Major investors are backing calls for change at mining multinational Rio Tinto. 
 
In Britain, where Rio Tinto is headquartered, investors with over 28 billion pounds sterling in assets (over 43 billion US dollars) are supporting two resolutions proposed by the Coalition of Rio Tinto Shareholders. One of the resolutions concerns corporate governance. The other calls on Rio Tinto to ensure that its labour practices worldwide comply with the core standards of the UN's International Labour Organisation (ILO). 
 
British investors who have come out in favour of the resolutions include the Co-operative Insurance Society Ltd. (CIS). The CIS decision was announced by Britain's Trades Union Congress (TUC) today. CIS is one of Rio Tinto's largest shareholders, with more than 23 billion pounds sterling under management. A number of British pension funds have also swung their shareholder power behind the resolutions. 
 
Under its dual-listing structure, Rio Tinto holds two Annual General Meetings (AGMs) - one in London (on 10 May this year) and one in Australia (Brisbane, 24 May). The resolutions will be put to shareholders at both AGMs. 
 
&quot;It should come as no surprise that shareholders are welcoming our proposals with open arms,&quot; said TUC General Secretary John Monks. &quot;Institutional investors increasingly see the value of AGM resolutions that promote long-term shareholder value.&quot; 
 
The two resolutions are being backed by the TUC, by the trade union movements in Australia and the US and by the 20-million-strong International Federation of Chemical, Energy, Mine and General Workers' Unions (ICEM). 
 
The ICEM has already offered to negotiate and sign a global agreement with Rio Tinto. Under such an agreement, the ICEM and its affiliated unions worldwide would verify, among other things, the company's compliance with ILO core standards. Through the ICEM, unions would have the right to raise with Rio Tinto corporate management any alleged breaches of these standards. 
 
However, the ICEM has also made it clear that Rio Tinto must resolve current industrial disputes in Australia before a global agreement can be signed.

Rio Tinto: Big Investors Want Change

Most of the Turkish tyre industry has been hit by a strike launched this afternoon over a bargaining dispute. 
 
Goodyear, Pirelli and Bridgestone are among the companies affected by the action, the Turkish rubber workers' union Lastik-Is reports. 
 
Lastik-Is has been negotiating with the tyre companies since last November for a new agreement covering this year and 2001. At the global level, the union is affiliated to the 20-million-strong International Federation of Chemical, Energy, Mine and General Workers' Unions (ICEM), which organises tyre and rubber workers worldwide. 
 
The companies' final offer to Lastik-Is was a 22 percent pay increase for the first half of this year, followed by a further 6 percent in the second half, plus a small lump sum. For the year 2001, the companies propose to make an additional payment dependent on the prevailing exchange rate between the US dollar and the Turkish lira at the time. 
 
This is a wholly inadequate offer, the union points out, in view of the steep rise in the cost of living. Turkey's inflation rate last year was 68.8 percent. The tyre workers would need a pay rise of the same order simply in order to restore their purchasing power.

Turkish Tyre Strike Hits Multinationals

Legislation in South Korea to revise how contract and agency labour is regulated became deadlocked in the country's National Assembly. The country's two national labour centers--FCTU and FKTU--have joined hands and said passage in the bill's existing form would ensure a general strike across Korea. 
Employers are seeking a top pay rate of 70% coupled with the use of contract and non-regular labour on an unlimited basis. The union federations, whose top two leaders 22 April announced they would start a hunger strike over the issue, back a recommendation from the National Human Rights Commission of Korea which states the bill must provide part-time workers with full labour pay rates, and contain guarantees of full rights and safeguards against discrimination.

Korean Reform Legislation On Contract Labour

A five-GUF project kicks off this week, thanks to FNV Mondiaal of The Netherlands, the international arm of the national union confederation. It is a three-year union modernization effort on behalf of several affiliated unions in five countries: Russia, Ukraine, Azerbaijan, Kazakhstan and Kyrgystan by ICEM, IFBWW, ITF, IUF and UNI. The project will provide selected unions with strategic managing and organizational development skills.

Multi-GUF Union-Building Projects Begins for Eastern Europe

Industrial action in New Zealand is escalating over ICEM affiliate Engineering, Printing and Manufacturing Union&rsquo;s (EPMU) call for 5% wage increases across all sectors of the country&rsquo;s buoyant economy. On 15 April, 238 EPMU miners at collieries of Solid Energy in Huntly East and Rotowaro struck. Coal miners across NZ are seeking a 6% pay hike to offset lost wages from government passage of the Employment Contracts Act in the late 1990s. Miners are also seeking pay parity between operations of the North Island and South Island. Underground miners in the South are paid less than workers in the North, while open cast miners on the North Island earn less than those of the South. Metals and manufacturing workers, also represented by EPMU, are on the verge of striking if the 5% demands are not met.

Miners in New Zealand Take Strike Actions

Meanwhile, coal miners in South Africa, fearful they would be sacked by the sale of Zululand Anthracite Colliery by Ingwe Holdings&rsquo;parent BHP Billiton to Riverdale Holdings, staged an underground strike for several days beginning 10 April. Supported by the NUM, the strikers are seeing assurances that any redundancies at the colliery in northern KwaZulu-Natal State will be met with adequate payments. Another underground mine sit-in occurred in the Free State by 400 NUM members at Star Diamond near Theunissen. Miners were protesting the sackings of two workers who refused to work in dangerous conditions.

South African Coal Miners Stage Underground Strike

After three weeks of futile bargaining, talks broke off last week between Communications, Energy, Paperworkers (CEP) of Canada Local 689 and UPM Kymmene over efforts to end a four-month paper mill strike in Miramichi, New Brunswick. The Finnish paper company still will not submit the pattern labour agreement for the paper sector of eastern Canada to the striking 700 CEP members, which is the central issue to the strike. Rather, UPM Kymmene was pressuring Local 689 to force a vote of union members on a substandard proposal. Union members 14 April vehemently rejected taking a vote on anything short of the pattern agreement.

CEP, UPM Kymmene Fail in Canadian Talks to End Strike

The Botswana court case in which diamond-mining company Debswana pressed forward in order to extract maximum punishment on some 450 workers who struck last August was dismissed 24 March. An Industrial Court judge issued a detailed, 79-page ruling that said the court had no jurisdiction over criminal matters. Debswana, jointly owned by DeBeers and the government of Botswana, is on a ruthless campaign to destroy the lives of these workers who struck after the company used a new labour law to declare any strike at the 6,000-worker mining operations illegal. Debswana has forcefully evicted the strikers from company housing, and has closed educational opportunities to children of strikers in company-sponsored schools.

About 120,000 South Korean workers staged a four-hour strike Friday, 1 April, that should serve as a prelude to a larger, nationwide strike if the National Assembly passes legislation to liberalise the use of contract and agency labour. 
Some 231 workplaces took part in the four-hour shutdown called by the Korean Federation of Trade Unions. 
In addition to the bill on the use of non-regular workers, unions are calling on the government to come down hard on companies abusing South Korea&rsquo;s so-called &ldquo;anti-illegal dispatch law,&rdquo; meant as a control to illegal employment practices but a statute continually violated by multinational companies.

Korean Workers Strike Over Labour Reform Bill

Industrial action by Transport &amp; General workers at a Michelin tyre plant in Stoke, UK, ended last week when union members voted 75% to accept a revised pay offer from management. But the union warned that Michelin would now have much work to do to regain the trust and respect of workers. Managers raised threats on the future viability of the plant at the time workers took decisive industrial action. And after revising the pay offer two weeks into the job action, the company tried to impose a voting deadline on T&amp;G&rsquo;s branch, prompting the T&amp;G to call it &ldquo;an attempt to bully our members.&rdquo; Some 500 T&amp;G members engaged in the industrial action at the tyre plant in the Midlands.
