<img alt="" src="" style="width: 130px;height: 63px" width="390" />At a critical moment for ICEM&rsquo;s glass worker affiliate in Colombia, Sintravidricol, write to the company management that is attempting to crush the union at the Cogua Cundimarca plant, the largest in Colombia.The US-based glass packaging manufacturer Owens Illinois has a long history of mistreatment of its Colombian employees, with violations including reducing workforce levels to dangerous levels, increased worktime with no rest, no worker replacements, outsourcing sections of the manufacturing process, acting unilaterally and ignoring union offers of cooperation, repeated breach of the collective agreement, and causing unsafe working conditions.Owens Illinois, the company that monopolises the industry in Colombia is now pushing hard to destroy the Sintravidricol union inside Owens Illinois by systematically replacing Sintravidricol members in permanent jobs with outsourced contract and agency jobs.Some of the workers being laid off have worked ten years at the company, and only now are being dismissed because of company policy to get rid of the union. Workers attempting to use their labour rights are given various reprisals by management, including administrative complaint procedures against them. All culminating in a multifaceted attack on basic labour freedoms.Our Colombian comrades request letters from all supporters to demand that management ends this attack and begins to respect their employees&rsquo; core trade union rights. Colombian Glass Workers Fight against Union-Busting

	In this issue of the ICEM HIV/AIDS newsletter, we report on the HIV/AIDS project in India, on Women&rsquo;s Day in C&ocirc;te d&rsquo;Ivoire and on the renewal of mining licences in South Africa being linked to HIV and TB workplace policies. We also address a call to the Canadian government to bring up the HIV/AIDS issue at next month&rsquo;s G8 Summit in the US.

	HIV/AIDS Workplace Project in India

	The final report of the HIV/AIDS workplace project in India reveals the enormous impact the project has had. Sponsored by the German pharmaceutical company Boehringer Ingelheim, the project ran from August 2008 to the beginning of 2012.

	Sixty-one master trainers were trained, who in turn organised 28 programmes in which 709 peer educators received skills training. Particular attention was also given to women who received training in courses exclusively for women. Furthermore, sensitization programmes were organised for para-medical staff and teachers and students of company schools.

	In follow-up programmes at grass-root level, almost 20,000 people benefited from awareness and behaviour change messages.

	Women&rsquo;s Day Activity in C&ocirc;te d&rsquo;Ivoire

	The HIV/AIDS Coordinator for Francophone West Africa, Charlotte Nguessan, organised a very successful symposium on Violence Against Women for women workers in the petroleum sector of C&ocirc;te d&rsquo;Ivoire. More than 200 women attended the deliberations; the Human Resources Directors of the companies were also present at the meeting. Sexual violence is a factor in transmitting HIV infections. An appeal was made to stop all forms of violence against women and to introduce effective sanctions when such violations happen.

	In a statement on International Women&rsquo;s Day on 8 March, the International Community of Women Living with HIV and AIDS called on world leaders to provide resources to stop HIV infection of women. Worldwide, women constitute around half of people living with HIV and AIDS. They represent 59% in sub-Saharan Africa and 53% in the Caribbean. In all regions, HIV prevalence in women has increased dramatically throughout the years.

	South Africa: No HIV and TB Workplace Policy, No Mining Licence

	Speaking to hundreds of mine workers and community members in the mining town of Carletonville, South Africa, on World TB Day, Deputy President Kgalema Motlanthe, a former General Secretary of the National Union of Mineworkers (NUM), urged the mining industry to improve TB services, upgrading health centres to allow for the treatment of drug-resistant TB and to extend health services to those from surrounding communities and mines that may have limited access to healthcare.

	At the same event, Mineral Resources Minister Susan Shabangu announced that mining companies which have HIV, TB and workplace safety policies audited by her ministry will have to submit their policies as a prerequisite for renewing their mining licenses.

	As part of the deputy president&#039;s call for all mine workers to be screened for TB and HIV in the next year, World TB Day celebrations were accompanied by HIV and TB screenings, during which at least 1,220 people were examined for TB and 260 people were tested for HIV.

	As in many countries in Southern and East Africa, South Africa&#039;s high TB incidence is fuelled by a high HIV prevalence. Although many people carry TB, only 10% will ever develop the active disease. But because of their compromised immune systems, people living with HIV are up to 37 times more likely to develop active TB.

	Miners are also at a higher risk of TB due to bad living conditions, often in the poorly ventilated, overcrowded single-sex hostels that have historically characterized mining in South Africa, and have facilitated TB transmission. Miners exposed to high levels of silica dust also often acquire a serious respiratory illness called <a href="http://www.irinnews.org/Report/92240/SOUTH-AFRICA-Glimmer-of-justice-for-sick-gold-miners">silicosis</a>, which increases their risk of developing active TB.

	G8 AIDS Campaign

	Trade unions throughout Africa and Canada are calling on the Canadian government to champion a focus on HIV and AIDS at the next G8 Summit at Camp David, Maryland, in the US on 18-19 May 2012 with the theme &ldquo;An AIDS-free Generation by 2015.&rdquo;

	A lobbying campaign delivers messages directly to Prime Minister Stephen Harper within Canada and through Canadian Embassies or Consulates throughout Africa. They are asking Canada to lead in calling on the G8 to implement the 2011 UN Political Declaration on HIV &amp; AIDS and to replenish new resources to the Global Fund to fight AIDS, tuberculosis and malaria. They also want G8 countries to implement the ILO&rsquo;s Recommendation 200 concerning HIV and AIDS and the World of Work, and strengthen the G8&rsquo;s Accountability Framework.

	Unions contend that the UN Political Declaration&rsquo;s targets on AIDS are a time-bound road map, which are a logical extension of the G8 commitment to reach universal access to HIV prevention, treatment, care and support. Progress must be monitored through the G8 accountability mechanism. The same approach should be applied to the G8&rsquo;s numerous affirmations of support for a fully-funded Global Fund.

	The Global Fund Finance Beyond Governments

	Of every US$1 contributed to the Global Fund, more than 95 cents comes from the governments of rich countries. The Global Fund has been trying for years to obtain more revenue from other sources. Despite sizeable donations from foundations like the Gates Foundation (US$750 million donated for the period 2011&ndash;2016) and private sector companies (Chevron pledged US$55 million for the period 2008&ndash;2013) &ndash; and despite product marketing campaigns such as (PRODUCT) REDTMwhich has generated US$180 million for the Global Fund to date &ndash; such contributions still account for only a very small proportion of revenues.

	Governments and activists have been searching for innovative ways to generate additional revenues &ndash; not just for the Global Fund itself, but also for the fight against specific diseases and for health and development more generally. Two of the ideas that have been explored are a tax on airline tickets and a tax on financial transactions.

	The tax on airline tickets is already a reality. Between 2006 and April 2011, the tax raised US$2 billion for UNITAID, an international facility for purchasing drugs for HIV/AIDS, TB and malaria. The size and scope of the tax vary by country. This is still a sizable amount considering the fact that only nine countries implement the tax of which Chile, France and the Republic of Korea are the most important. The airline tax constitutes 70% of UNITAID&rsquo;s revenues.

	In September 2011, UNITAID commissioned a study on how to implement a financial transactions tax (FTT) on a national basis. Authors of the study estimated that a very small tax on a variety of financial transactions could generate &euro;265 billion annually in the G20 countries. The idea of using an FTT to fund international development has been around for at least a decade but it is unlikely to be implemented universally.

	African Sex Workers Top HIV Infection List

	Prostitutes in sub-Saharan Africa have one of the highest rates of HIV infections in the world, an international study has established. The research findings also recommend that prostitution should be legalised to make working conditions for sex workers more tolerable and reduce their rate of HIV infections.

	The study, which was released last Thursday, was funded by the World Bank and the UN and carried out by the US-based John Hopkins School of Public Health. It was published by The Lancet, a medical journal.

	It recommends an urgent scale up of HIV programmes. The researchers sampled about 100,000 prostitutes from 50 countries in Africa, Asia, Eastern Europe, Latin America, the Caribbean and Middle East. They found that of all the prostitutes in the 50 countries, those in sub-Saharan Africa had the highest HIV prevalence. The survey, undertaken between the years 2007 to 2011, ranked prostitutes in Kenya, Uganda, Madagascar, South Africa, Malawi and Zimbabwe as having the highest rates of HIV infections.

	ILO at UN Human Rights Council

	At its 19th Session on 20 March 2012, the UN Human Rights Council held a panel discussion on giving a voice to people living with or affected by HIV/AIDS. The importance of workplace action was mentioned by the ILO, government of Brazil and government of France.

	Alice Ou&eacute;draogo, Director, ILO Programme on HIV/AIDS and the world of work (ILO/AIDS), underlined that protection of human rights at work is essential and that 2010 ILO Recommendation on HIV and AIDS and the World of Work, the first human rights standard focusing on HIV/AIDS, should be widely used for improving legal protection of against discrimination. The importance of the workplace in protecting the rights of people living with of affected by HIV/AIDS was highlighted by Brazil and France.

	Moyses Toniolo, National Network of People Living with HIV/AIDS, Brazil, said there were many forms of discrimination that people living with HIV/AIDS experience in the workplace. It was important to demystify HIV/AIDS, to stress that it could not be disseminated in the workplace through social interactions and to change people&rsquo;s perceptions of people who were infected so that those who lived with HIV/AIDS were no longer stigmatized.

	News from Global Unions 

	The International Transport Workers&rsquo; Federation (ITF &ndash; <a href="http://www.itfglobal.org/">www.itfglobal.org</a>), in its latest HIV/AIDS update 120 of March reports on the establishment of the first network of HIV positive transport workers. USAFERI received its registration as a community based organisation from the Kenyan government.

	The April 2012 Newsletter of the Swedish Workplace HIV and AIDS Programme (SWHAP), jointly run by the International Council of Swedish Industry (NIR) and the Swedish Industrial and Metalworkers&rsquo; Union (IF Metall), reports on a meeting of its Peer Educator Network. Peer educators are at the heart of most HIV/AIDS programmes. Their work is demanding and stressful and it is thus important for them to meet for debriefing and sharing of experience and strategies to help them cope with their roles.

	Five Years Ago: From the April 2007 Issue (No. 19)

	The first issue of the ICEM HIV/AIDS e-bulletin was published in October 2005. In current issues, we refer to an article from the same month five years ago and reflect on developments. 

	In the April 2007 HIV/AIDS e-bulletin, we reported, among other items, on the G8 campaign and on C&ocirc;te d&rsquo;Ivoire being on the right track; two topics which also appear in this April 2012 issue.

	The G8 campaign in 2007 was lead by the Global Union AIDS Programme, which regrettably has ceased to exist. We made model letters available which were to be sent to German embassies, as the G8 in that year took place in Heiligendamm, Germany. As Germany also held the EU Presidency in the first six months of 2007, it organised an EU Presidency Conference in Bremen in March choosing HIV/AIDS as the main health policy topic. The German Chancellor, Angela Merkel, gave the keynote speech.

	Important (and understandable because of the German double presidency) was her repeated reference to the G8 Summit. Germany had put HIV/AIDS on the agenda of the Summit and she promised that progress would be made.

	The outcome document of the Conference in Bremen, the Bremen Declaration, made reference to trade unions: &ldquo;We invite the employers and trade unions to ensure non-discriminatory policies for people living with HIV/AIDS and vulnerable groups in the workplace and to reduce fears of infection, stigma and discrimination among staff by providing objective, evidence-based information, and access to prevention, testing, treatment and care according to the ILO Code of Practice on HIV/AIDS and the world of work.&rdquo;

	On the other topic dealt with in the April 2007 issue, it is regrettable that the civil war in C&ocirc;te d&rsquo;Ivoire brought to nought many achievements and disrupted HIV and AIDS services. However, to the extent possible work in the ICEM-sponsored project continued and companies have become more cooperative.

ICEM HIV/AIDS e-bulletin - No. 79, April 2012

	&ldquo;Local Actions, Global Impact&rdquo; was the motto of the annual Job Stewards&rsquo; Seminar of the ICEM Canadian affiliate, Office and Professional Employees Union (COPE) Local 378, which was held 9-11 March in Vancouver, British Columbia. COPE Local 378 represents 14,000 union members at public- and private-sector companies in the western Canadian province and affiliates to the ICEM through rank-and-file membership in the electricity and gas sectors.

	The seminar offered an opportunity to meet and work with both new and experienced shop stewards, as well as leading union officials with nine weekend-long workshops and courses that includes global solidarity and campaigns.

	The ICEM was represented by Director of Industry and Corporate Affairs Kemal &Ouml;zkan and he delivered a presentation on global union solidarity, the ICEM, and the new Global Union Federation, IndustriALL.

	&ldquo;Global solidarity is one of the major items of this seminar,&rdquo; said COPE Local 378 President David Black. &ldquo;This course starts to make the links between the experience in our own working lives and communities and workers in other countries.&rdquo; The seminar noted that &ldquo;in an increasingly shrinking world, our struggles are often the same even though they may be half way around the globe.&rdquo;

	The participants discussed the economic circumstances they find themselves in and the ongoing globalization of the world&rsquo;s economy. The seminar designed a toolbox to provide activists with an opportunity to make links with workers in other countries and to demonstrate solidarity with them.

	The seminar also welcomed Napole&oacute;n G&oacute;mez Urrutia and Juan Linares from the National Miners&#039; and Metalworkers&#039; Union (SNTMMSRM), or Los Minerosof Mexico as guests. G&oacute;mez, General Secretary of Los Mineros, has been living in exile in Vancouver for over four years through the support of ICEM North American affiliate United Steelworkers (USW), while Juan Linares was imprisoned in Mexico from 2008 to 2011 after returning to his home country after attending the convention of British Columbia Federation of Labour.

	Both G&oacute;mez and Linares have been persecuted and threatened by the Mexican government despite the fact that courts there have dismissed false charges against them over the handling of union funds. Linares, in an emotional speech, cordially thanked participants for the support and solidarity delivered by COPE Local 378.

	Following the close of the seminar, COPE Local 378&rsquo;s Gwenne Farrell wrote to the ICEM, stating, &ldquo;I can tell that we had approximately 165 participants in attendance and the feedback they have given me is that they now fully support the work we are doing with the ICEM.

	&ldquo;Moreover, the course that I facilitated on Global Solidarity trained some of our activists on what they can do to help with a number of global issues.&nbsp; Thank you for making a difference to our members and for doing such a great job promoting ICEM.&rdquo;

Canadian COPE Union Ties Local Actions into Global Impact

	A merger of labour federations in Swaziland has set the stage for a struggle toward democracy and independent political parties in the country. On 10-13 March, the Trade Union Congress of Swaziland (TUCOSWA) convened its first Congress and priority number one is to establish a multi-party political system, or to boycott sham elections next year.

	TUCOSWA, formulated last year, was officially launched at its Congress in Matsapha and its first order of business was to demand registration and participation of political parties in Africa&rsquo;s last absolute monarchy, run by despotic King Mswati III.

	The new labour federation amalgamates the Swaziland Federation of Trade Unions (SFTU), the Swaziland Federation of Labour (SFL), as well as the most powerful single trade union, the Swaziland National Association of Teachers (SNAT). The 50,000-member federation vowed that there will either be open and fair Parliamentary elections next year, or Mswati would face a boycott of next year&rsquo;s elections.

	Political parties have been banned in Swaziland since 1973 and Mswati and his cronies have mismanaged the economy so severely that public sector salaries have gone unpaid. At this month&rsquo;s founding Congress, TUCOSWA announced it would embark on a nationwide education campaign, and as part of that, major protests likely to occur in April and May.

	Such manifestations will no doubt be met forcefully by Swazi police loyal to Mswati. In fact, at a meeting in Lubombo in January by leaders of TUCOSWA to discuss the monarch&rsquo;s introduction of a value added tax, police broke it up after the unionists refused a demand to call off the meeting.

	&ldquo;Workers are more prepared now to go to grassroots levels and into the communities to shed light on what the government should be doing,&rdquo; said TUCOSWA President Barnes Dlamini.

	TUCOSWA General-Secretary Vincent Ncongwane used his speech at the end of this initial Congress to rally civil society &ndash; including faith-based groups and cultural entities &ndash; to frustrate next year&rsquo;s scheduled electoral farce.

	In Swaziland, Mswati operates with what is called a tinkhundla regime, an undemocratic system whereby all power is vested in him with administrative matters put in the hands of tribal chiefs dependent on his patronage. The Swazi Parliament has few powers, with Mswati making appointments to many of the seats in the House of Assembly and Senate.

Merged Swaziland Labour Federation to Advance Cause of Democracy

	Over 8,000 trade unionists and supporters rallied in Alma, Qu&eacute;bec, Saturday, 31 March, on behalf of locked-out workers belonging to Syndicat des M&eacute;tallos d&rsquo;Alma Local 9490, an affiliate of the United Steelworkers (USW). Some 780 workers at an aluminium smelter of Rio Tinto&rsquo;s Alcan subsidiary have been ruthlessly locked out of their livelihoods now for 14 weeks, and the economic stranglehold Rio Tinto has on the Saguenay-lac-Saint-Jean region of Qu&eacute;bec is clear to all.

	Bus-loads of union militants from across Canada&rsquo;s only French-speaking province converged on Alma, a community of 30,000, to stand with the victimised Alma steelworkers. And the USW organised convoys and buses as well from elsewhere in Canada, including Toronto, Hamilton and other industrial cities in Ontario province.

	Some 50 international trade unionists also attended, representing workers employed at Rio Tinto or Alcan in Australia, France, Mexico, the Netherlands, New Zealand, the UK, US, and other nations. A day prior to the manifestation, the ICEM held its bi-annual North American regional meeting in Alma as a global signal to the 780 Alma workers that they are not alone in their struggle for fairness on the job.

	The well-organised rally started with speeches at an Alma shopping mall, before a march complete with sound truck playing working-class music wound its way through the streets of the city to an amphitheatre. There, political and union leaders continued to chastise the world&rsquo;s second largest resources company for delivering economic devastation to workers&rsquo; doorsteps in central Qu&eacute;bec.

	ICEM General Secretary Manfred Warda pledged that global labour will mobilise Rio Tinto workers across the globe in this struggle.

	&ldquo;If the ruthless social agenda of Rio Tinto cannot be defeated here in Qu&eacute;bec, there will be little hope that it can be stopped when others face company attacks,&rdquo; Warda said. Rest assured, &ldquo;we will take the indignities committed by Rio Tinto Alcan here throughout the world until this company agrees to stop the attacks against your community and your union.&rdquo;

	Jyrki Raina, General Secretary of the International Metalworkers&rsquo; Federation (IMF), said Rio Tinto must &ldquo;show respect for current and future workers and stop callously cutting labour costs and decent jobs without regard for the local economy.

	&ldquo;If Rio Tinto wants to prosper, it cannot break the delicate balance that connects it to the community,&rdquo; said Raina.

	ICEM Vice President and USW Canadian National Director Ken Neumann had a message for the Conservative government of Stephen Harper in his country, where the federal government has turned a deaf ear to several attacks by multinationals on Canadian workers.

	&ldquo;Stephen Harper clearly fell short of his task by failing to impose conditions on the sale of Alcan to Rio Tinto in 2007 and to protect jobs,&rdquo; said Neumann. &ldquo;For someone who is so bent on involving himself in labour relations, why doesn&rsquo;t he intervene with Rio Tinto to put an end to this abhorrent lockout?&rdquo;

	That lockout was brought about by Local 9490&rsquo;s rightful effort to stop erosion of permanent jobs that pay a living wage of C$34-an-hour against Alcan&rsquo;s labour plan, which is aimed at replacing those jobs with outsourced work that pays half that amount.

	By late afternoon on Saturday, about an hour after the final speeches were given at Parc le Festiv Alma, Rio Tinto Alcan issued a defensive statement criticising the &nbsp;USW event, and saying&nbsp; a &ldquo;calmer climate&rdquo; was necessary in order to carry on with negotiations.

	But for nearly three months &ndash; until 19 March when Qu&eacute;bec public pressure mounted primarily because Alcan was capitalising on the lockout by selling excess hydro-electric power back to the province &ndash; the company shunned bargaining, preferring instead to operate the modern and low-cost Alma smelter at reduced capacity while waiting for global aluminium prices to rise. 	Syndicat des M&eacute;tallos Local 9490 and Alcan did return to talks for two days in March, with the help of provincial mediators, and two more days of negotiations occurred on 28-29 March. The two sides will in all likelihood meet again this week.

	But ever since the company prematurely halted negotiations and imposed the lockout on 30 December before a majority of workplace issues could even be tabled, Rio Tinto has been content to rob the Saguenay-lac-Saint-Jean region of C$1.8 million per week in lost salaries and benefits.

	With or without a settlement to the Alma lockout, the 31 March manifestation will stand as the prelude to a global fight against Rio Tinto to resist its anti-social agenda that has become all too common everywhere it does business.

	Indonesia&rsquo;s largest coal producer, PT Kaltim Prima Coal (KPC), through its mine services contractor Thiess Pty. Ltd. of Australia, has brutally attacked members of two ICEM-affiliated mine unions through police and military force. The dispute dates to the fourth quarter of 2011 when miners working for KPC, part of Indonesia&rsquo;s Bumi Resources, first took strike action when it became obvious that neither Thiess nor KPC intended to grant a renewal collective agreement.

	But the dispute at KPC&rsquo;s Sangatta mine in Kalimantan province on the island of Borneo turned violent on 24 March when 400 striking workers gathered at the coal company&rsquo;s office in East Kutai district on the counsel of a local citizens group to offer themselves back to work following a second strike dating to last November.

	They were immediately attacked by a regional military brigade serving the interests of Thiess and KPC. Twenty miners were severely beaten and hospitalised. Another 12 were immediately detained and throughout the night of 24 March and into the next day, police and military rounded up another four union leaders and jailed them.

	By this weekend, most of the unionists had been released but police and regional military are still holding two union leaders, the Vice President of the local branch of ICEM affiliate Chemical, Energy, Mines, Oil &amp; Gas Workers&rsquo; Union of FSP-KEP, Sumardi, and the Secretary, Maxi.

	The leader of FSP-KEP, D. Patombong Sjaiful, called the situation now &ldquo;critical&rdquo; and pleaded that global trade union attention is given this grievous repression by brute force. In the second time in a fortnight, Jakarta-based FSP-KEP today dispatched a mission to east Kalimantan province, this time to win the freedom of the two remaining unionists.

	The other ICEM-affiliated organisation with membership at KPC is the regional mining and energy union FPE, part of the Indonesian confederation SBSI. Some 2,200 miners work at KPC&rsquo;s two open-cast thermal coal mines of Sangatta. FSP-KEP has some 1,400 members, while FPE has 200. KPC also consists of five smaller mines at the nearby Bengalon mine.

	The dispute began following the expiration of a two-year agreement on 5 October 2011. Thiess Indonesia management foretold its strategy to eliminate the collective agreement by telling the unions a new agreement would not be valid until after negotiations were complete. And then the stalling began.

	The mineworkers&rsquo; only choice was to strike and the first work stoppage occurred from 10 November to 27 December, from which six union leaders were sacked. When the two sides finally did return to bargaining on 28 January 2012, union leaders were summoned to police offices in East Kutai district where they were surprised to see that the police commander representing the company in talks.

	Two days earlier, KPC sent a letter that the status of the six union leaders would not be on the agenda. Miners began a work slowdown resulting in 264 workers getting the sack that, in turn, caused a second strike.

	When Sjaiful and other FSP-KEP leaders visited in mid-March, an agreement was sorted out between the police, a local parliamentarian, and the citizens&rsquo; group calling for the strike to cease, recall of the dismissed workers, and a return to negotiations.

	But Thiesse and KPC rejected that. When strikers came to the company&rsquo;s offices then on 24 March, they were met by police and the mobile brigade wielding batons and other instruments of force.

	The ICEM condemns Thiess, part of Australian Leighton Holdings Ltd. (LEI), whose ultimate parent is the German global construction giant Hochtief AG, for utilising police and military intervention to avert legitimate collective negotiations. It also holds Bumi Resources accountable for this contemptible display of anti-social conduct in its home country.

	The global tyre industry is driven by four major multinationals &ndash; Bridgestone of Japan, Michelin of France, Goodyear of the US, and German-based Continental A.G. The ICEM has strategically targeted these leaders and as a result, Workers&rsquo; Networks have been formed within Bridgestone and Goodyear.

	Now Michelin is on ICEM&rsquo;s radar screen. It employs 115,000 workers and has 69 production facilities in 18 countries. ICEM French affiliates, along with the Michelin European Works Council (EWC), have traditionally played active and supportive roles during times of labour conflict at factories throughout the world.

	The latest examples include in Colombia, Thailand, and most recently, in Romania. The Secretary of the EWC, Cyrille Poughon, a member of French affiliate FCE-CFDT coordinates relations with all unions organizing Michelin employees.

	In the latest meeting of the Michelin EWC, attended by 32 workers&rsquo; representatives from 14 countries &ndash; held 27-30 March in Alessandria, Italy &ndash; the ICEM participated together with sister organization, the European Mine, Chemical, Energy Federation (EMCEF). The ICEM was invited as a keynote presenter, and participants discussed tyre production strategies, cost-cutting programmes, and current and prospects for the Michelin Group in Europe for 2012.

	During the final session of the meeting, ICEM&rsquo;s Kemal &Ouml;zkan presented the policies and practices of the ICEM, as well as the unification process of new Global Union Federation, IndustriALL.

	&Ouml;zkan also gave an overview about global tyre industry, including overviews of the other three companies, as well as emerging Asian companies and the difficulties and challenges in labour relations in Thailand, South Africa and the US. In addition, &Ouml;zkan gave reports on active solidarity and support extended by the EWC of Michelin over the past several years.

	The ICEM presentation concluded with the functions of Workers&rsquo; Networks in the global tyre and rubber industry, and a series of case studies involving the different companies in select countries and regions.

	&ldquo;This EWC meeting proved very promising for extending union solidarity from European partners to Michelin workers throughout the world, stated &Ouml;zkan.

	Some 35 trade union leaders, mostly from Indonesian pulp and paper mills of Asia Pulp and Paper (APP), attended a two-day workshop on 28-29 March in Serong, Indonesia, on trade union rights, environmental issues, and the health and safety record of the multinational company that is part of Indonesia&rsquo;s Sinar Mas Group.

	The workshop was intended to kick-start w Global Workers&rsquo; Network around APP, a company within the Indonesia-based Sinar Mas Group that also includes palm oil holdings and the European and North American pulp and paper company Paper Excellence. The workshop was generously supported by the Humanity Fund of the Canada&rsquo;s Communications, Energy, Paperworkers (CEP) Union, the Construction, Forestry, Mining and Energy Union (CFMEU) of Australia, and the Solidarity Center of the US.

	The ICEM&rsquo;s Indonesian Council of Unions, headed by D. Patombong Sjaiful, hosted the event and aptly handled all logistics.

	Delegates from multiple Indonesian labour confederations and affiliated trade unions, including the forestry and pulp union Kahutindo, that represent workers at APP owned and partially held Indonesian mills attended, and &nbsp;received valuable training on global labour standards contained in ILO Conventions, OECD Guidelines for Multinational Enterprises, and the UN&rsquo;s Global Compact.

	They also heard presentations on APP&rsquo;s forestry practices in Indonesia, the ways and means of the world&rsquo;s three forest certification programmes, and they participated in a session on community-building that was conducted by Tim Woods of FitzpatrickWoods consulting group of Australia.

	Also participating were union representatives from CFMEU&rsquo;s Pulp and Paper Division of its Forestry sector, local union presidents from CEP Local 440 in Nova Scotia &ndash; representing workers of Paper Excellence at the Pictou Mill there &ndash; and CEP Local 1092 in Mackenzie, British Colombia, representing Paper Excellence pulp mill workers there.

	As well, the United Steelworkers (USW) of the US had delegates from a pulp mill in Halsey, Oregon, attend, and the US-based union provided a look at its labour-environmental network called the BlueGreen Alliance. Other representatives came from the Swedish Paperworkers Union, Pappers, which sponsors a pulp and paper project in Indonesia, and the Pulp and Paper Products Manufacturing Employees&rsquo; Union (PPPMEU) of Malaysia.

	The central conclusion formed at the workshop is that intensive work must now start in order to unite the different unions and their respective confederations at APP&rsquo;s Indonesia&rsquo;s pulp, paper and tissue mills. &nbsp; &nbsp; &nbsp;

	Asia-Pacific Regional Chemical Unions of the ICEM discussed union organizing and strong union representation inside workplaces at a seminar entitled Coordination of Trade Union Networks and Implementation of Global Framework Agreements in the Chemical and Related Industries.

	The seminar was held 9-10 April in Shanghai, China, with support and assistance from German-based Friedrich-Ebert-Stiftung (FES) through its Shanghai Coordination Office for International Cooperation led by Director Catrina Schl&auml;ger.

	Attended by 50 participants from China, Japan, Singapore, South Korea, Malaysia, Indonesia, Philippines, Pakistan, Thailand, Vietnam and India, the seminar was opened by speeches from Dr. Jiang GuangPing, National Secretary of All-China Federation of Trade Unions (ACFTU), Yoshio Sato, General Secretary of ICEM&rsquo;s Japanese Affiliates&lsquo; Federation (JAF), and ICEM General Secretary Manfred Warda.

	ICEM&rsquo;s Kemal &Ouml;zkan introduced global and regional developments in the chemicals industry, which clearly depicted the rapidly growing importance of the Asia-Pacific region. Representatives from Japan, China, India, Thailand and Pakistan presented their experiences with other participants.

	Delegates underscored the importance of a strong union presence at chemical workplaces for getting more shared and added value from the burgeoning industry as it ramps up in the region.

	Another important topic discussed was trade union networking inside the ICEM-represented companies and sectors at the global, regional and national levels. Following ICEM&rsquo;s general overview, trade union representatives from major chemical multinationals such as BASF, Linde and Akzo Nobel put forward their experiences and discussed how to further networks in the upcoming period.

	As an important role, trade union networking was analyzed in supporting union organizing and struggling against precarious employment in Asia Pacific Region. Contributions on this subject were presented to the meeting.

	The Shanghai meeting also brought forth discussion on international labour instruments, social dialogue and Global Framework Agreements (GFAs), particularly on activities carried out within ICEM&rsquo;s Project for Multinational Companies and Social Dialogue in the Asia-Pacific Region.

	The meeting heard a number of specific examples on how GFAs have successfully worked for shop-floor improvements, including cases involving French-based company Rhodia. Rhodia&rsquo;s China Country Manager, Michael Zu, presented how the GFA has impacted improvement of labour relations at the workplaces of the company in China.

	Two trade union representatives, Lee Daeyong of Rhodia in South Korea and Vadhavkar Sanjay Suryakant from Rhodia in India, shared their respective situations on implementing the GFA in their respective countries.

	On the seminar&rsquo;s second day, participants were divided into two work groups and given the task of devising future cooperation strategies on union networking and GFAs. Specific delegates related to companies BASF, Linde, Akzo Nobel and Rhodia worked in a separate work group. All groups discussed advantages, challenges, and strong and weak points of their tasks, as well as future cooperation opportunities among chemical unions in Asia-Pacific.

	&ldquo;This seminar provided an important opportunity to drive forward union organizing and strong representation through the various instruments that were studied, and to develop networks and resulting Global Framework Agreements,&rdquo; said &Ouml;zkan in summary.

Asia-Pacific Chemical Unions Decisive in Unity Through Networking

	Aminul Islam, a trade union activist in Bangladesh who only two years ago was arrested for his role in protests against the garment industry&rsquo;s miserly low salaries, was found murdered on 5 April on the side of a road near Ghatail, 80 kilometres north of Dhaka.

	Islam, 40, was last seen the day before in the textile manufacturing centre of Ashulia, 30 kilometres north of Dhaka. He worked as a senior organiser for the Bangladesh Centre for Worker Solidarity (BCWS), and reportedly closed the NGO office in Ashulia early on 4 April after noting police surveillance outside.

	His tortured body was found half buried with several bruises from the waist down, including his toes and ankles smashed. Police in Ghatail then buried the unidentified body, but a brother identified Islam when his tortured body was shown in a newspaper photograph. His body was exhumed and then re-buried on 9 April in his home village of Kaliakoir.

	He is survived by his wife, two sons and one daughter.

	Aminul Islam was arrested in June 2010 along with some 20 other demonstrators after they violated a ban on protests when the government raised the minimum wage for garment and textile workers only a token amount. Those charges were still pending against him and a few other trade union activists.

	Islam and the BCWS had most recently been leading a campaign of liveable wages and fair treatment against the Shanta Group, a garment supplier to Nike, Ralph Lauren and PVH, the latter a maker of garments for Tommy Hilfiger. He had also assisted in arranging news interviews by an American television network with exploited workers in the Ashulia area.
