In occupational health and safety, accidents are best described as the results of failures in those systems that ought to keep workers safe. These can include choices of materials, tools, equipment, processes; the design of specific tasks or the work process; level and competence of supervisory control; workplace environment including noise, dust, fumes, heat, cold, and conditions of floors, surfaces, lighting; and the characteristics of workers themselves, including experience, skills, training, and other human factors. 
 
When one or more of these systems fails, an accident can occur. Was an inappropriate tool provided? Was the task poorly designed to begin with? Were supervisors absent or negligent? Was the workplace environment inhospitable? Did the workers have the appropriate skills and capabilities to do the work safely? Systems failures that expose workers to hazards must be corrected at the source, with personal protective equipment used only where elimination at the source is not possible or practical. 
 
Unions demand three fundamental rights for workplace health and safety: the right to know about the hazards of the work; the right to participate in health and safety systems, and the right to refuse unsafe work.

The systems above are far more likely to be weak or absent entirely for Contract and Agency Labour (CAL) workers. The hazards they face are less likely to be corrected at the source, and more likely to be dealt with by providing personal protective equipment - if even this is provided. Finally, contract and agency workers are in a weak position to demand any of their three basic occupational health and safety rights, without the risk of losing their job. 
 
The vulnerability of CAL workers is reflected in accident statistics. Last year in Belgium, agency workers were twice as likely as permanent workers to suffer a workplace accident. The ICEM&rsquo;s Peruvian mining affiliate, FNTMMSP, reported that 49 miners died in the first nine months of 2009, 37 of whom were working for subcontracting companies. In Turkey, thousands of young migrants who work in jeans factories are likely to develop silicosis, following exposure to high levels of silica during the denim sandblasting process. Forty-four workers have already died this year and 550 have so far been diagnosed with the disease. 
 
Unions and decent work make work safer. Insecure contract and agency labour can and does injure workers.

Job Vulnerability Puts Health of Temp Workers at Risk

A week-long blockade by several hundred contract workers at Chile&rsquo;s third largest copper mine ended 12 May, but issues remain unresolved. The blockade, takeover of equipment and operations, and reported kidnappings of direct employees at the Collahuasi mine in northern Region I ended only when Special Forces of the Chilean police arrived to break up the strike. 
 
The contract workers then took the strike 180 kilometres to the west to the town of Iquique. Negotiations to resolve the dispute had been ongoing with the Tarapac&aacute; governor, and reports circulate that talks would again start today. Collahuasi, which is 44% owned by Xstrata, 44% by AngloAmerican, with the rest held by Japanese investors connected to Mitsui &amp; Co., declared force majeure on 10 May.

The mining enterprise said it suspended production then because of the on-site takeover, but began operating again on 12 May. Collahuasi employs 2,000 direct employees, while another 4,000 work for some scores of sub-contractors. 
 
Collahuasi is currently in the first phase of a US$750 million expansion and reports linked the contract workers to a Chilean engineering firm involved in that expansion. Their strike and blockade is over demands that include on-site housing similar to that of direct-employed staff, and bonuses for successfully concluding wage negotiations in April. 
 
The strike and blockade began 7 May. Copper prices on the London Metals Market rose slightly due to the shutdown. The Collahusi mine provides 3.3% of the world&rsquo;s copper supply, with 2009 production at 535,000 tonnes of processed copper. The expansion, due to be complete by 2015, will boost that production figure to 600,000 tonnes.

Contract Workers’ Strike Flares at Chile’s Collahuasi Copper Mine

Iranian authorities experienced a wide backlash of anger from throughout the world, following their decision to secretly execute teacher and trade unionist Farzad Kamangar on 9 May. 
 
Farzad Kamangar was hanged at Evin Prison in Tehran, along with three other Kurds and one other man, without their families or legal representatives being told beforehand. The draconian executions followed a legal process which failed to meet any semblance of accepted international standards, or even Iranian standards of fair trials. 
 
The ICEM has long been involved in the campaign against repression and violations of human rights in Iran, including the illegal arrests of other trade unionists. Increased solidarity and support is now needed for those who are illegally imprisoned, with fears spreading that their fates might meet the same as Farzad Kamangar&rsquo;s.

The Global Union Federation for teachers and educators, Education International (EI), has been fighting Farzad Kamangar&rsquo;s case since his arrest in May 2006. He was given the death sentence in February 2008, following a trial lasting less than five minutes. The 35-year-old member of the Teachers&rsquo; Union of Kurdistan, was accused of &quot;endangering national security&quot; and &ldquo;moharebeh&rdquo; or &quot;enmity against God.&quot; 
 
Farzad Kamangar was held for seven months prior to being allowed to see his family. He was repeatedly tortured. He was whipped, held in a freezing room and physically abused by guards. He was not given the chance to say goodbye to his family. 
 
The news comes one month before the 26 June, the Day of Action against the Islamic Republic of Iran for the repressive and tyrannical means it uses to suppress its people. (View that campaign website <a href="http://www.justiceforiranianworkers.org ">here</a>.)

World Appalled at Execution of Iranian Trade Unionist

A general strike in Yemen on the Arabian Peninsula that started on 15 May got the ICEM&rsquo;s attention and immediate support today. Called by the General Labour Union (GLU) of Yemen, the strike started because Prime Minister Ali Mujawar did not respond to demands for higher wages in the face of rampant inflation and a devalued currency. 
 
The strike started with one-hour work stoppages on 15 May and again yesterday, and will escalate to three-hour stoppages today and Tuesday, 18 April. If the government still does not respond in a week&rsquo;s time, the strike will occur over the whole day on 24 May. 
 
&ldquo;Following the sharp rise in prices and cost of living that has been afflicting Yemeni citizens in the last two years, GLU demands a rise in wages and salaries and the establishment of a minimum wage of at least US$300, instead of the current monthly salary of less than US$100,&rdquo; stated GLU President Mohamed al-Jedri.

The GLU is also demanding a reduction in taxes, improved health conditions for workers, giving fixed and permanent jobs to contract workers, and improvements in living conditions. The government earlier had agreed to set up a joint committee to address GLU concerns, but that has never materialized. 
 
The strike was called for all workers in the public and private sectors, with the exception of emergency health workers, electricity, water, and air traffic control workers. The ICEM-affiliated General Union of Oil, Mining, and Chemicals Workers&rsquo; were expected to join the strike. 
 
The GLU consists of 12 general unions, 15 branches in various governorates, and totals 520,000 workers as union members.

General Strike in Yemen Gains ICEM Support

M&uuml;zeyyen Acunal is a 27-year-old single mother of one who was and still should be employed at the Tezol T&uuml;t&uuml;n ve Kagit (Twezol Europap) recycled pulp, paperboard, and tissue mill in Izmir, Turkey. In July, she and 35 others at the 250-worker mill tried to organise with ICEM affiliate Sel&uuml;loz-İş.

Management then maliciously called each of the 35 in individually and gave them a choice: resign from the union and maintain employment, or resign from the company and collect the meager, statutory state entitlements under Turkish law. Acunal did neither. When she turned up for the work the day following her interview, managers put her in the middle of the workplace to perform meaningless and humiliating work chores for the sole purpose of other workers to witness. 
 
When she complained and said she wanted to return to the machine operator job she had held for seven years, she was fired. She has filed suit, through her union, with both a labour court and a civil prosecutor. In the meantime, she and her child are living on stipends coming from the individual pockets of Sel&uuml;loz-İş officials, while long court cases wait.

Also in Turkey during the final week of October, at the Mondi Tire Kutsan Paper Mill in Tire, near Izmir, seven workers were fired for attempting to organise with Sel&uuml;loz-İş. Reportedly, South African-based Mondi, which owns 64% of the recycled pulp and corrugated packaging mill, is trying to install a yellow union inside the 400-worker mill. ICEM will provide more details on this as information becomes available.

Turkish Woman Fired for Union Organising at Izmir Packaging Mill

The quest to resist austerity measures imposed on public services and public-sector workers in the wake of the financial crash is a noble one and one worth fighting. But global unions need also look within boundaries of certain countries to witness an unparalleled assault on public-sector workers and trade unionists who courageously step up to lead those workers. 
 
I refer specifically to the troubling and untenable trade union situation in Iraq, where reconstruction to essential, publicly-owned industrial sectors has come at a steep price to ordinary Iraqi workers and the brave men and women who lead them toward a true democratic society. 
 
In Iraq, roughly 80% of all industries are in the public sector. Yet even as foreign investment arrives, and privatization of certain manufacturing sectors appears inevitable, trade unionism is prohibited. It is still illegal to be a member of a trade union, just as it was under the dictator Saddam, and two years into the rule of the occupation forces (2005), Decree 8750 was mandated that forbid unions from owning property, holding bank accounts, or collecting fees from workers. 
 
It is unconscionable that seven years after the fall of Saddam, and 23 years after his notorious Public Law 150 banning all trade union activity in the public sector, Iraq is still without a legal framework for industrial relations that meets ILO standards. Sadly, the Saddam-era ban was one of the few laws not overturned by the occupation administration when it took power. 
 
In 2005, the provisional government of Iraq did re-draft the country&rsquo;s constitution. Section 22 of that constitution calls for a new labour law to defend the rights of workers to unionize and bargain collectively. But due to political stalemate, lack of will by Iraqi politicians across all political parties, and indifference by the United States government, a Labour and Social Security Law that was written by the ILO has not even been considered by Iraq&rsquo;s Council of Representatives. 
 
Instead, Iraq&rsquo;s Cabinet members resort to ministerial orders that close union offices, confiscating all materials, equipment, and literature. The most recent such order, in July against all unions attempting to operate in the electric power industry, was carried out in a day, showing the government to be serious in its clamp-down on unions, perhaps as a signal to foreign investment. 
 
With the order shutting electrical union offices, a threat was also issued warning workers and trade union leaders that they would be incarcerated under Iraq&rsquo;s Anti-Terrorism Act of 2005 if they tried to protest the shutdowns. This came only months after the al-Maliki government laid down an order banning trade unionists from travelling abroad unless they got a hard-to-get &ldquo;internal visa&rdquo; from the Supreme Ministerial Committee. 
 
This was the government&rsquo;s response to trade unionists from a whole range of Iraqi unions who for several years had travelled to Jordan, Lebanon, Europe, or America for union training and development programs. Donors and trade union organizations such as the British Trades Union Congress (TUC), the American AFL-CIO Solidarity Center, and ICEM have supplied that support and training. 
 
In 2007, at the ICEM&rsquo;s World Congress in Bangkok, Iraqi trade union development and full trade union rights for the country&rsquo;s unions became a priority in our work plan. That was reiterated at our 2010 Executive Committee where a strongly worded resolution was adopted condemning the government&rsquo;s most recent repressive tactics. &ldquo;We demand the immediate repeal of all restrictions on union activity and the immediate enactment of fair labour legislation which fully complies with ILO Conventions and provides fundamental human and trade union rights as provided in the Iraqi constitution,&rdquo; read the statement. 
 
To be sure, other trade union bodies and Global Union Federations have taken up the cause in order to achieve this. At the 97th International Labour Congress in June 2008, five labour organizations, including ICEM, TUC, AFL-CIO, Public Services International (PSI), and Education International (EI), stood in front of the Committee of Standards and condemned Iraq&rsquo;s ruthless attack on trade unionism. 
 
The ICEM is proud of the work it has done with Iraq&rsquo;s unions and with trade union leaders, but we know that far more needs to be done. The ICEM is even prouder of the great trade union leaders who have risen inside Iraq against what would seem insurmountable odds to carry out a most noble struggle with perseverance and self-sacrifice. 
 
One is Hashmeya Muhsin Al-Saadawi, the first woman to head a trade union in the Arab world and one leader who was forcefully removed from her office in Basra this past July when the government closed the union offices in the electrical sector. As president of the General Union of Electricity Workers and Technicians of Iraq (GUEWT), affiliated to both the ICEM and the General Federation of Iraqi Workers (GFIW), Hashmeya Muhsin in 2009 won the Dutch labour center FNV&rsquo;s prestigious Febe Elisabeth Velasquez award. 
 
The award, along with a cash prize, is given to a trade union leader who takes risks in defending workers&rsquo; rights in countries where they are routinely violated. In poverty-ridden Iraq, however, what she did with the prize money is most exemplary: she produced a training manual for launch of an Iraqi social security campaign to promote social justice and equality as means to achieve job opportunities, decent work, and health, education, and quality living. 
 
The ICEM offers this as the way in which to go about nation-building. 
 
There are many other Iraqi trade union leaders who have stood tall in the face of repression, and we owe it to them to raise full ire outside Iraq to what is happening to them within. Some have been arrested, others forced from their work and transferred away from co-workers and their families to remote job sites because they led protests against salary curtailments, cuts to food rations, or common social entitlements withheld. 
 
I would be remiss to not mention the dozens of Iraqi trade union leaders have paid the ultimate sacrifice for their union activities &ndash; their lives. Dedicated unionists such as Hadi Saleh of the Iraqi Federation of Trade Unions (IFTU), Shukry al-Shukry, a founder of the IFTU, Ali Hassan Abd of the Oil and Gas Workers&rsquo; Union, Dr. Adnan Al-Abed, an academic and adviser to the GFIW who reviewed the ILO&rsquo;s labour law proposal, Moaaid Hamid of the GFIW, Ahmed Adris Abas of the Transport and Communications Workers&rsquo; Union, Thabet Hussein of the General Union for Health Sector Workers, General Secretary Najim Abd-Jasem of the Mechanic Workers Union, Hassan Hamza, president of the Hotel and Tourism Workers&rsquo; Union, and Majiid Karim, an executive member of the GFIW, to name only a few, all were assassinated in order to stifle union activity. 
 
The assassination of journalists, as well, has regrettably set civil society back in Iraq. In recent weeks, the lives of Ryad al-Saray in Baghdad and Safaa al-Khayat in Mosul ended because cowards could not bear a free and open society, and their deaths serve as reminders that public-sector life in Iraq is dangerous and deadly. 
 
One has to ask, how far has Iraq come since the overthrow of Saddam? Is destroying Iraq&rsquo;s labour movement the way to ensure a stable, civil society in which democratic institutions can thrive? By neo-liberal norms in an age of greed-filled privatization, free and democratic trade unions do stand in the way to unfettered access of a country&rsquo;s resources. 
 
But for the vast majority of Iraq&rsquo;s citizens, after five decades of living under severe repression, they want better. Nationalist sentiment inside Iraqi society considers electricity, the oil sector, pipelines, ports, transportation, and other enterprises as integral public services that stand as guarantees of sovereignty and economic well-being for all citizens. 
 
There can be little debate that war makes privatization easier. First you destroy the infrastructure, and then you re-build with no-bid contracts awarded to favored corporations. Iraqi unions have seen this first-hand over the past seven years, and the fights they wage to defend what is rightfully theirs, against forces of neo-colonialism, are heroic and just. Global Union Federations like the ICEM recognize this, we recognize it as a shining example of what public-sector trade unionism is all about, and we pledge to continue to do what is necessary to assist Iraqi trade unions in winning their fight.

Iraq: Trade Union Repression Must End

Metalliliitto, Finland&rsquo;s Metalworkers&rsquo; Union, has reached a tentative agreement with KMW Engineering, preventing for now a blockade on construction of the nuclear power reactor Olkiluoto III. On 13 April, the Polish air-conditioning subcontractor agreed to compensate workers for shortfalls in pay required under Finnish labour standards. 
 
Under the agreement, KMW Engineering did give an accounting that showed arrears in Sunday and overtime pay. It agreed to compensate back wages and pledged to uphold Finnish terms of employment in the future. It also agreed to correct its deficient safety and health standards on the 1.6 gigawatt (1,600 megawatt) nuclear plant.

Metalliliitto had given the subcontractor until 15 April to comply with Finnish social standards, or face a construction-wide blockade that would have halted all work on Finland&rsquo;s fifth nuclear reactor. (See <a href="/en/78-ICEM-InBrief/4343-Finland’s-Metalworkers-close-in-on-Blockade-of-Nuclear-Plant-Work">ICEM report</a> from 28 March.) A Metalworkers&rsquo; blockade had endorsement and would have been honoured by Finland&rsquo;s Construction Trades Union, the Electrical Workers&rsquo; Union, and Proliitto, the union for salaried workers of Finland. 
 
A regional state labour agency of Finland&rsquo;s South-West found in late March that KMW did not keep overtime records as required under the working hours act. It also determined that payment of wages for Sunday and overtime work varied. Failure to comply could have brought state sanctions to the nuclear construction site, which would have affected other contractors. 
 
Metalliliitto Compliance Officer Jyrki Virtanen said the union will now fully monitor future social conduct by KMW Engineering. The Olkiluoto III nuclear power station is owned by private-sector energy concern Teollisuuden Voima Oy (TVO), and has as general contractor Areva of France. Olkiluoto III, a &euro;3.95 billion project that is now &euro;1.5 billion over budget, is the biggest investment in the history of Finnish industry.

Finnish Metalworkers, Polish Firm Agree on Backpay at Nuclear Plant

The ICEM has joined the Swiss union Unia in a community campaign to save 550 paper mill jobs. Sappi, a global leader in the manufacture of coated papers, announced on 31 March that it intends to close its Biberist graphic papers mill, an asset it purchased late in 2008 along with three other European printing and writing papers mills from M-real. 
Unia, with membership numbering only one-tenth of the total Biberist workforce, has taken the lead to preserve jobs. Workers, managers, mill suppliers, and area businesses of Canton Soleure have joined the effort. Sappi&rsquo;s European Works Council (EWC) also has argued for retaining production. A <a href="/wp-content/migration/icem/Sappi%20Fine%20Paper%20Europe.pdf">Sappi EWC resolution</a>&nbsp;can be found here.

&nbsp;Biberist: A Community United to Save Jobs
Unia held a manifestation in Biberist on 16 March that was attended by hundreds of area residents. The ICEM generated some 15 letters from pulp and paper trade unions around the globe supporting Biberist workers and managers who are in the fight to keep the mill open. Those letters were read at the rally. 
Workers also placed a vivid reminder, namely heavy paper rolls, at a round-about in Biberist to remind the public of what&rsquo;s at stake. A German-language <a href="http://www.papierfabrik-biberist.ch">special website for the workers&rsquo; campaign</a> can be found here.

20,000 Motorists Daily Will Get a Stark Reminder
Unia&rsquo;s campaign asks Sappi to do one of three things, with a priority being the first: maintain operations because production, productivity and sales have been buoyant since Sappi bought the mill; re-think the decision to shutter the mill completely, and sell it to an enterprise that will operate it; if layoffs occur, ensure that superior severance is paid, and job re-training and other social criteria are met to the fullest. 
Sappi will begin consultations with workers&rsquo; representatives in mid-May, with the company scheduling a first set of layoffs as early as late May. The mill could close by late summer. 
In a 14 April letter to Unia Co-Presidents Renzo Ambrosetti and Andreas Rieger, General Secretary Manfred Warda said: ICEM finds it &ldquo;disgraceful that barely two years after Sappi bought four European graphical paper mills of M-real, they intend to close down the second one. To buy enterprises with the intent to shutter them in order to limit competition and maintain high pricing on a product grade is truly despicable.&rdquo;

The Global Union Federation also intervened at a Sappi EWC meeting on 20 April that was held in Maastricht, Netherlands, and that <a href="/wp-content/migration/icem/ICEMletters/33.ICEM.SAPPI.UNIA.18April.pdf">ICEM message</a> can be found in English here. At that meeting, Biberist was the main topic of discussion, with the EWC expressing dismay over Sappi&rsquo;s decision. 
The EWC argued that Sappi must try to find other paper product grades for manufacture from Biberist, or find a buyer for the mill. Sappi Europe CEO Berry Wiersum said if a good solution can be found, the company might re-consider. 
The EWC also stressed the importance of a substantial redundancy package for workers and if one is not presented, another special meeting of the EWC would be convened. The company responded that such a plan would be done in accord with Swiss law.

ICEM Joins Swiss Workers’ Campaign to Keep Sappi Paper Mill Open

Six weeks after an earthquake and tsunami decimated the six nuclear reactors inside the Fukushima power plant in northeastern Japan, union members and staff of Denryoku Soren, the ICEM-affiliated Federation of Electric Power Related Industry Workers&rsquo; Union of Japan, work voluntary week-long shifts to contain radiation leakage. They work inside a 20-kilometre zone in which Japanese rescue teams searching for the dead are prohibited from entering due to radiation levels. 
 
Few know it, but inside the offices of Denryoku Soren in Tokyo most work stations are empty. The reason is most union staff workers have volunteered to fill the shortage of workers needed at Fukushima. 
They sleep on concrete floors at Fukushima and consume only bottled water and biscuits for fear that food sources are contaminated. <a href="/wp-content/migration/icem/Japanese%20Nuke%20Measures.pdf">Denryoku Soren&rsquo;s letter</a> to the ICEM describing what it is up against can be found here.

Last week, ICEM Asia-Pacific Contact Person Phee Jungsun visited Denryoku Soren offices in Tokyo and filed this report: 
 
&ldquo;It is&nbsp;painful to see union officers here in Tokyo, who are exhausted and worried about their fellow workers at the Fukushima site. Those who have returned after their one-week voluntary shifts are calm and doing paperwork, but signs of fatigue show on their faces. 
 
&ldquo;President Seiichi Taneoka, who himself has been to the site, is working hard every minute, organising volunteer shift teams and talking to TEPCO control centre officials on a dedicated telephone line. He is also trying to get assistance from local units of government and local police to locate and reach those union members and their families who are missing and haven&rsquo;t been heard from.&rdquo; 
 
Although the exact total death count is impossible to know, some ICEM affiliates in Japan have started to make assessments. JEC Rengo, the Japanese Federation of Energy and Chemical Workers&rsquo; Unions, confirms that well over 100 of its members are missing, with destruction of members&rsquo; homes totaling over 1,000 in the northeastern Prefecture. The same number is estimated by Zenkoku, the Federation of Gas Workers&rsquo; Unions in Japan. 
 
Other ICEM affiliates in Japan have registered plants and workplaces that have been affected. The Japanese Pulp and Paper Workers&rsquo; Federation has reported mills of Nippon Paper, Mitsubishi Paper Mills, and Oji mills closed or running on limited production. The same is reported at Sumitoma Rubber by Gomu-Rengo, the Rubber Workers&rsquo; Union. UI Zensen, the Textile, Chemical, Food and Commercial Union, also has reported damages and vast devastation to workers, their homes, and places of employment. 
 
Six days after the disaster, the ICEM put a call out to affiliates to provide funds to the ICEM Japanese Affiliates&rsquo; Federation (JAF) for disaster relief. The response was unprecedented, with over US$1 million sent to date to JAF. ICEM Asia-Pacific Region Vice President Kiyoshi Ochiai and JAF General-Secretary Yoshio Sato, through the ICEM, expressed gratitude for the solidarity and generosity: &ldquo;We got heartfelt sympathy and encouragement from all over the world. We deeply appreciate the solidarity and fraternity of ICEM affiliates. We really feel that ICEM is one big family.

&ldquo;Our brave members of Denryoku Soren are working hard to speed up recovery efforts in a very difficult situation. The Japanese people are working together to overcome numerous hardships and to get things back to normal with effort and patience. And ICEM JAF keeps engaging in the reconstruction effort.&rdquo; 
 
In typical Japanese fashion, on 28 March, Denryoku Soren withdrew its wage demands on TEPCO that was part of the spring offensive &ldquo;shunto.&rdquo; The union&rsquo;s decision reflects the belief that it cannot continue negotiations for now because of the ongoing tragedies of human life and the devastation in the electric power sector at Fukushima.

Workers of Denryoku Soren Face Dire Plight at Fukushima Nuclear Site

The General Secretary of the Ghana Mine Workers&rsquo; Union (GMWU), Prince William Ankrah, was elected regional chairman of ICEM&rsquo;s Sub-Saharan Africa Regional Organisation (SSARO) at mid-month. Over 100 delegates from nearly all sub-Saharan African countries attended SSARO&rsquo;s 14-15 April regional conference and meeting in Accra, Ghana. 
 
Comrade Ankrah replaces Rayford Mbulu of the Mineworkers Union of Zambia (MUZ) as the ICEM Vice President for the region. Mbulu resigned the position at the meeting. 
 
The meeting also adopted three resolutions and put forth an action plan based on those resolutions. One resolution called for political stability and sustainable development for creation of jobs, especially for the youth of Africa. Noting the political upheaval and suppression of citizens by despotic rulers in several countries, the resolution condemns military and police repression on people who peacefully advocate for a political system based on economic and social justice.

The resolution also condemns &ldquo;the role of the United Nations and the international community which seek to influence the African political landscape to the benefit of the West at the expense of the African people.&rdquo; 
 
A second resolution calls on governments to create an environment for economic growth and job creation, including a realization that 10% of national budgets be allocated to agriculture for food security. It also states that MNCs be allowed to invest in Africa on terms favourable to improving economic growth, preventing environment degradation, creating employment, and improving working conditions. 
 
The third resolution noted African trade unions being weak in membership, collection of fess, and other union-provided services, and calls for continuation of trade union organizational building to reverse those stigmas. It also signaled the proposed integration of the ICEM, International Metalworkers&rsquo; Federation (IMF), and the International Textile, Garment, and Leather Workers&rsquo; Federation (ITGLWF) as &ldquo;a progressive move that unites workers and builds international solidarity.&rdquo; 
 
The body pledged to continue current campaigns, including HIV/AIDS awareness and testing processes, decent work and decent pay, continued safety training on radiation in mining, shop steward and other interchanges between unions of different countries, promotion of the ILO&rsquo;s Maternity Protection Convention 183, and pressing countries to ratify the Mine Safety and Health Convention, ILO No. 176, a campaign in which the GMWU is charged with heading. 
 
The African Regional Organisation Secretary-General of the International Trade Union Confederation, Kwasi Adu-Amankwah of Ghana, addressed delegates.

Christine Olivier, Second Vice President of the National Union of Metalworkers of South Africa (NUMSA), was elected as SSARO Women&rsquo;s Chairperson, replacing Jane Ragoo of Mauritius, while Frans Baleni of South Africa, Achese Igwe of Nigeria, and Paul Felex Bayiha of Cameroon were confirmed as ICEM Executive Committee members for three of SSARO&rsquo;s seats on the governing body.
