A key role of the IMF is to build effective solidarity and cooperation among affiliated unions present in metalworking TNCs to ensure an equal playing field for workers, which goes far beyond minimum standards. To achieve this, the IMF and its affiliates must actively engage workers in TNCs and their supply chains and give them an opportunity to actively participate in day-to-day trade union work and cross-border activities. Building relationships and strengthening solidarity on an ongoing basis with trade union representatives from different countries enhances the affiliates' ability to act jointly in crises, such as when the rights of workers are violated, during collective bargaining negotiations, when mass layoffs are carried out, or in the event of restructuring to prevent workers being played off against each other. The IMF uses global union networks and the IMF world company councils to build greater capacity for working together in defence of workers' interests across national boundaries. Whenever a TNC announces redundancies or a decrease in working conditions in a given country and the workers and their unions directly affected are actively resisting these changes, the IMF will coordinate solidarity actions involving all countries where that TNC operates. Solidarity actions will include among other initiatives: information campaigns targeting workers and the society at large; the commitment by all unions not to accept the transfer of production from the country in conflict to another one; protest demonstrations in the different countries of operation of the TNC, and wherever possible interruption of production and/or of supplies. In those solidarity campaigns a decisive role will be played by the home country trade unionThis is particularly important to build solidarity with workers in countries like China, where they strive for workers' rights and independent and democratic unions.  In this context, it is also important to engage with non-IMF organisations such as the All-China Federation of Trade Unions (ACFTU) and its metal industry-organisations.  Another step is to institutionalise networks and IMF-world company councils in order to create representative, functioning, financially viable and organised global structures of workers' representation. In this respect, the IMF will resort to the experience made with company-related international cooperation in all regions.The IMF continues to seek to establish IMF world company councils in TNCs.  Whenever possible,   financing of such councils will be negotiated with TNC management without compromising union inclusion and control. Management should play a role in these councils through regular meetings and providing information about the company's situation, policy and investment.These IMF-world company councils shall be underpinned by union networks made up of the responsible trade union coordinators from different countries and / or local areas in which plants of the TNC are located. These networks shall assure that all unions can be part of the information exchange process.At companies such as Volkswagen, Daimler, SKF and Rolls Royce world employee representations/world works councils have already been established, which consist of employee representatives. They were negotiated with and are funded by the respective company.  Trade unions may be involved through an agreement or supportive trade union networks. IMF affiliates seek to engage with those councils to pursue IMF policies.The most important benefit of this company-related, national, regional and international cooperation is the fact that trade union representatives from the company level can exchange information and reach agreed positions.  In so doing, activities of national or local workers' representations may be coordinated internationally. Thus, the networks, world works councils and IMF-world company councils are a way of building solidarity and overcoming competition between workers in different plants of the same company.  The IMF will support and organise training measures that equip union representatives at company level and union officers in charge of TNC with international and intercultural competences. Here, the goal is to efficiently foster cooperation at the company level. The communication between company union representatives and their national trade union must be organised according to the practices in the respective country (e.g. by union officers in charge of certain sectors or companies).Trade union networks, world employee councils/world works councils and IMF world company councils have the potential to develop into negotiating bodies.  The IMF can support this where there is sufficient trade union strength and provided that it is mandated by the trade unions and trade unions are involved and clear IMF guidelines are adhered to.  Building on previous experiences and debates, guidelines for the work of company networks need to be discussed and defined by the IMF. Consideration should be given to focusing resources and efforts in a number of key companies balanced across different sectors and countries.Trade union networks, world works councils and IMF world company councils work within the broader context of IMF sectoral activities and must take into account the varying structures of production chains, and competition in the metal industries. Sectoral work brings together workers from companies that compete with one another to discuss developments and seek shared positions and joint strategies. These strategies should address management attempts to create competition between workers in the sector. The IMF's regional sector-based meetings improve coordination by combining company and sector-level forums for workers, in support of global level activities. Developing sectoral and regional work around consistent responses to  the challenges  facing the industry's workers  will be facilitated when it is done in concert with strengthening trade union links at the enterprise-level, based on an evaluation of the work done already. In some countries, potential leverage to engage TNCs is available to unions through workers' capital in the form of pension and retirement funds. IMF affiliates, particularly those in TNC home countries also have a variety of national means to influence corporate governance. These tools can be used to promote and protect worker and trade union rights across global production chains, to fight corporate corruption, and to push for greater social accountability by corporations.Global campaigns against TNCs that consistently violate worker and trade unions rights are essential to furthering the interests of workers. This requires the support of IMF affiliates, world councils, actions groups and networks, and making use of possible workers' capital and communication strategies.To achieve strengthened union solidarity and cooperation across sectors and TNCs the IMF will:<ul><li>Pressure TNCs to take responsibility for working conditions in their operations and in their supply chains and to remove barriers to freedom of association;</li><li>Build mutual understanding among affiliated unions present in metalworking TNCs to ensure an equal and level playing field for workers that goes far beyond minimum standards;</li><li>Develop a TNC network strategy, working methods and tools, based on a critical analysis of the current networks, councils and available resources in each of the major TNCs. The strategy will include guidelines, to be developed by the Executive Committee, for the work of company networks. These will cover the roles of home country unions, IMF and other affiliates, avoiding co-optation by the companies, building the role of national unions, and tools/protocols for communication and action. The strategy will focus resources and efforts on a number of key companies that are distributed across different sectors and countries;</li><li>Assist affiliates to form and coordinate global union networks at TNCs and/or the sectoral level through which employee representatives from the plant level and national unions can engage in a cross-border exchange of information and consultation on a regular basis;</li><li>Coordinate activities and develop training and information material to build mutual trust and solidarity under the motto &quot;United we stand - divided we fall!&quot;;</li><li>Develop networks for information exchange and action that aim to be efficient, timely, accurate and accessible;</li><li>Gather, analyse and distribute information on the metalworking industries, with particular focus on companies and industrial sectors where workers and members are concentrated, covering collective bargaining, technological changes, innovations on how production is organised, working time, pay and classification systems, and industrial actions;</li><li>Work through TUAC and the ITUC to further strengthen mechanisms to influence corporate governance and socially responsible investment plans of pensions and retirement funds; and</li><li>Work jointly with other GUFs, the ITUC, and TUAC to have structures of union representation in companies at the global level, together with rights to consultation and information, explicitly recognised by the ILO and in international laws and regulations. </li></ul>IMF affiliates will:<ul><li>Provide technical and political support to build and strengthen networks and for successful international coordination of information coming from the national and regional levels; and</li><li>Engage members at the national level to build mutual trust and solidarity to ensure an international approach towards worker and trade union rights when confronting corporate strategies including during transnational restructuring processes.</li></ul>

TNCs, in their pursuit of profits, exert enormous pressure on workers with little regard for democratic, labour and social rights. Employers, supported by many governments and institutions of international governance, seek to shift business risks onto workers and reduce their social, economic, and environmental obligations.To date trade unions have struggled to act as a counterweight to the enormous economic power and sophistication of TNCs. Cost reductions sought by TNCs frequently include a shift from secure to insecure forms of employment, fragmentation of collective bargaining, corporate restructuring, and abuse of human and workers' rights. This serves to heighten competition between workers and communities within and across nations and triggers a race to the bottom in standards.There is an urgent need for more effective international solidarity and cooperation among metalworkers in TNC and along the TNC supply chains to reverse these trends. The IMF has considerable scope to challenge this situation and a range of experiences to draw on, including strategies and activities to strengthen the solidarity between workers across sectors and TNCs. Nevertheless, better tools, a better exchange of information, and more mutual trust between workers need to be promoted by the IMF and its affiliates. This must be built on a critical analysis of the strengths and weaknesses of union organisation and corresponding networks, councils, and the resources available in each of the major TNCs. This analysis will be undertaken by the IMF Executive Committee, informed by the IMF regional and sectoral structures.

GLOBAL: After years of strong criticism by trade unions, the World Bank has finally instructed its staff to stop using the labour indicators of its &quot;Doing Business&quot; flagship publication that gives higher rating to countries with the lowest workers&#039; protection. These have been used to push developing countries to adopt strict labour market deregulation policies as recipe for development and conditions for eligibility for loans and grants.At a time of global crisis, with the institutions of finance being severely criticised as part of the causes of the present problems that hit most severely workers in all countries of the South and the North, the World Bank is making a significant move that, if concretely translated quickly and effectively in its policy recommendations, can mark an important change with positive effects on employment policies in developing countries. The World Bank communiqué issued on April 27 stresses the importance of &quot;development goals&quot; such as &quot;social safety nets to shield vulnerable parts of society from intolerable risk and protection of rights for workers and households as well as for firms&quot;.The Bank is also scaling up its work on social safety nets, on &quot;issues of access to benefits such as unemployment insurance and social security&quot;. With regard to the Doing Business indicators, the Bank will adjust the scoring in its annual report &quot;regarding provisions for fixed term workers and standards for severance payment, mandatory days of rest and night work and holidays, and minimum wage levels, in order to accord favourable scores to worker protection policies that comply with the letter and spirit of the relevant ILO Conventions, recognizing that well-designed worker protections are of benefit to the society as a whole&quot;. Furthermore &quot;a guidance note will be issued clarifying that the indicators do not represent World Bank policy and should not be used as a basis for policy advice or in any country program documents that outline or evaluate the development strategy or assistance program for a recipient country.  The note will emphasize the importance of regulatory approaches that facilitate the creation of more formal sector jobs with adequate safeguards for employees&#039; rights and that guard against the shifting of risk from firms to workers and low-income families.....We will convene a working group including representatives from the ILO, as the international standard setting body, trade unions, businesses, academics and legal experts.....to advice on revising the EWI and on the establishment of a new worker protection indicator.......and on labour market and employment protection issues -- with a view to creating regulations that help build robust jobs with adequate protection in the formal sector that can withstand future crises.     The development of a new worker protection indicator (WPI).......could cover such matters as how a country is adhering to core labour standards and using law, regulation and other instruments of government to ensure that workers are adequately protected, including in the event of unemployment&quot;.The International Metalworkers Federation will actively monitor, together with the other global unions, the translation of these welcome developments into practice.

Surprise: labour market deregulation is no recipe for development!

A three year women's organizing project, developed by the International Metalworkers' Federation has led to greater increases in the number of women members, shop stewards and leaders of Serikat Pekerja Metal Indonesia (SPMI). <h3>Women's membership increases</h3>Widespread precarious employment conditions has resulted in rapid turnover of women workers. However, SPMI managed to increase the number of women members from 29,780 in 2003 to 42,272 in 2006 by organizing new plants and enlisting others into the union.SPMI also focused on changing its union structures to enable increased participation of women. At its Congress in December 2006, SPMI adopted new rules to allow for a minimum of 30 per cent representation of women at all levels of the union and elected women onto its National Board for the first time. The number of women leaders at the branch level also increased from 18 per cent in 2003 (8 out of 43) to 25 per cent in 2006 (27 out of 108). In addition, SPMI established a Women's Directorate to cater for the needs of women members.This IMF project was funded by the Swedish trade union centre LO-TCO and supported by IMF affiliates Sif and IF Metall.<object></object>

Organizing women workers in Indonesia

In 2002, metalworkers around the world took part in two coordinated global days of action calling for the release of more than fifty imprisoned Korean trade unionists, including Korean Metal Workers&#039; Federation (KMWF) President Mun Sung-hyan and the Korean Confederation of Trade Unions (KCTU) President and former metalworkers&#039; leader, Dan Byung-ho. <h3>Arrested for union activities</h3>In November 2001, Mun Sung-hyan took part in the International Metalworkers&#039; Federation&#039;s World Congress in Sydney, Australia. Soon after his return to Seoul he was arrested and sentenced to three years in prison. His alleged crime was that he had organised strikes and taken part in other trade union activities. Other Korean trade unionists were also jailed during the government crackdown.Together with its Korean affiliates, the IMF organised two days of action calling for the release of all trade unionists from Korean prisons.<h3>IMF affiliates unite around the globe</h3>An unprecedented level of action was taken by IMF affiliates around the globe including Seoul, Mumbai, Berlin, Washington, Pretoria, Sydney, Tokyo, Moscow, Rio de Janeiro and Bangkok. In total, metalworkers in 65 countries participated.Nine weeks after the first global day of action, Mun Sung-hyan was released from prison. One week after the second day of action the president of the Korean Daewoo autoworkers&#039; union, Kim Il-sup, and vice-president, Kim Sung-gap, were also set free.Early the following year Dan Byung-ho was also finally set free.The release of these trade unionists was a victory for workers around the world who took part in solidarity actions in support of Korean trade unions. Those who were freed went back to work, planning important actions to further the rights of Korean metalworkers.

INDIA: More than 1300 workers went on indefinite strike on April 20 after management at Hyundai Motor India Limited (HMIL), located in Chennai, India, refused to negotiate contract demands with the Hyundai Motor India Employees&#039; Union (HMIEU). The company has taken a firm position that it will not negotiate with HMIEU, the sole registered union at the plant, and instead is pressing to enter into agreement with a company-appointed Works Committee. Workers downed tools after three rounds of mediation by the Deputy Labour Commissioner (DLC), during which HMIL expressed its refusal to negotiate with the union, failed to bring results. Hyundai Motor India, which employees some 3000 precarious workers, has a history of rights abuses in the plant. The company recently terminated the contracts of some 600 workers, some who had worked at the plant for almost 4 years, just prior to them receiving permanent status. Since July 2007, in response to the formation of the HMIEU, trade union leaders, members and supporters have suffered from dismissals, suspensions and transfers and workers have faced management&#039;s widespread use of threats, harassment and intimidation for joining a union. Currently 65 workers have been fired for their union activities and 34 more are in the process of being dismissed. Approximately 1200 permanent workers, out of a total of 1500 permanent employees, and a large number of precarious workers are supporting the strike.Among the charter of demands, workers are calling for:<ul><li>Union recognition and a collective bargaining agreement;</li><li>Equal treatment of all workers; </li><li>Reinstatement of all precarious workers fired as a result of the company&#039;s response to the economic crisis or those fired in an effort to deny them permanent status;</li><li>Reinstatement of union members and officers unfairly fired, transferred or suspended and the withdrawal of all charges pending against them.</li></ul>In March 2009, the International Hyundai-Kia Workers&#039; Network meeting hosted by the International Metalworkers&#039; Federation and the Korean Metal Workers&#039; Union passed a resolution in support of HMIEU efforts and calling for an end to violations of trade union rights at HMIL. GLOBAL: IBM Workers made redundant as a result of offshoring can now apply for jobs in the country the work has shifted to - but with the reduced wage and conditions of the low-cost nation. According to online reports, the Project Match program offers laid-off US and Canadian workers the opportunity to move to nations like India, Brazil and China to work on local terms and conditions.Employees who accepted the offer would need to work away from their home country on proportionally much lower wages, and would probably struggle to save enough to come home, according to Alliance@IBM, an organisation of the IMF - US affiliate CWA. &quot;If this trend spread to other sectors or industries it would even further undermine workers&#039; ability to maintain wages and conditions,&quot; said the IMF&#039;s director for the ICT industry, Robert Steiert. &quot;Jobs should always be retained in the nation where they were first located instead of being sacrificed for the sake of company profit.&quot;Project Match and other offshoring issues will be discussed at a joint meeting between the IMF and global union federation UNI later this year.

Reports that IBM will allow laid-off workers to apply for jobs that have been shifted to lower-cost countries are deeply concerning.

The International Metalworkers' Federation boasts more than 200 affiliated unions in 100 countries and represents the interests of 25 million metalworkers worldwide.<h3>Congress</h3>Our key decision-making body is Congress, which meets once every four years and agrees to an <a href="index.cfm?n=673">action programme</a> which sets out the long-term aims and goals of our work. All affiliates have the right to send delegates to Congress.Congress also determines the <a href="../index.cfm?c=20018&amp;ol=2">Rules</a> of the organisation, indicating how the IMF is run.<h3>Committees</h3>The Central Committee meets once every two years and is responsible for all decisions made between Congresses.The Congress elects the President and the General Secretary of the IMF and the Executive Committee. The Executive Committee consists of 25 members, including at least six women, and meets twice a year. All regions in the world are represented in the ExComm.The Finance Committee consists of six members from the Executive Committee, plus the IMF President, Vice President and General Secretary. This Committee makes recommendations about financial planning and examines the IMF annual budget.The Secretariat carries out the decisions made by Congress and the Central Committee. It is managed by the General Secretary.
