective agreement also changes the rules on workers receiving their salary payments on time, as salaries are paid to the employees via the contractor firms, workers had complained of severe delays. This will no longer be possible. 
 
There are still considerable differences in the standard of working conditions for the outsourced workers and regular employees at the plant. The struggle will continue to end this discrepancy.

Considerable Wage Gains Achieved by Indian Petrochemical Workers

The ICEM fully supports the &lsquo;Justice for Colombia&rsquo; campaign against the signing of an EU-Colombia free trade agreement (FTA). The trade agreement is currently being negotiated, despite strong opposition when it first appeared on the agenda, five months ago. 
 
Justice for Colombia is a coalition of trade unions in Europe, especially the UK, and is backed by the TUC. The coalition supports the Colombian trade union movement and Colombian people, in their struggle for social justice, decent work, and respect for trade union rights. EMCEF (European Mine, Chemical and Energy workers' Federation) has also expressed strong support for the campaign, the ICEM and EMCEF call upon affiliates and supporters to take action in support of this campaign. The human rights concerns in Colombia are extreme. The murder of trade unionists is becoming more and more common, with the country&rsquo;s security forces consistently involved in the crimes. Those security forces act with the support of the government, who often publically label trade unionists as terrorists and never chase convictions for those responsible for the murders. These concerns have moved the US and Canada to delay their FTAs with Colombia, and the EU should also refuse to reward the Colombian government, until the human rights situation improves.

ICEM Backs Trade Union Campaign against EU-Colombia Free Trade Agreement

On the recent call by the Iraqi government to form a new preparatory committee for the election of the GFIW leadership. 
 
 
The Higher Ministerial Committee overseeing the implementation of Governing Council's decision No.(3) for the year 2004 officially announced recently that nominations are open to establish a national preparatory committee with responsibility to organize and supervise the GFIW leadership election across Iraq. 
 
This government action was done without any prior knowledge or consultation with GFIW despite the government claim that it is organizing this (election) in line with current labour law[ Law 52 of 1987] and the internal rules of the GFIW [GFTU Rules]. 
 
The Executive Committee of the General Federation of Iraqi Workers states that the current move by the High Ministerial Committee completely violates Labour Law number (52) of 1987 and the internal rules of the GFIW [GFTU]. 
 
The High Ministerial Committee overseeing the implementation of Governing Council's decision No. (3) for the year 2004, should have implemented what it had issued before ( reference to the letter of the Ministry of State for Civil Society No c s / 106 On 13 September, which lead to the formation of a national preparatory committee on 2/2008 set up with the task of preparing and supervising workers election. A date for election was set on 22 June 2008 and then on 1 March 2009 but all this was cancelled without any justification by an order ( No 86 on 1March 2009) issued by the Minister of Civil Society. 
 
The GFIW stressed repeatedly that workers have the right to form and join union is and it believes that this is a legitimate democratic practice endorsed by international Labour organization (ILO) standards and guaranteed by article 22 of by the permanent Iraqi constitution. 
 
Convention No. 87 of 1948 of the ILO and Convention No. 8 of 1977, of the Arab labour organization obliges Member States to provide workers with freedom to form trade unions and compel states not to interfere in internal affairs of the unions. 
 
The main aim of organizing workers into trade union is to strengthen industrial relations and improve social and cultural conditions for workers so that they can help in the reconstruction of Iraq. 
 
The GFIW/IFTU while rejecting the current government interference in its internal affairs, Is calling on Iraqi workers to stand up to defend their legitimate rights and is appealing to the wider trade union movement, professional associations and civil society organizations, political parties and members of the Iraqi parliament for support and assistance and for the solidarity support of the international trade union movement in order to put an stop to all government interference.

Bilinen adıyla UNFCCC COP-15 konferansının, sera gazı emisyon hedefleriyle ilgili olarak Kyoto Anlaşması'nda &ouml;ng&ouml;r&uuml;len h&uuml;k&uuml;mleri yenileyecek ya da o h&uuml;k&uuml;mlerin yerine ge&ccedil;ecek bir dizi anlaşma ortaya koyması bekleniyor. 
 
Toplantıda konuşan IMF Genel Sekreteri Jyrki Raina ş&ouml;yle dedi: &ldquo;Bizim faaliyet g&ouml;sterdiğimiz sekt&ouml;rler genellikle mevcut &ccedil;evre krizinin yaratıcıları arasında g&ouml;r&uuml;l&uuml;yor. Gaz Emisyonunu Kıs, İstihdamı Dönüştür

The ICEM-affiliated Utility Workers Union of America, AFL-CIO, celebrated its 29th Constitutional Convention on 22-25 June, in Las Vegas, USA. The Convention was conducted under the motto &ldquo;Shaping Our Future, Building Our Industries&rdquo; 
 
The UWUA were able to celebrate a successful four-year period since the previous Convention, in which time the union has organised increased strength and industry density, successfully influenced national elections in 2008 and 2010, and was elected to the AFL-CIO&rsquo;s Executive Council for the first time. During the period the UWUA also achieved a number of significant collective bargaining successes, in a time of increased corporate aggression. A key victory was at Covanta Energy in April 2010, where a first union contract was won for workers at the plant in south-eastern Massachusetts. ICEM General Secretary Manfred Warda, addressing the Convention, wholeheartedly congratulated the UWUA for the success in the two-year struggle at Covanta, &ldquo;It has been inspiring to many of our affiliated unions in their struggle against greedy companies and unfair labour practices &hellip; We are proud to have contributed to that campaign, with PSI, by mobilising unions in Canada, Ireland, the UK, and Netherlands to block Covanta expanding in their countries until it accepted the rights of workers in the US.&rdquo; 
 
Guest speakers at the Convention included Dr. Steven Chu, US Secretary of Energy; and David Foster, Executive Director of BlueGreen Alliance. 
 
Among the numerous important Convention resolutions on occupational health and safety, union rights, and sustainable jobs, the Convention adopted a resolution on International Labour Solidarity in which the UWUA resolved to continue to support international solidarity struggles throughout the world, and to continue active participation in the ICEM and PSI. The resolution also resolved to push the US Congress to ratify Core ILO Conventions 87 and 98. 
 
The ICEM congratulates the UWUA elected Officers, who were all re-elected at the Convention.

UWUA 29th Constitutional Convention

Three regions of the ICEM held Regional Conferences in the last three weeks. 
 
The ICEM Asia-Pacific Regional Conference was held in Bangkok on 28-29 June, with 124 participants from 15 countries. The first day was dedicated to discussion on priority issues &ldquo;Organizing Multinational Corporations (MNCs)&rdquo; and &ldquo;Contract Labour&rdquo;. During the second day, delegates were briefed about the merger process. The strong sense of solidarity and positivity towards merger with the International Metalworkers&rsquo; Federation (IMF), and the International Textile, Garment &amp; Leather Workers&rsquo; Federation (ITGLWF) was manifested by participants. ICEM Asia-Pacific affiliates are well acquainted with the merger process. Eleven representatives of the IMF and ITGLWF joined the meeting and had an opportunity to interact with ICEM member unions, and discuss future joint activities.

The Central Europe ICEM Regional Conference was held on 15 June in Balatonszemes, Hungary. Participants were from ICEM member organisations in Slovakia, Slovenia, Croatia, Hungary, Poland and Serbia. The host organisation was the Federation of Trade Unions of Chemical, Energy and General Workers, (VDSz), under President Tamas Szekely. Guests from the IMF and ITGLWF also took part in the conference. 
 
During the conference, ICEM General Secretary Manfred Warda gave a summary report on the activities of ICEM, campaigning and global framework agreement developments. The creation of a new international industrial federation was discussed. Anatoly Surin reported on ICEM activities in the region, and Mato Lalic on ICEM project activities in the region. 
 
Juraj Blahak, President of EKHOZ Slovakia was re-elected as President of the ICEM Regional Council of Central Europe. All the participants agreed with the application of the Independent Trade Union of Energy workers of Kosovo to become an ICEM member organisation. 
 
The North America Regional Conference on 13-14 June in Ottawa, Canada, passed two resolutions firstly supporting the Sindicato &Uacute;nico de Trabajadores de la Empresa Industria Vidriera del Potos&iacute; S.A. de C.V. (SUTEIVP) glass workers in their conflict with Industria Vidriera del Potosi S.A. The second resolution was a wide commitment of the region to continue support in solidarity for trade union rights in Mexico. The Conference discussed and supported the creation of a new International.

ICEM Regional Conferences Support Creation of New International

The <a href="/en/219-5th-statutory-congress">website</a> for the Fifth ICEM Statutory Congress in Buenos Aires, Argentina, 24-26 November 2011 is now live.&nbsp; 
 
The site will be a source of information for Congress delegates and others in the lead-up to Congress and during the event, available in the seven statutory languages of the ICEM plus Turkish. 
 
A live video feed of the event in Buenos Aires will be broadcast on the site, and sections will include practical information for participants, Congress News, the Congress Work Plan, submitted and passed resolutions, documents and speeches, the Secretariat Report, and information regarding the Contract and Agency Labour Conference of 23 November. 
 
Congress is the supreme authority of the International and meets once every four years to set policy and elect its officers. The Fifth ICEM Statutory Congress will bring around 900 participants from all over the world. The Congress will be held at the Hilton Hotel, Buenos Aires. 
 
Affiliated unions must submit motions for consideration at Congress to the Secretariat before Friday 22 July, 2011. 
 
Colleagues requiring a visa to travel to Argentina are requested to return their participation forms to the Secretariat immediately, as the process can take several months.

As with CEPPWAWU, the National Union of Metalworkers' of South Africa (NUMSA) has today begun strike action following a failure of negotiations with the Steel and Engineering Industries Federation of South Africa (SEIFSA). NUMSA has lowered its demand for a 20 per cent salary increase, to 13 per cent, however SEIFSA only offered 7 per cent, and refused to seriously negotiate the other key NUMSA demand for labour brokers to be banned in all companies with NUMSA members employed. 
 
Further NUMSA demands include a two-year wage agreement, as opposed to three years sought by employers, a one-day medical test for all workers, a five-day family responsibility leave per occurrence, and a 20 per cent night shift allowance. 
 
Talks between NUMSA and the Metal and Engineering Industry Sectors Bargaining Council ended on Thursday with a certificate of non-resolution being issued, paving the way for a strike.

The indefinite mass countrywide action is likely to include upwards of 300,000 workers. David Carson, executive director of SEIFSA, responded to impending strike action on Thursday, declaring 48 hours&rsquo; notice before initiating lockouts at various firms. 
 
Strikers convened at the Workers&rsquo; Library in Johannesburg from 9am today. Led by NUMSA General Secretary Irwin Jim and the general secretary of the Congress of South African Trade Unions (COSATU), Zwelinzima Vavi, workers marched to submit a memorandum at Metal Industries House on Anderson Street in Johannesburg. 
 
Demonstrations also took place in Port Elizabeth, Cape Town and East London. A march in Northern Cape will take place tomorrow. 
 
Employer&rsquo;s regressive demands in the failed negotiations included protecting their right to outsource work via labour brokers, introducing incredibly low entry level salaries, increasing the working week from 40 hours to 45, and exempting companies with fewer than 50 employees from many of their responsibilities towards workers.

South African Metalworkers&#039; Strike

South African ICEM affiliate, the Chemical, Energy, Paper, Printing, Wood and Allied Workers Union (CEPPWAWU) representing over 70,000 workers begins strike action today in the petroleum, pharmaceutical, industrial chemicals, tissue and allied industries, and plastics industries, as employers continue to stone-wall negotiations for the period 2011-2012. 
 
The Strategic Committee of CEPPWAWU met on 23 June and decided unanimously to strike during the week of 4 July 2011. CEPPWAWU members today, 4 July 2011 are joining NUMSA in the national strike in the MEIBC (Metal and Engineering) sectors. 
 
Negotiations have been deadlocked with employers on wages and conditions in three national bargaining councils - the National Bargaining Council for Chemical Industries, National Bargaining Council for the Wood and Paper Sectors and the Metal Engineering Industries Bargaining Councils.

CEPPWAWU&rsquo;s demands include a wage rise of 11-13 per cent across the board, a minimum wage of R6 000 (615 Euros) monthly, annual wage discussions, outsourced and temporary workers to become permanently employed, plus various sector specific social demands including on housing, transport, and maternity benefits. 
 
Employers are offering 4 per cent and 7 per cent, an offer that CEPPWAWU describes as an &ldquo;insult&rdquo; to workers. Union negotiators point to discrepancies between the official rate of inflation, 4.6 per cent, and the real inflation of living costs, as the price of basic items has risen dramatically over the last two years. 
 
In last year&rsquo;s negotiations workers made sacrifices as the country was badly affected by the global recession. This year some employers are seeking to extend those concessions. 
 
CEPPWAWU has asked the South African public to be patient during the strike, as it will result in shortages of drugs in hospitals, of fuel, paper, chemicals. CEPPWAWU remains committed to dialogue towards a solution. 
 
The strike was able to be legally launched today after an attempt by employers of the Plastics Converters Association (PCA) failed in the Gauteng Labour Court, with the judge ruling the strike legal and ordering the PCA to pay legal costs. 
 
An eleventh hour bid to interdict a strike by workers in the metals and plastics sectors failed on Friday, when the Labour Court turned down an application from the Plastics Converters Association (PCA) and ordered it to pay costs.
